The minutes of the meeting held on I'ovember 10th,1952 ware read,
and upon motion duly made, were seconded and unanimously annroved
and ;rdered filed.
Chief ,.'W.Cooper made a report in oneral.
P "ayor L. Seton Lindsay read a report by Town Policeman W. Bruce
Wheeler for the Tsor..th of Yovember stating the hours served, mileage
driven in natrolling and number of violations checked.
Chief :'s. W. doo ,er and Torn Clerk ? ^1m.J. Bauer were .authorized to
cheek further with Glass, 0-arbage Truck Driv;r, to see what
arrangement could be made as to salary and uniforms to be furnished.
A request was heard on behalf of Policeman W. Bruce i ^7heeler to see if
he could purchase his gasoline from the Club at the same price as
the Town. Mr. E. J. Clarke volunteered to discuss this matter with
General Arthi.zr H. Carter, Treasurer of the Gulf Stream Golf Club.
It was su gested that Town Clerk Bauer and Chief Cooper check the
Strr.et Lighting of the Town and report at a later date, if additional
lights were needed.
Various bids were read in reference to the purchase of a new Police
Car and upon unanimous approval it was voted to purchase a new 1953
Poo ian Car.
Unon discussion, it was voted unanimously that License Fees as
passed and annroved at a meeting held on July 5th,1952 be collected.
The Bank Balance as of December Pth,1052 was renorted as `",p12,790.00.
The Commissioners annroved the naymert of the attached list of bills,
paid by check numbers ,116,0 to 1194. inclusive.
A report was also made as per list attached of ir..come from Sales of
water and licenses issued.
Mayor Lindsay read a letter of resi natio received from Commissioner
A`exander B. iioyce, dated May 6th,1952. �t was unon motion duly
made by Commissioner Clarke, seconded by Bauer that
this resignation be accepted with deer regret and that said letter
be attached and made a part of the minutes.

The Town Clerk was instructed to send a copy of the excerpt of
the minutes relative to his resignation and to express their
regret upon losing the fine association and wisdom of a very
able Commissioner.
WHEREAS, the Honorable Alexander B. Royce, Town Commissioner of
the Town of Gulf Stream, has submitted his written resignation
to serve as Town Commissioner and said written resignation has
been reluctantly accepted, by motion duly made and carried by the
Town Commissioners in regular meeting assembled: and
WHEREAS there is now residing in said Town a man of outstanding
ability and qualification who has agreed to serve as Town Comm-
issioner during the unexpired term of Commissioner Royce.
NOW, THEREFORE, BE IT RESOLVED, by the Town Commissi &n in regular
session assembled:
THAT Harold J. Roig is herby appointed and elected by the Town
Commission of the Town of Gulf Stream, Florida, as Town Commissioner
to serve as such until the General Election to be held in March
1954, or until his successor has been duly elected and qualified.
On motion duly made, seconded and carried, the above and foregoing
resolution was unanimously adopted by the Town Commissioners of
the Town of Gulf Stream, Florida this 8th day of December 1952.
Thereupon Harold J. Roig was sworn in by Mayor Commissioner L.
Seton Lindsay and took the following oath:
OATH OF LOYALTY
I, Harold J. Roig, a citizen of the United States of America
living and residing in the Town of Gulf Stream, County of Pam
Beach, State of Florida, de hereby solomenly swear and affirm that
I will support the Constitution of the United States and of the
State of Florida, and the Laws and Ordinances relating to the Town
of Gulf Stream, Floridz; that I am not a member of the Communist
Padty; that I have not and will not lend any aid or sup -ort,
advice, counsel or influence to the Communist party; that I do
not believe in the overthrow of the Government of the United
States, or the State of Florida, by force or violence; that I am
not a member of any organization or party which believes in or
teaches, directly or indirectly the overthrow of the Government of
the United States, or the State of Florida by force or violence.

Mayor L. Seton Lindsay stated that Commissioner S.B.Iglehart was
unavoidably detained at other business and could not attend this
meeting, but that he heartily endorsed the selection of Harold J.
Roig as Town Commissioner, to take the place of Alexander B. Royce.
A discussion was held on the question of revising the Town Charter
of the Town of Gulf Stream, Florida and Commissioner Roig agreed to
hold consultation with Town Attorney C.Y.Byrd in reference to any
revision.
Upon motion by Commissioner Roig, Seconded by Commissioner Clarke,
it was voted and approved that the Mayor and Town Clerk proceed
to have prepared a Planning Board Ordinance to be used in conjunction
with the Zoning Ordinance.
There being no further business to come before the meeting, motion
was made to adjourn.

I have only one more thought, viz., might it
be wise to go a little further and allow walls on Ocean
Boulevard only to go up as high as 8 or even 10 feet?
Elsewhere the six foot limit is wise; but I should think
there is a chance of Ocean Boulevard becoming quite a
highway, so that the extra height would give further
needed protection.
For reasons I have explained to you, I feel
that I should ask to be relieved as a Councilman,
although always interested in affairs of our Town.
I do not want any action taken on this until after the
zoning ordinance is adopted because of my enthusiastic
interest in its prompt approval. However, when that is
over, will you be kind enough to give some prompt considera-
tion, with your associates, to the selection of a successor.
I would hope that perhaps this could be worked out by the
binning of the next Winter season without hurting anybody
or any ng. Just rega�tfi�s letter as a resignation,
effective as soon as you find it convenient.

MEMORANDUM IN REGARDS TO ACCEPTANCE
OF RESIGNATION OF ALEXANDER B. ROYCE,
AS TOWN COMMISSIONER, AND APPOINTMENT
OF HAROLD J. ROIG TO FILL THE UNEXPIRED
TERM OF TOWN COMMISSIONER BROUGHT ABOUT
BY THE RESIGNATION OF COMMISSIONER ROYCE.
Mayor Lindsay presented to the Town Commission
the written resignation of Alexander B. Royce, as Town
Commissioner, and suggested that the procedure to be
adopted in regards to this matter would be:
(a) The acceptance of the resignation of
Commissioner Royce by motion, and that the written
resignation be made a part of the minutes.
(b) That a resolution be adopted appointing
and electing Harold J. Roig as Town Commissioner to
fill the unexpired term on the Town Commission made
vacant by Mr. Royce's resignation.
RESOLUTION APPOINTING HAROLD J. ROIL
AS TOWN COMMISSIONER
Whereas, the Honorable Alexander B. Royce,
