Recreation & Parks Commission Meeting Minutes for February 22, 2011 I. Call to Order — The February 22, 2011 Recreation and Parks Commission Meeting was calied to order at 5:00 p.m. by Vice Chairperson Joanette Gutierrez If. Invocation — The Invocation was led by Vice Chairperson Gutierrez. III. Piedge of Aliegiance — The Pledge of Allegiance was recited by Chairperson Wood. IV. Roll Call — Present Absent Chairperson Wood Commissioner Hernandez Vice Chairperson Gutierrez Commissioner Harper Commissioner Salazer V. Agenda Posting — The Agenda was duly posted for the February 2011 meeting as prescribed by the Brown Act. VI. Approval of Past Minutes — Chairperson Wood requested a motion to approve the minutes for the Recreation & Parks Commission Meeting held on January 25, 2011. Vice Chairperson Gutierrez motions to approve the minutes. Commissioner Salazar seconds the motion and the minutes are approved. Ayes: 3 Noes: 0 VII. Public Orals — Mrs. Pearline Calderon announced that the City of Compton is hosting a Mardi Gras Celebration on March 4, 2011 and a Parade on March 5, 2011 at Wilson Park. There will be food, entertainment and carnival rides. This was posted in the L.A. Focus Newspaper. VIII. Scheduled Matters — Mr. Flores stated that a draft of the ordinance to disband ail Commissions and Boards is being prepared by the City Attorney. It wili be read at the March 1, 2011 Council meeting. The second reading will be at the March 15, 2011 Council meeting. The public can make comments. Nothing will be finalized until the March 15, 2011 Council meeting. There will be a Recreation & Parks Commission Meeting in March. IX. Correspondence — None Scheduled Matters — Continued X. Staff Reports — • Facility Usage Report (Bateman Hall) Attached for Review Mr. Flores stated that the City of Lynwood is in negotiations with the • Lynwood Unified School District for a new Facility Use Agreement. Use will change in the near future. • Current Programs/Activity Report (orai report by Recreation staff) Mr. Flores announced that the Recreation Activity Calendar will be mailed. He invited the commissioners to attend the Swearing-in Ceremony of Assembly Member Ricardo Lara, 50`" District representative. The ceremony wili take place on Thursday, February 24, 2011 from 6 p.m. to 9 p.m. at the Marco Antonio Firebaugh High School Auditorium in Lynwood. There will be food, music, and entertainment. Dress warmly if you plan to attend. Other events include: • 2/24/11 — Black History Month Grand Finale Dinner — Tickets on sale for $20 at the Senior Center. Great entertainment and food. • 2/27111 — Special Needs Luncheon — 11 a.m. to 2 p.m. — Bateman Hail — Volunteers are needed for the registration process, parking ' and food services. Only one guest per child is allowed. , • 3/19/11 — Public Safety Fair — Burke-Ham Park. Time to be announced. Highlights include a helicopter landing and K-9 Unit. • 3/26/11 — Youth Basebali/Softball Opening Day — 11 a.m. — Lynwood City Park, Field #1. XI. Commission Orals — • Chairperson Wood — Inquired as to the final resolution regarding dogs in City parks. Mr. Flores informed him that dogs are permitted in City parks as long as they are leashed. Mr. flores stated that signage has been ordered for the park. Chairperson Wood also inquired about the decision to ban smoking in the bleachers. Mr. Flores stated that there is an ordinance that prohibits smoking within 20-feet for any window or door. Chairperson Wood inquired on the permit process for the Baseball fields. Mr. Flores stated that its taken time to get everyone on board. Basebal( wil( be approached. Chairperson Wood stated that he will no longer be involved in the day-to-day activities of the Basebail program. • Vice Chairperson Gutierrez — No comment • Commissioner Hernandez — Absent • Commissioner Salazar — Asked if each sports program could put a rule in place regarding smoking. Mr. Flores stated that we can put rules in place for our participants but we can't control the behavior of people outside of the sports programs. Mr. Flores stated that something could be written up for the City Manager. Commissioner Salazar asked if we can push for that. Mr. Flores stated that he will follow-up on this request. • Commissioner Harper — Absent XII.
