CITY COUNCIL
MINUTES
MAY 19, 1987
INITIATION:
1. CALL TO ORDER:
Pursuant to the Agenda posted on May 15, 1987, Mayor
Gillanders called the regular meeting of the City Council to
order at 7:30 p.m. on Tuesday, May 19, 1987..
2. The invocation was given by Reverend Michael Smith of St.
Luke's Catholic Church, 9451 Broadway.
3. The Pledge of Allegiance to the Flag was led by Mayor
Gillanders.

5. CONSENT CALENDAR:
Councilman Swain moved to approve the Consent Calendar items
as recommended, seconded by Councilman Dennis and unani-
mously carried, with Councilman Atkins and Mayor Gillanders
abstaining on item A.
A. APPROVAL OF MINUTES - Regular Meeting of May 5, 1987
Approved as written with Councilman Atkins and Mayor
Gillanders abstaining.
. RECOMMENDATIONS FROM TRAFFIC COMMISSION MEETING OF MAY
6, 1987
(1) "NO PARKING FOR STREET SWEEPING" SIGNS, WEST SIDE
OF ROSEMEAD BOULEVARD, SOUTH OF PENTLAND
City Council approved the installation of "No
Parking for Street Sweeping" signs at the subject
location to allow for street sweeping on Rosemead
Boulevard where over -night parking is permitted.
(2) LONGDEN AVENUE & ROSEMEAD BOULEVARD - CENTERLINE
DELINEATORS
City Council concurred with the recommendation of
the Traffic Commission that approximately 16 "Super
Duck" delineators be placed on the double center-
line of Longden Avenue commencing 26 feet west of
Rosemead Boulevard to 107 feet west of Rosemead
Boulevard and centered every 5 feet.

(3) ADDITIONAL TRAFFIC REGULATIONS AT VARIOUS LOCATIONS
City Council approved the Commission's request to
install a pedestrian crossing sign in the North -
South driveway in the K -Mart Shopping Center; and
centerline striping on Cloverly Avenue, north and
south of Broadway.
C. LONGDEN /GOLDEN WEST - BUDGET ADJUSTMENT
Council authorized payment to the County of Los Angeles
in the amount of $111,600 for resurfacing of Longden/
Golden West et al; and authorized the appropriation of
excess SB 300 monies into the adopted FY 1986 -87 budget
in the amount of $93,613.37 and amended the adopted
budget accordingly.
D. RESOLUTION NO. 87 -2713 INTENTION TO LEVY FY 1987 -88
ASSESSMENTS CITY -WIDE LIGHTING DISTRICT
City Council accepted the Engineer's Report for the
District; adopted Resolution of Intention to Levy and
Collect Assessments for 1987 -88; and set public hearing
for June 2, 1987.
E. ACCEPTANCE OF BID: STREET LIGHT INSTALLATION - ROSEMEAD
BOULEVARD - EATON WASH TO BROADWAY
City Council accepted the bid of John T. Fricke Con -
struction, Inc., Monrovia for installation of 9 street
lights on Rosemead Boulevard in the amount of $36,414;
and authorized the Mayor to sign the contract.
F. AGREEMENT FOR COMMUNITY RECREATION PROGRAM WITH TEMPLE
CITY UNIFIED SCHOOL DISTRICT
City Council approved the Community Recreation Program
with the Temple City Unified School District; and au-
thorized the Mayor to sign the Agreement.
G. RENEWAL OF AGREEMENT WITH COMMUNITY TRANSIT SERVICES,
INC. - DIAL -A -RIDE PROGRAM
City Council approved the Amendment to the Agreement
with Community Transit Services, Inc. to provide the
City's Dial -a -Ride service for three years from July 1,
1987 through June 30, 1990; and authorized the Mayorand
City Clerk to sign the Amendment,
H. RECOMMENDATIONS FROM PLANNING COMMISSION MEETING OF MAY
12, 1987
(1) PROPERTY NUISANCE CASE NO. 87 -2715 - 5215 FARAGO;
OWNER /RESIDENT: TINA McDONALD
As no appeal was received, Council adopted Resolu-
tion No. 87 -2715, A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF TEMPLE CITY DECLARING CERTAIN PREM-
ISES TO BE A PUBLIC NUISANCE AND ORDERING ABATEMENT
THEREOF.
(2) PLANNING COMMISSION ACTION
Council received and filed the memo from the Plan-
ning Commission .outlining action taken at the
Commission's meeting of May 12.

I. RESOLUTION NO. 87 -2714: APPROVAL OF PAYMENT OF BILLS
City Council adopted Resolution No. 87 -2714 authorizing
the payment of bills.

8. COMMUNICATIONS:
None
9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one wished to address the City Council.
RECESS TO CRA:
At this time the City Council recessed to meet as the Temple
City Community Redevelopment Agency; approved the Minutes of
the May 5, 1987 meeting; and adopted Resolution No. CRA 303:
Warrants and Demands. The Minutes are set forth in full in
the records of the Agency.
10. ACTION ON REQUEST BY CRA:
None
11. MATTERS FROM CITY OFFICIALS:
As City Council was going to recess in order to discuss item
A. in a closed session, Councilman Atkins suggested that
item B. be taken under consideration first.
B. PURCHASE OF REPLACEMENT VEHICLE FOR CITY
Councilman Atkins moved to authorize staff to proceed
with the purchase of a replacement vehicle for the staff
pool car and trade -in of the 1980 Ford Station Wagon,
seconded by Councilman Swain and unanimously carried.
Pursuant to Government Code Section 54957, members of the
City Council recessed to a closed session to discuss person-
nel matters at 7:40 p.m.
At 9:05 p.m. Mayor Gillanders reconvened the meeting.
A. REQUEST FOR LEAVE OF ABSENCE WITHOUT PAY AND RELATED
MATTERS - ACCOUNTANT /CITY TREASURER
Councilman Atkins moved to authorize a leave of absence
without pay for Mary Sayed, Accountant /City Treasurer,
retroactive to May 1, 1987 for a period 30 days, sec-
onded by Councilman Froehle and unanimously carried.
C. STATUS OF GIDLEY ELEMENTARY SCHOOL - PROPOSED SALE
Councilman Dennis advised that this evening the El Monte
School District Board was to meet to discuss the status
of Gidley Elementary School should the school be sold to
Von's Markets. There are individuals attending to-
night's meeting who will report back to Councilman
Dennis what transpired at the meeting; and Councilman
Dennis will keep the Councilmembers apprised of the
developments.

D. LEAGUE OF CALIFORNIA CITIES' SEMINAR - DOWNTOWN REVI-
TALIZATION
Councilman Swain stated that she planned to attend the
seminar sponsored by the League of California Cities on
downtown revitalization being held May 20 and 21 in
Ontario.
12. ADJOURNMENT:
On motion by Councilman Atkins, seconded by Councilman
Froehle, the meeting of the City Council adjourned at 9:10
p.m. The next regular meeting will be held on Tuesday, June
2, 1987.
