Meeting Minutes

Members Present: Mike Weiss (Chair), Mark Thorien, Charles Jones, Rick Fereday, Shawn Walters, and
Michael Noe

Mike Weiss, Chair, called the meeting to order at 12:09 p.m.
Public comment: None was given. •
AAC Membership:
AAC Seat Appointment: The position on the AAC of which Rick Fereday holds has expired. The position
was advertised in the Star News for two weeks as required by City Code and Mr. Fereday's request for
reappointment was the sole application for the position. Mark Thorien made the motion to reappoint
Rick Fereday to another three-year term to expire June 2022. Charles Jones seconded the motion, all
voted aye and the motion passed.
AAC Seat Term Expiration:The next seat to expire August 30, 2019 is Mike Weiss.
United States Forrest Service Seat (USFS): Michael Noe was introduced as the USFS representative to be
filling the position on the AAC in place of Shawn Walters now through September.
Approval of Minutes from June 6, 2019:The June 6, 2019 regular meeting minutes were presented for
review and approval. Mark Thorien moved to accept the minutes, Charles Jones seconded the motion.
All voted aye and the motion passed.
Code Revision — Airport Zoning Update: Jay Scherer does not feel there has been enough time to
thoroughly review the revisions so recommends tabling the item until a later date. After a brief
discussion,the Committee agreed to move the review until the next regular meeting on August 1st. Rick
Fereday pointed out the maps were missing and requested those be included at the next meeting. Mark
Thorien made the motion to table the Code Revision Review until August 1,2019. Rick Fereday seconded
the motion. All voted aye and the motion passed.
Triangle Hangars/Commercial Lease Space: Engineering had suggested the Triangle be reconfigured, so
a new map has been made and City Council gave the direction to contact the waiting list for possible
leases. A new map will be sent out to the Committee.

New Airport Manager: The new Airport Manager, Rick Stein, was introduced and he gave a brief history
of his experience. His appointment is to be confirmed at the McCall City Council meeting tonight.
Three Month Calendar Review: The three-month calendar was reviewed and confirmed. Jay Scherer
gave an update of the Airport open house held on July 6th
Rick Fereday asked to be updated on the parallel taxiway relocation since he has been absent. Kevin
Bissel, T-0 Engineering, gave an update on the Aviation Demand Forecast. The Federal Aviation
Administration (FAA) asked for a study to see if there was a need for a 400-foot runway. After review of
the data, the FAA did not feel like the Environmental Assessment studied the 400 offsets enough and
will not build the 400 unless there is a current demand. C2 and larger aircrafts need a 400-foot runway
and there needs to be 500 A&B aircraft with some small amount of C aircraft to quality for a 400-foot
runway.
Motion to adjourn was made by Mark Thorien and seconded by Charles Jones passing unanimously.The
Committee adjourned at 12:25 p.m.

16-002;-1)26-2(119 at McCall Municipal Airport. McCall. Idaho. This letter outlines expectations for success.
Please read the conditions and assurances carefully.
To properly enter into this agreement.you must do the tbllowing:
• The sponsor's authorized representative must execute the grant. followed by your attorney's
certification. no later than August 7,2019, in order for the grant to he valid. The attorney's signature
date must be on or after the sponsor's authorized representative's signature date.
lithe sponsor's authorized representative is other than the legal signatory for the governing body. then
the governing body inns! provide the Airports District Office with a letter on official letterhead signed
by the legal signatory ()Idle organization, or a resolution authorizing the individual to execute the
grant.

• You may not make any modification to the text. terms. or conditions of the Grant Offer.
• We ask that you return one executed copy of the Grant Offer in the enclosed envelope. Please keep
one(I)executed copy of the grant for your records.
•
Subject to the requirements in 2 CFR §200.305.each payment request for reimbursement under this grant must
he made electronically via the Delphi clnvoicing System. Please see the attached Grant Agreement for more
information regarding the use of this System.
•
Please note(;rant Condition No. 5 requires you to complete the project without undue delay. We will be
paying close attention to your progress to ensure proper stewardship of these Federal funds, You are expected
to submit payment requests for reimbursement of allowable incurred project expenses in accordance
with project progress. Should you tail to make draws on a regular basis,your grant may he placed in
"inactive",status which will impact future grant offers.

URGENT—Airport Advisory Committee Member Needed
The City of McCall is seeking a civic-minded individual to fill an open seat on the Airport
Advisory Committee. The City of McCall needs one(1)resident of the City to fill an open
seat on the Airport Advisory Committee. The Airport Advisory Committee is established
pursuant to Idaho Code Section 50-210, to advise and make recommendations to the
McCall City Council on matters pertaining to the safety,operation, and maintenance of the
McCall Municipal Airport. The Airport Advisory Committee has 5 members. The vacant
committee seat is an at-large 3-year term.
If you are interested in serving on either of these two committees,please submit a letter of
interest to BessieJo Wagner, City Clerk, 216 E. Park Street, McCall, ID 83638 or by email
at bwagncr@mccall.id.us, due by end of day June 14, 2019.
