HomeMy Public PortalAbout2019.05.29 PAA Minutes .41516, Public Art Advisory Committee Meeting Minutes • 41 I r' s May 29, 2019-5:30 p.m. City of`McCall Y �-- COMMUNITY Bistro 45 Meeting Room DEVELOPMENT 1101 N 3rd Street, McCall, ID 83638 COMMITTEE MEETING — Began at 5:30 p.m. CALL TO ORDER AND ROLL CALL Committee members Claire Remsberg (via phone), Sue Dixon, Karla Eitel, and Dave Peugh were present. Also present was Delta James, Economic Development Planner. MINUTES APPROVAL [ACTION ITEM] Sue moved, Dave seconded, a motion to approve the February 27, 2019 minutes without revision. All members voted"aye"and the motion passed. PUBLIC ART PROJECTS • Lardo Bridge • Installation timeline: Staff reported that fabrication of the artwork is underway, and installation should occur on or near September 9, 2019. • Downtown • Committee members discussed their goals for the upcoming joint work session with City Council July 26. Members stated that they hope to gain assurance from City Council of its support for the public art program and direction on what type of public artworks they would like to see in downtown. • Railroad Ave. murals • Replacement of"Cows": Staff reported that the "Abby Road Skiers" mural panel is being completed and will be installed this month. • Maintenance and inventory of collection: Staff recommended that the committee conduct and inventory and condition assessment of the City's public art collection this summer. Committee members agreed and directed staff to prepare an inventory format for use. Training on public art care and maintenance was also suggested. FUNDING • Budget overview: Staff reported that a the proposed FY20 City Council budget includes $60,000 carry forward for the downtown public art project, approx. $2500 carry forward for public art maintenance, and a request for an additional $10,000 to support an update to the bus stop shelter vinyl artworks and facilitated public art planning. • Fundraising: No report on Paddle Art Contest—see http://algonquinoutfitters.com/contest/paddle-art-contest/ OUTREACH AND EDUCATION • Idaho Commission on the Arts' defunding of public art: Staff will re-send information on how to contact the Idaho Commission on the Arts. • Public Art Tour app: Staff reported that the Historic Preservation Commission is developing a Historic Properties Tour application for downloading that maps McCall's historic places. A similar tool could be developed for McCall's public art collection. Staff will demonstrate the historic tour once it's live. • Design and Dessert event: Committee members discussed holding another event similar to the October 2018 Design and Dessert event with artist Susan Madacsi and to explore either charging admission and/or asking for donations. Staff suggested that an event could be held in conjunction with installation of the Lardo Bridge project. COMMITTEE ORGANIZATION • Appoint 2019 Chair[ACTION ITEM]: Karla motioned, Sue seconded, a motion to appoint Claire as committee chair for 2019. All members voted"aye"and the motion passed. • Bylaws review • Consider expansion of committee to 7 members [ACTION ITEM]: Committee members discussed the benefits of increasing committee size from five to seven members. Benefits include broader community representation, larger group is easier to reach quorum, and more assistance for implementation. At least two individuals have expressed interest in serving on the committee, so the committee is confident that the seats can be filled. Dave moved, Sue seconded, a motion to recommend to City Council that the committee bylaws be revised to allow up to seven committee members. All members voted "aye"and the motion passed. NEXT MEETING Committee members expressed a desire to have shorter, more frequent meetings to improve continuity and directed staff to conduct a scheduling poll to identify a next meeting date in July 2019.
