Present and constituting a quorum were: Mr. Renn, Mr. Paul Kelleher, and Mr. Frank Lucibella. Mr. John Laurino attended via Skype. Ms. Daniella Bradley O'Brien, committee administrative assistant, was also in attendance. There was no public comment. The minutes of March 7, 2017 meeting were revised and so approved by a motion from Mr. Kelleher, seconded by Mr. Lucibella. The vote was 3-0-1. Mr. Renn and Mr. Kelleher then briefed the committee on their meeting with Jim Hungerford on Thursday March 9, 2017. In particular, we discussed the OREC's plans to pursue the five criteria necessary for Orleans to qualify as a "green community" and thus be able to apply for DOER grants. Mr. Hungerford intends to meet with state officials soon and will advise us of the next steps to be taken by the OREC. Next, Ms. O'Brien provided the committee with a working copy of her research to date re: potential grant opportunities for FY18-23 CIP projects. During this discussion, Ms. O'Brien was asked to find out what the parameters and limitations of the Stabilization Fund are. Mr. Kelleher left the meeting at 3:05 PM. At approximately 3:10 PM Mr. Alan McClennen, Selectman and Liaison to this committee, joined the meeting. He was asked to provide his perspective and experience in the pursuit of grants. He made the following comments: When pursuing grants, the town has to be attentive to the conditions inherent in the grant - they can sometimes be counter to established town polices or practices Revenue Committee Minutes— March 14, 2017 Many grants are based on formulas or other factors (e.g. avg. household income, etc.) which may disqualify Orleans from certain grant applications or awards Orleans town department heads work together with their counterparts in other Cape towns to share experiences and successes in grant pursuits Each grant has a unique set of qualifications - a top-level evaluation should be done first to ensure that Orleans meets the qualifications before getting into preparation of the detailed grant application As Director of Planning & Development in the City of Arlington, MA, Mr. McClennen had responsibility for grant research; the Orleans Director of Planning & Development doesn't have this responsibility - grant research may or may not be done by each town department as they prepare their respective CIPs. Grant awards require administration and follow-up reporting The committee members and Mr. McClennen then engaged in a wide-ranging discussion regarding various projects in the CIP. At the conclusion of this discussion, Mr. McClennen requested that the Ad Hoc Revenue Committee keep him and the BOS informed of their findings so timely action can be taken; the committee agreed to this request and suggested that we had already planned to provide a final report in mid-June to the BOS and FinCom. There being no other business, Mr. Lucibella made a motion, seconded by Mr. Renn to adjourn the meeting at 4:55 PM. Respectfully submitted, Bob Renn, Vice Chairman 2
