The minutes of the meeting held on April 10th,1954 were read
and approved.
The Commissioners unanimously approved payment of accounts by
checks #1566 to #1603 inclusive.
Bank Balances as of May 8th,1954 were reported as follows:

A letter from Mr. D. W. Colhoun dated April 27th,1954 with
reference to purchase of Polo Fields, was carefully read and con-
sidered.
A petition relative to the purchase of the Polo Fieds signed
by Earl M. 1 "lajor, Beatrice S. Major, Pierre L. Bailly, Margaret
F. Thomas, D.W.Colhoun, E.D.Hubbard and Jane Major (Voter) was
carefully read and considered.
Town Clerk Bauer was instructed to acknowledge receipt of
the above letter and petition.
The question of the Polo Fields and the vote thereon was
gone into very thoroughly. The Town Clerk Commissioner Bauer
reported that allowing 2 votes in the cases where the property
was jointly owned and counting such 2 votes even where only 1
name was signed to the Card the result was as follows:

Other methods of counting the vote was examined, such as
only 1 vote for each piece of property, gave very similar pro -
pprtions as follows:

The Commissioners then brought Mr. Riley into the discussion.
He was very much impressed with the result of the voting but in
view of the fact that our Charter cannot be amended until next year
and the uncertainties of the outcome of a final legal vote on a
bond issue he did not feel he would be justified in giving the
Town a definite option to purchase the property. However, he went
on to state that, if the Town wished to, the matter could be
re- opened in the fall and in the meantime we could feel assured
the property would not be sold to anyone where there was any

reason to fear the land would be developed in any way detrimental
to the Townts best interests.
It was agreed that Mayor Lindsay should send out a report to all
voters and taxpayers giving a result of the Poll and talk with Mr.
Riley and stating nothing more could be done until a meeting could
be held in the Fall of the Voters and Taxpayers.
Following discussion re: Dogs Roaming at Large and Biting, it was
voted that Mr. C.Y.Byrd be instructed to draw up an ordinance similar
to that of the City of Delray Beach, Fla.
The Town Tax Assessor presented the Town of Gulf Stream 1954 Tax
Assessment Roll, and reported to the Town Commission that by diligent
inquiry all taxable property within the Town was listed and carried
on said Tax Assessment Roll and that the values placed thereon were
fair, reasonable, just and equal for like properties in his judgement
and opinion.
That said Tax Assessment Roll, as prepared by the Town Tax Assessor,
disclosed the following valuations:

On motion duly made, seconded and carried, theTown Commission order-
ed said 1954 Tax Assessment Roll of the Town filed with its Clerk to
be held by the Town Clerk so that the Town Commissioners may examine
and study the same until such time as the Town Commission xxxx sits
as a Board of Equalizers.
It was called to the attention of the Town Commission that the
next procedure in regards to the 1954 Tax Assessment roll was the
posting of a notice that the Town Commission would sit as a Board of
Equalizers for the purpose 'of hearing any and all tax payer6s com-
plaints, and to equalize all valuations shown on said Roll. That
the Town Commission authorize the posting of said Notice for the
first meeting in June.
Theteupon, on motion duly made, seconded and carried, the Town
Clerk was instructed to prepare and post on the Bulletin Board at the
Town Hall a notice directed to all interested parties and tax payers

A Tentative Budget f�pr the coming year was submitted, copy being
attached herto, and upon motion made and unanimously ca_ried, vo #ed
that a tax of 10 mills be approved, subject to the approval of the
final assessment roll to be,submitted.
Following discussion re: Dogs Roaming at Large and Biting, it was
voted that Mr. C.Y. Byrd be instructed to draw up an ordinance similar
to that of the City of Delray Beach, Fla.

Minutes of meeting of Torn Commission of the Town of Gulf Stream,Florida
held at the Town Hall on Saturday, June 12th,1954 at 10 a.m.
Present: Messrs: L. Seton Lindsay

1 Mayor Lindsay presiding and Town Clerk Bauer acting as Secretary.
The minutes pf the meeting held on May 8th,1954, were read and upon
motion, unanimously ratified and approved.
The Commissioners unanimously approved payment of accounts paid by
General Account checks numbered 1604 to 1615 inclusive and water
department checks numbered 1 to 4 inclusive.
It was unanimously voted and approved that Policeman E.W.Cooper,
Town Clerk Wm.J.Bauer and Truck driver Ernest Glass be given two
week vacations with pay. It was suggested and approved that W.
Bruce Wheeler be contacted to see if he would patrol in daytime
during Coopers absence and to see if kwmKomid Howard W. Smith
would cover Bauers absence in the office from 10 to 12 noon.
Arrangements have been made for some one to drive the truck uring
Glass' absence.
On motion duly made, seconded and carried, the Town Clerk was in-
structed to prepare and post on the Bulletin Board at the Town Hall
a notice directed to all interested parties and tax payers that the
Town Commission would sit as a Board of Equalization between the
r dates of July 1 to 8th,1954 except on Sunday, July 4th,1954.
There was read in full and passed on first reading at this meeting,
AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF GULF
STREAM, FLORIDA, PROVIDING FOR THE INOCULATION AGAINST
RABIES, AND LICENSING OF ALL DOGS; PROHIBITING DOGS FROM
BEING IN ANY PLACE OF BUSINESS; PROVIDING FOR THE MUZZLING
OF VICIOUS DOGS; AND PROVIDING FOR A PENALTY FOR VIOLATION
OF THIS ORDINANCE.
Copy of the above ordinance to be attached to these minutes.
Commissioner Bauer reported that County Commissioner Sundy had in-
formed him that the County planned sometime after October lst,1954
to widen Golf View Drive (a county dedicated road) to a width of
24 feet. Commissioner Bauer also informed the meeting that he had
notified by letter Messrs. N.J.Clarke, Paul Engels and Mrs. C.S.B.
Zook all property owners bordering on this read.
The Commissioners unanimously approved payment of H.Cromers bill
for repair of 2 water meters "Talbot T.Speer residence $60.95 and
W.L.Christenson residence $2$.65 ".
Mayor Lindsay moved that during his absence and the absence of
Vice Mayor Clarke that Commissioner Iglehart act as Mayor, the
motion was seconded by Commissioner Bauer and unanimously passed.

AN ORDINANCE OF THE TOWN? COMMISSION
OF TEE TOWN OF 9U, STREAM, FLORIDA,
PROVIDING FOR THE INOC[TLATIM AGAINST
RABIES, Ar`D LICENSING OF ALL DOGS;
PROHIRTING DOGS FROM BEItiG IN ANY
PLACE OF BUSINESS; PROVIDING FOR THE
MUZZLING OF VICIOTTS DOGS; AND PRO-
VIDING FOR A PE;'ALTY FOR VIOLATION
OF THIS ORDINANCE.
BE IT ORDArI.MD by the Town Commission of the Town of Gulf
Stream, in PaLn Beach County, Florida, as follows:
SECTION? l: N'o dog shall be allowed upon the public streets,
sidewalks, thoroughfares, or other public places, in the Town of
Gulf Stream, Florida, aftar July 1, 1`J5µ, unless said dog has
boon licensed by tue Town of Gulf Stream, Florida, and has an
unexpired Town dog license tag affixed to its collar or harness.
The license tax for dogs shall be One Dollar (41.00) per year for
each dog, and such license shall expire on the lst day of each
July.
S CTICY ?.: r ?o license shall be issued for any dog kept in
the Towr of Gulf Stream, Florida, unless the applicant for such
license shall exhibit to the Town Clerk a certificate of a veter-
inarian showing that said dog has been inoculateri against Rabies
at a :ate later than the first day of May next preceding the time
of such application for a license.
SL'CTIO: 9: "o dog shall bo allowed in any public building
in the Town of Gulf Stream, Florida. ?o dog shall be allowed in
any place of business in the Town of Gulf Stream, Florida, with-
out the permission of the owner or manager of said place of busi-
ness.
SECTION 4: All vicious dogs kept in the Town of Gulf Stream,
Plorila, shall be adequately mzzzled if they appear or_ the public
streets. thoroughfares. or other rubli.c rlaces in this Town.
A dog shall be considered a vicious dog if said dog has attacked
or attempted to attack a person on a public street, thoroughfare,
or other public place in this Town, and a complaint has been made
to the Police Department of this Town concerning the same, and
the cwner of said dog has been notified in writing, by the
Police. Department of this Town of such attack or attempted attack.
SECTIOT 5, Any dog found upon the public streets or
thoroughfares or other public places in this Town in violation
of the provisions of this ordinance shall be impounded by the Police
Department of this Town. Such animal shall re_ -rain impounded for
a period of five (5) days during which time the owner may secure
the release of said animal by paying to the Police Department of
this Town a fee of Two Dollars (,2.00), and Twenty -five Cents
(254 per day for eac'i lay or fraction thereof said animal has
been impounded.. In addition thereto, if said animal has not
been inoculated against Rabies and licensed by this Town, the said
owner rust have said animal inoculated and must purchase a Town
license for said animal before it can be released by the Police
Department. If any animal remains in the custody of the Town for
more than five (5) daZ *s, the owner thereof shall lose all right
to said anizaal and the Town shall proceed to dispose of same,
either by sale to pay the charges against said animal, by turning
said animal over to the Animal Rescue League, or by having said
animal killed.
SECTION 61 Any person who shall knowingly allow or inten-
tionally cause any dog belonging to said person or in the custody
and control of said person to violate any of the provisions of
this ordinance, or any person who shall violate any of the pro-
visions of this ordi.nanre shall, upon conviction thereof, be fined
not more than Fifty Dollars ('50.00), ar be in7risoned in the
To,Am Jail for not more than thirty (30) days).

NOTICE OF MEETIP?G
BOARD OF EQUALIZATION.
NOTICE is hereby given Owners of prcpaty located within
the Town of Gulf Stream, Palm Beach County, State of Florida,
and to the public, that the Town Tax Assessor has completed the
Town Tax Assessment Rolls for the year 1954, and has filed said
1954 Assessment Rolls with the Town Commission of the Town of
Gulf Stream, Florida. That the Town Commission of the Town of
Gulf Stream will meet on July 1, 1954, and on each day there-
after until July 8, 1954 (except Sunday), from ten o'clock A. M.
to twelve o'clock P. M., as a Board of Equalization for the
purpose of hearing complaints and receiving testimony as to the
value of any property, real or personal, as fixed by the Town Asse
sor of Taxes, of perfecting, reviewing and equalizing the assess-
ment.
