hace a budget as a guide to fiscal policies of obtaining revenues and expend–
ina revennes £or public cervice�, and
YIHER.�;AS, the budget vrill act as a guide ir. deter�ining the amount
of appropriation to be made available for each rnzblic service function, and
Wf�;?iEAS, the budget gives tne detailed analysis of both revenue
receipts and classification of e�cpenditures,
THEF.E�'ORE, be it resolved that the Cit� Council adopt tne
195 4-51 bv.dget as prepared and anended, and aropropriate tho £ollowing a.mounts

BE IT FfTRTHER RESOLPED tha.t the total amounts for each depart–
ment as shoorn in t"n_e of£icial budget shall serve as the appropriation for
each department and that any additioaal expcnditure above this desi�,�-nated
amount must £irst be nresented for aproroval to the City Council, by the City
Ma,nager, before sv.ch additional expenditure can be permitted.
