HomeMy Public PortalAbout2011-059 Resolution Approving Site Plan Review for Loram Maintenance of Way to Expand Parking LotMember Weir introduced the following resolution and moved its adoption: ;r CITY OF MEDINA RESOLUTION NO.2011-59 RESOLUTION APPROVING THE SITE PLAN REVIEW FOR LORAM MAINTENACE OF WAY, INC. TO EXPAND ITS EXISTING PARKING LOT AT 3900 ARROWHEAD DRIVE WHEREAS, the city of Medina (the "City") is a municipal corporation, organized and existing under the laws of Minnesota; and WHEREAS, Loram Maintenance of Way, Inc. (the "Applicant") has requested approval of a site plan review to expand its existing parking lot at 3900 Arrowhead Drive (the "Property"); and WHEREAS, the site plan review was reviewed by the Planning Commission on July 12, 2011 and the Planning Commission recommended approval, subject to certain terms and conditions; and WHEREAS, the City Council on July 19, 2011 reviewed the request for conformance with city ordinances, considered the recommendations of the Planning Commission and heard comments from the Applicant and other interested parties; and WHEREAS, the City Council finds the Applicant has successfully demonstrated they meet the criteria necessary to grant approval for a site plan review as described in Section 825.59 of the City Code. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina, Minnesota, that it should and hereby does approve the site plan review for Loram Maintenance of Way, Inc., subject to the following terms and conditions: 1) The Applicant shall comply with impervious surface regulations for the Property and shall landscape such gravel areas which are necessary to meet these regulations. Upon completion of the parking lot expansion, the Applicant will provide a survey or site plan of impervious surface coverage to confirm conformance. 2) Landscape islands will be planted with native shrubs or perennials. The trees originally proposed for the landscape islands will be planted in other landscaped areas of the property. 3) Applicant shall comply with changes requested by the City Engineer. Resolution No. 2011-59 July 19, 2011 4) The Applicant shall pay to the City a fee in an amount sufficient to reimburse the City for the cost of reviewing the site plan and reviewing and preparing related documents.
