Recomm endation: Approve Item s A through G per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the City Council Special Meeting of April 17, 2018; 2. Minutes of the City Council Regular Meeting of April 17, 2018; and 3. Minutes of the City Council Special Meeting of April 25, 2018. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to review the actions of Regular Planning Commission Meeting of April 10, 2018. Recommendation: Receive and file. C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to review the actions of Regular Transportation and Public Safety Commission Meeting of April 11, 2018. Recommendation: Receive and file. D. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to review the actions of Regular Parks and Recreation Commission Meeting of April 18, 2018. Recommendation: Receive and file. E. APPROVAL OF AGREEMENT FOR TREE MAINTENANCE SERVICES The City’s current contract for tree maintenance services will expire on June 30, 2018. To ensure the City is receiving the best quality of service at a competitive rate, staff issued a Request for Proposal for Tree Maintenance Service for a three-year term. City Council Agenda May 1, 2018 Page 3 of 6 Recommendation: Approve a three-year Agreement for Tree Maintenance Services with West Coast Arborists, Inc. and authorize the City Manager to execute the Agreement. F. THIRD QUARTER FINANCIAL STATUS REPORT To keep the City Council updated on the status of the City’s financial activities, the Financial Status Reports are provided to the City Council on a quarterly basis. Recommendation: Receive and file the Third Quarter City Treasurer’s Report, Revenue and Expenditure Summary Reports and the Capital Improvement Financial Report. G. ADOPTION OF RESOLUTION NO. 18-5327 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No. 18-5327 authorizing the payment of bills. Recommendation: Adopt Resolution No. 18-5327. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINE SS – None 10. NEW BUSINESS A. CO-SPONSOR 2018 MOON FESTIVAL AND GOURMET FOOD FAIR WITH WORLD JOURNAL LA, LLC The City Council is requested to host and co-sponsor a 2018 Moon Festival and Gourmet Food Fair with World Journal LA, LLC on Saturday, September 22, through Sunday, September 23, 2018. Presentation: City Manager Recommendation: 1. Approve hosting and co-sponsorship of a 2018 Moon Festival & Gourmet Food Fair (Festival) with World Journal LA, LLC (World Journal) on Saturday, September 22, through Sunday, September 23, 2018; 2. Approve the temporary parking ban and street closure on Las Tunas Drive between Kauffman Avenue and Golden West Avenue from 6:00 a.m. on City Council Agenda May 1, 2018 Page 4 of 6 September 22, 2018 through 11:59 p.m. on September 23, 2018; 3. Approve consumption of alcohol in Temple City Park, pursuant to Section 4-4-0 of the Temple City Municipal Code (TCMC); 4. Waive all fees and deposits for use of Temple City Park and the Performing Arts Pavilion; 5. Waive all fees and authorize City staff to hang a street banner on Las Tunas Drive from August 27 to September 24, 2018; 6. Approve the use of the City Seal and City Logo for advertising and promotional materials; and 7. Grant World Journal LA, LLC a special event permit with the conditions and responsibilities states in the staff report and authorize the City Manager to place additional conditions if necessary. B. ENERGY EFFICIENT LIGHT EMITTING DIODE (LED) FIXTURE REPLACEMENT AGREEMENT WITH SOUTHERN CALIFORNIA EDISON, LS- 1 OPTION E Staff is recommending that Temple City go forward with this program due to energy efficiency and increased service life of LED fixtures, and the resulting cost savings. Presentation: Community Development Director Recommendation: Direct staff to bring back for City Council approval, an agreement with Southern California Edison to convert existing High Pressure Sodium streetlight fixtures to Light Emitting Diode fixtures and to provide additional direction as appropriate regarding the replacement fixtures. 11.
