provided the invocation in Arabic.

B. OLDER AMERICAN PROCLAMATION
Carole Rodenbucher, 2018 Older American of the Year, received the
proclamation.
Roman Rodriguez, Parks and Recreation Coordinator, announced upcoming
senior programs for the month of May.

Jing Li, Temple City Library Manager, announced upcoming library programs in
May.

resident, invited everyone to the National Day of Prayer on
Thursday,
May 3 in
the
Temple City Park,
Dawn Tarin, Camellia Festival Director, thanked City Council for sponsoring the
Camellia Festival and shared that they were able to donate $10,500 to local youth
organizations in the community. She also presented a $500 donation check to the
City's Gerald M. Fitzgerald Camellia Trust Fund,

E. APPROVAL OF AGREEMENT FOR TREE MAINTENANCE SERVICES
The City's current contract for tree maintenance services will expire on June 303
2018. To ensure the City is receiving the best quality of service at a competitive
rate, staff issued a Request for Proposal for Tree Maintenance Service for a
three-year term.
Action: Approved a three-year Agreement for Tree
Maintenance Services with West Coast
Arborists, Inc. and authorized the City Manager
to execute the Agreement.
F. THIRD QUARTER FINANCIAL STATUS REPORT
To keep the City Council updated on the status of the City's financial activities,
the Financial Status Reports are provided to the City Council on a quarterly
basis.
Action: Received and filed the Third Quarter City
Treasurer's Report, Revenue and Expenditure
Summary Reports and the Capital
Improvement Financial Report.
G. ADOPTION OF RESOLUTION NO. 18-5327 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2017-18
The City Council is requested to adopt Resolution No. 18-5327 authorizing the
payment of bills.
Action: Adopted Resolution No. 18-5327.

A. CO-SPONSOR 2018 MOON FESTIVAL AND GOURMET FOOD FAIR WITH
WORLD JOURNAL LA, LLC

The City Council is requested to host and co-sponsor a 2018 Moon Festival and
Gourmet Food Fair with World Journal LA, LLC on Saturday, September 22,
through Sunday, September 23, 2018,
City Manager Cook gave a brief summary of the staff report.
Mr. Lin, World Journal LA, LLC, gave a brief introduction of the scheduled
festival events.
City Council asked questions regarding the proposed festival and fair.
Mayor Man opened public comment
Peter Choi, Temple City Chamber of Commerce President/CEO, spoke in favor
of the city co -sponsoring the moon festival with World Journal, LLC.
Jerry Jambazian, Temple City business owner, spoke in favor of the city co-
sponsoring the moon festival but would like World Journal LA, LLC to pay for
public safety at the festival.
Dawn Tarin, Camellia Festival, spoke in favor of the city co -sponsoring the
moon festival with World Journal, LLC and offered some helpful tips for a
successful event.
City Council made comments regarding the proposed festival and fair.
With no further request to speak, Mayor Man closed public comment.
Mayor Pro Tem Fish made a motion to:
1. Approve hosting and
2. Approve the temporary
co-sponsorship of a
2018 Moon
Festival &Gourmet
Food Fair (Festival)
with World Journal
LA, LLC
(World Journal) on
Saturday,
September
22, through Sunday,
September
23, 2018;
parking ban and street closure on Las Tunas Drive
between Kauffman Avenue and Golden West Avenue from 6:00 a.m. on
September 22, 2018 through 11:59 p.m. on September 23, 2018;
3. Approve consumption of alcohol in Temple City Park, pursuant to Section
4-4-0 of the Temple City Municipal Code (TCMC);
4. Waive all fees and deposits for use of Temple City Park and the Performing
Arts Pavilion;
5. Waive all fees and authorize City staff to hang a street banner on Las Tunas
Drive from August 27 to September 24, 2018;

6. Approve the use of the City Seal and City Logo for advertising and
promotional materials; and
7. Grant or Journal LA, LLC a special event permit with the conditions and
responsibilities states in the staff report and authorize the City Manager to
place additional conditions if necessary.
Seconded by Councilmember Sternquist and carried by the following votes:

B. ENERGY EFFICIENT LIGHT EMITTING DIODE (LED) FIXTURE
REPLACEMENT AGREEMENT WITH SOUTHERN CALIFORNIA EDISON, LS -
1 OPTION E
Staff is recommending that Temple City go forward with this program due to
energy efficiency and increased service life of LED fixtures, and the resulting
cost savings.
Community Development Management Analyst Ashley Avery gave a brief
summary of the staff report.
Community Development Director Forbes answered City Council questions
regarding street lights owned by the City.
City Council asked questions regarding the light fixture replacement plan.
Mayor Man opened public comment. Hearing no request to speak, Mayor Man
closed public comment.
City Council made comments regarding the light fixture replacement plan.
Councilmember Chavez directed staff to bring back for City Council approval, an
agreement with Southern California Edison to convert existing High Pressure
Sodium streetlight fixtures to Light Emitting Diode fixtures and to provide
additional direction as appropriate regarding the replacement fixtures. Seconded
by Councilmember Yu and carried by the following votes:

12. UPDATE FROM CITY MANAGER
Congratulated the Community Development Department for receiving an award
from Los Angeles Chapter of the American Planning Association for the best
General Plan in small jurisdiction, commented on the newly installed street signs,
and that connect magazine is now available on-line.
13. UPDATE FROM CITY ATTORNEY
Shared that he will be attending the League of California Cities Attorney conference
coming up.

Mayor Man established the City Commissioner Recruitment Ad Hoc Committee and
appointed Councilmember Chavez and Councilmember Yu to the committee.

A. COUNCILMEMBER STERNQUIST
Shared that the City has fundraised over $100,000 for the art component of the
new children's library, commented on the information provided by the City
Attorney regarding homelessness, announced that the Mosquito and Vector
Control is offering free mosquito fish and reminded the public to be mindful of
standing water. She also commented on the retirement of Parks and Recreation
Coordinator Debbie Ingram and the successful volunteer luncheon.
B. COUNCILMEMBER CHAVEZ
Shared that the California Joint Power Insurance Association Executive
Committee will be discussing homelessness at their upcoming conference.
Congratulated Temple City High School Drum Line for their performance at the
Dayton Ohio Finals. He also congratulated the Temple City High School
Brighter Side singers on a successful annual extravaganza.
C. COUNCIL
MEMBER YU
Congratulated Carole Rodenbucher for being the City's 2018 Older American of
the Year.
D. MAYOR PRO TEM FISH
Congratulated Carole Rodenbucher for being the City's 2018 Older American of
the Year and the Camellia Festival for another successful year.
E. MAYOR MAN
Commented on the recent neighborhood watch meeting, St. Lukes Festival,
Youth Committee meeting, and Mayor's social media initiative.

Jerry Jambazian, Temple City business owner, clarified that he would like to see
money that would be spent on public safety at the Moon Festival used to increase
public safety for the city.
Dawn Tarin, Camellia Festival Director, commented about streetlight flags with
City logo in the city.
Lucy Liou, Temple City resident, spoke in favor of updating the City's streetlight
fixture.
