500.4: Emergency Management Executive
Policy Group
Objective:
Provide an advisory committee composed of the executive level and senior
staff members for coordination and development of operational policy and
guidance for the Emergency Management Program.
Authority:
This policy amended by City Council February 20, 2023, Item A-1.
Direction:
Emergency Manager, as an appointed employee, serves at the pleasure of
the Mayor and receives direction through the Mayor, Chief Administrative
Officer, Fire Chief and the Emergency Management Executive Policy
Group.
Functions:
1. The Emergency Manager will coordinate, plan, or recommend
convening the Emergency Management Executive Policy Group with
the Fire Chief and/or Chief Administrative Officer.
2. The Executive Policy Group is comprised of the following:
a. Mayor (or designee)

b. Chief Administrative Officer (or designee)
c. Deputy Chief Administrative Officer (or designee)
d. Fire Chief (or designee)
e. Police Chief (or designee)
f. Public Works Director (or designee)
g. Transportation Director (or designee)
h. Economic Development Director (or designee)
i. City Attorney (or designee)
j. Chief Financial Officer (or designee)
k. Chief of Staff (or designee)
l. Deputy Chief of Staff (or designee)
m. Emergency Manager (or designee)
n. Other Senior Staff as required
3. The Executive Policy Group will meet annually, by or before June 15,
for an Executive Tabletop Exercise or to revise and provide input to
the Emergency Management program.
4. During a state of emergency event, the Executive Policy Group will
convene to coordinate and direct overall preparedness, response,
recovery, and mitigation actions of City Personnel.
