HomeMy Public PortalAbout500.5 - Fire Department - Office of Emergency Management - Emergency Management Team-Organization and PolicyOrlando Fire Department Office of Emergency Management Section 500.5 Policies and Procedures Manual Page 1 500.5: Emergency Management Team – Organization and Policy Objective: Provide an advisory committee for coordination and development of operational policy and guidance for the Emergency Management Program. Authority: This policy amended by City Council February 20, 2023, Item A-1. Direction: Emergency Manager, as an appointed employee, serves at the pleasure of the Mayor and receive direction through the Mayor, Chief Administrative Officer, Fire Chief and the Emergency Management Executive Policy Group. Functions: 1. The Emergency Management Team is comprised of the following: a. Executive Policy Group: See City Policy and Procedures Section 500.4. b. Senior Official Group: Designated representative that augments the Executive Policy Group as required. Emergency Coordination Officer: A designated representative from each department who serves as the lead for emergency management coordination. d. Emergency Support Functions: The designated emergency support function personnel will facilitate coordination of disaster response and recovery activities. i. ESF-11 Food & Water — OBFS – Procurement xii. ESF-14 Public Information — EXO – OCNR xiii. ESF-15 Volunteer & Donations — EXO – OCA xiv. ESF-16 Law Enforcement — OPD xv. ESF-18 Business & Industry — Economic Development xvi. ESF-20 Facilities — OBFS – Facilities xviii. ESF-21 Fleet — OBFS – Fleet e. Disaster Response Partners: NGO’s Faith based, private organizations, other governmental agencies, and community groups engaged in any of the phases of emergency management. i. ESF-06 Mass Care — American Red Cross ii. ESF-12 Utilities — Orlando Utilities Commission iii. ESF-13 Military Support — Florida National Guard iv. ESF-17 Animal Services — Orange County Animal Services 2. The Emergency Management Team roster will be updated every year on the Continuity of Government form. 3. Designated Emergency Management Team will attend at a minimum an annual emergency management specific training and a tabletop exercise. 4. During a state of emergency event, the Executive Policy Group, Senior Official Group, Emergency Coordination Officer, Emergency Management Team, and Disaster Response Partners will convene to coordinate and direct overall preparedness, response, recovery, and mitigation actions.
