WREREA.S, it is deemed a neeessity for the City of 7,yn,wood to have
a budget as a guide to £iscal policies of obtaining revenues and eapending reveixues
for public services, ancl -

WHEREAS, the budget will act as a guide in determining the amount
oP appropriation to be made,available for each public serviee function, and
W�REAS, the bvdget givea the datailed ana.lysis of both revem�.e
xeceipts and classification o£ eapenditurea;
TSEREFORE. be it resolved that the City Conncil adopt the 19�9
