Carter Mr. Ben Herr The minutes of the meetings held on December llth,1954 and special meeting held on January 3,1955 were read, and upon motion, unanimously ratified and approved. The following Bank Balances as of December 31,1954 were reported: General Account $13,186.92 Water Account 3,276.$0 "$3600.00 having been paid to the First National Bank of Delray Beach, Florida for the purchase of Series "J" Bonds. Depreciation Fund 2,56$.04 Town Clerk Bauer reported he estimated 90% of real estate taxes had been paid. The Commissioners unanimously approved payments made by General Fund Checks numbered 1783 to 1806 inclusive and Water Department checks numbered 20 to 22 inclusive. A form of letter to be mailed to all Voters and Taxpayers to which would be attached a statement of revenue and expense for the period ending September 30,1954 was read and approved. Town Clerk Bauer was instructed to have such letter and statement mimeographed and then mailed. A discussion was held relative to certain Charter Changes, which were unanimously approved. It was agreed that these changes should include authorization of a maximum millige rate of 15 mills in place of 10 mills as at present. Mayor Lindsay reported purchase of $5000.00 face value of United States Savings Bonds Series "J" at cost of $3600.00 for account of the Water Department. The Commission discussed with General Carter the question of Groynes and Bulk Head Lines. He was asked if he would cooperate with us in setting a date for a meeting of Ocean Front Property Owners which will be agreeable to the Gulf Stream Golf Club and Mr. James N. Wallace. To the Voters and Taxpayers of the Town of Gulf Stream: In accordance with our custom of many years we enclose summary statement of Receipts and Expensce of the Town of Gulf Stream for the period from October 1, 1953 to September 30, 1954. These figures are taken from the audit report of Hines and Himes, certified public accountants who have for a number of years re- gularly made complete audits of the Towns accounts. These audit reports are available at the Totim Hall for inspection by any in- terested voter or taxpayer. We are glad to report that a successful Polo Season is expected and it is hoped that some plan will be evolved for 'the continued use in the future of the fields for polo. During the past year the question of Beach Protection of some of our ,dater Front Properties became quite acute. The Town is having a survey made of the whole ocean front. lllhen this is completed we plan to call a meeting of the owners of ocean front properties so that the Town may be advised of what these property owners desire and draw up suitable ordinances to cover the whole matter so all will know just what can be done in the future in the way of Ocean front Protection.
