WHEREAS, It appears that the procedures set forth in the zoning code relating to zoning have in all matters been complied with. Rezoning from RA-2 to C-0: i • Land Uses: C-0 Office zoning would pennit a day care center as well as the following uses -- residences on the second floor or above in a non-residential building, neighborhood center or community activity building,a philanthropic or religious club or organization (on 5 acres or more), mmIseum, art gallery, concert hall, art gallery, clinics, substance abuse treatment centers, hospitals, public recreational facility, indoor amusement center,church,dance or art or music school, bed and breakfast, professional or business office, off-site or commercial parking facility, ATM, financial institution, and broadcasting station. C-0 prohibits residential uses except in non-residential buildings on the second floor or above. Several conditional uses are also allowed. C-0 allows a 1.0 floor area ratio.Assuming that at some point in the future 40%of the site would be covered with single story buildings,approximately 110,000 sq. fl.offloorspnce could be built on the properly. In C•O,the minimum building setbacks are 25 feet in the front; 10 feet on the side;and 20 feet in the rear. The maximum building height is 45 feet. • AccesslTraffle: In 2002, the Average Daily Traffic on Ellis Boulevard west of Lorenzo Greene was 22,764 and cast of Tanner Bridge it was 9,732. In this vicinity, Ellis Boulevard is a 3-Inne Arterial Street with a striped center lane for loft-lums.This allows limn traffic to continue along outer lanes without stopping for turning vehicles. An existing 40' wide driveway provides access to the subject site. 'Phis driveway is wide enough to provide two exit Imes and one entrance lane. Some additional Traffic, particularly during weekdays in the morning before work and in the afternoon after work, can be expected from patrons of the day care center.This should not present a problem with the availability or the center left-turn lane on Ellis Blvd, and the wide access • driveway. The development of the site with apartments(as allowed under current RA-2 zoning) would generate about 6 trips/unit and development with offices(as allowed under proposed C-0 zoning) would generate about I I trips/1,000 sq, Il, of floor area. However, the proposed day care caner would generate substantially less traffic than either aparinnents or offices. • Public Facilities and Services: All public services and utilities are currently in place to serve the Proposed development. No major impacts on community facilities are expected from file change in use to a day care center, the expansion of on-site parking or the addition of recreation areas. Sluff Recommendations A.
