AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI,AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE A GRANT AGREEMENT WITH COLE COUNTY SPECIAL
SERVICES FOR TRANSPORTATION FOR THE DEVELOPMENTALLY DISABLED.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1.The Mayor and Clerk are hereby authorized and directed to execute a grant
agreement with Cole County Special Services for transportation services for the
developmentally disabled.
Section 2. This agreement shall be substantially the same in form and content as
that agreement attached hereto as Exhibit A.
Section 3. This Ordinance shall be In full force and effect from and after the date
of its passage and approval. _

• GRANTAGREEMENT
• THIS AGREEMENT, made and entered into this day of 2006, by and
between Cole County Special Services (hereinafter referred to as "CCSS"), and the City of Jefferson,
Missouri, a municipal corporation of the State of Missouri (hereinafter referred to as the "City").
WITNESSETH:
WHEREAS, the City of Jefferson's Handiwhcel Service (hereinafter "Handiwhcel") has requested from
CCSS funds to operate in connection with its purpose and function of providing services and bcnctitting
citizens who are disabled.
NOW,THEREFORE,in consideration ofthe premises and of the mutual covenants and premises contained
herein, it is agreed between the parties as follows:
I. Services To Be Performed.
Handiwhcel shall provide transportation which will benefit citizens who are developmentally disabled.
2. Description of Payment.
In consideration of Handiwheel's performance,CCSS grants to the City the sum of Thirty Thousand
Dollars($30,000.00).
3. Method of Pa meni.
Two Thousand Five Hundred Dollars ($2,500,00) will be issued to the City for each of twelve(12)
months beginning July I, 2006, through June 30, 2007,
The City agrees to and understands that these funds are intended to help maintain the present level of
service offered by Handiwhcel and are not intended to replace existing city funds.
4. Monitorink
The City agrees to permit CCSS to monitor the services covered by this Agreement allowing CCSS
to inspect public records, interview personnel and review expenditures and records.
5. Discrimination,
The City agrees that it has adopted policies and practices to ensure that it will not discriminate either
in employment or in the provision of services in violation of any applicable federal, state, county or
municipal statutes or ordinances.
6, Termination,
• This contract may be terminated by either party by giving thirty(30) days written notice.

7. ' Liabiilty.
The parties mutually agree to the following:
•
(a) The City shall defend,indemnify and hold the CCSS Board harmless from and against
all claims, losses and liabilities arising out of personal injuries, including death and
damage to property which are caused by the City arising out of or in any way
connected with this contract.
(b) CCSS shall defend,indemnify and hold the City harmless from and against all claims,
losses, and liabilities arising out of personal injuries, including death and damage to
property which are caused by CCSS arising out of or in any way connected with this
contract.
8. Renewal.
By consent of the parties,this agreement may be extended for four(4)additional one(1)year periods.
9. Notices.
All notices required or permitted hereunder and required to be in writing may be given by first class
mail addressed to the City,c/o CityClcrk and c/o DirectorofTransportation,320 East McCarty Street,
Jefferson City, Missouri , 65101; and the Cole County Special Services Board, 1908 Boggs Creek
Road, Jefferson City, Missouri, 65,101""-5580.

AMENDMENT TO GRANT AGREEMENT
WHEREAS,the City ofiefferson,Missouri,a municipal corporation,hereinafterdesignated"City,"entered
into an Agreement with Cole County Special Services hereinafter referred tons"CCSS,"on March 22,2006;
WHEREAS,the Agreement was for a grant of CCSS funds to operate in connection with its purposed and
function of providing services and bcnefitting citizens who are disabled; and
WHEREAS,both parties wish to extend the agreement for the first year of four additional one year renewal
periods as stipulated in Item 8 of the agreement dated March 22, 2006.
NOW,THEREFORE,be it agreed by the parties that the agreement is hereby renewed for the first year of
four additional one year periods to end Juno 30, 2008.

2006 BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY APPROPRIATING
ADDITIONAL FUNDS WITHIN THE GENERAL FUND.
