Pursuant to due call and notice thereof, a regular meeting of the Council of the City of
Medina, Minnesota, was duly held in the City Council chambers in the municipal building in said
City, on Tuesday, September 6, 2011, commencing at 7:00 o'clock P.M.
The following members were present: Crosby, Martinson, Pederson, Siitari and Weir.
and the following were absent: None.

Councilmember Weir introduced the following written Resolution 2011-80, attached hereto,
and moved its adoption, the reading of which was dispensed with by unanimous consent. The
motion for the adoption of the resolution was duly seconded by Councilmember Pederson, and
upon vote being taken thereon, the following Councilmembers voted AYE:
Crosby, Martinson, Pederson, Siitari, Weir
and the following voted NAY:
None

RESOLUTION NO. 2011-80
RESOLUTION CALLING PUBLIC HEARING ON THE INTENTION TO ISSUE
GENERAL OBLIGATION CAPITAL IMPROVEMENT PLAN BONDS AND
THE PROPOSAL TO ADOPT A CAPITAL IMPROVEMENT PLAN THEREFOR
BE IT RESOLVED By the City Council of the City of Medina, Hennepin County,
Minnesota (the "City"), as follows:
1. Pursuant to Minnesota Statutes, Section 475.521, as amended (the "Act"), the City
may issue general obligation bonds to finance capital expenditures under a five-year capital
improvement plan (the "Plan") without an election provided that, among other things, prior to
issuing the bonds the City holds a public hearing regarding adoption of the Plan and the issuance of
bonds thereunder.
2. The City has caused to be prepared its "2012-2016 Five -Year Capital Improvement
Plan for the City of Medina" pursuant to the Act.
3. The City Council will hold a public hearing to consider adopting the Plan and
issuing bonds thereunder to finance certain capital improvements.
4. The City Council hereby calls for a public hearing on its intent to adopt the Plan and
to issue bonds thereunder, the public hearing to be held on the date and time set forth in Exhibit A
attached hereto. The City Administrator -Clerk is hereby directed to cause the notice of public
hearing to be published at least 14 but not more than 28 days before the date of the public hearing
in the official newspaper of the City or a newspaper of general circulation in the City.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the City Council of the City of Medina, Minnesota (the
"City") will meet on Tuesday, October 4, 2011, at or after 7:00 PM in the council chambers at city
hall, 2052 County Road 24, Medina, MN 55340, to hold a public hearing concerning (1) the
adoption of a five-year capital improvement plan for the City prepared in compliance with
Minnesota Statutes, Section 475.521 (the "Plan"); and (2) the issuance of general obligation bonds
(the "Bonds") to acquire or construct a public works facility. The maximum principal amount of
the Bonds to be issued under the Plan is $6,500,000.
All persons interested may appear and be heard at the time and place set forth above.
If a petition requesting a vote on the issuance of the Bonds, signed by voters equal to five
percent of the votes cast in the City in the last general election, is filed with the City Administrator -
Clerk within 30 days after the public hearing, the City may issue the Bonds only after obtaining
approval of a majority of voters voting on the question at an election.
A copy of the Plan is available for inspection in the City Administrator -Clerk's Office, City
Hall, 2052 County Road 24, Medina, MN 55340. Question or comments may be directed to the
City Administrator -Clerk's office at 763-473-4643.
All interested persons may appear and be hard at the public hearing either orally or in
writing, or may file written comments with the City Administrator -Clerk before the hearing.
