CALL TO ORDER AND ROLL CALL
Mayor Aymon called the special meeting of the McCall City Council to order at 9:00 a.m.
Mayor Aymon, Council Member Giles, Council Member Nielsen, and Council Member
Sowers, all answered roll call. Council Member Holmes was absent.
City staff members present were Anette Spickard, City Manager; BessieJo Wagner, City Clerk;
Kurt Wolf, Parks and Recreation Director; Delta James, Economic Development Planner; Nathan
Stewart, Public Works Director Traci Malvich Linda Stokes Meg Lojek
Library Board of Trustees members present were Jacki Rubin, Lynn Lewinski, Lola Elliot, Ed
Hershberger, and John Milliner
Library Building Committee members present were Linda Burns, Dean Martens, Bill Thomas,
Heather Haynes
Also present were Jim McNall, ICRMP; Nancy Randolph; Sherrill Livingston; and Amy Rush,
Fund Raiser Consultant
PUBLIC COMMENT
Mayor Aymon called for public comment at 9:02 am, hearing none the public comment period
was closed
WORK SESSION—JOINT WITH LIBRARY BOARD OF TRUSTEES
Idaho Library Law - Presentation by Jim McNall, ICRIMP
Jim McNall from ICRMP conducted a joint Work Session with City Council and the Library Board
of Trustees which included discussion of Idaho Library Laws as applied to municipal libraries.
Requirements and best practices discussed, with question and answers fielded by Jim McNall.

Funding Options for the Library Expansion Project
Linda Stokes, City Treasurer, presented an outline of several options in draft form for the Council
and Library Board to consider ways to fund the new library expansion. Questions and answers
fielded by Linda Stokes.
The Library Board of Trustees adjourned and left the meeting at 11:45 am

City Clerk BessieJo Wagner administered the Oath of Office for City Manager, Anette Spickard.

WORK SESSION I
Communications Manager Erin Greaves explained the many different ways the Council could
communicate with their constituency.
City Clerk BessieJo Wagner introduced the governance manual to the Council and how it is a
resource for them. She also discussed the agenda and how it was organized for the Council
including ways the Council could add to the agenda. Clerk Wagner explained the function of an
agenda bill and the recommended action worded for a possible motion.
Communications Manager Erin Greaves covered effective Council communication with City Staff
and the Media.
ADJOURNMENT I
Without further business, Mayor Aymon adjourned the meeting at 5:00 p.m.
