WHEREAS, Larry L. Lewis and Judy M. Lewis, owners of the real estate hereinafter described, having submitted to the City Council a plat of said real estate, being located in Jefferson City, Cole County, Missouri, and more particularly described as follows: Part of the East Half of the Northwest Quarter of Section 14, Township 44 North, Range 12 West in the City of Jefferson, Cole County, Missouri, more particularly described as follows: BEGINNING at the southwest comer of the East Half of the Northwest Quarter of the aforesaid Section 14; thence N05 021'14"W, along the Quarter Quarter Section Line 2716.12 feet to a point intersecting the southerly line of the EDGEWOOD DRIVE right-of-way as described by deed of record in Book 370, page 789, Cole County Recorder's Office; thence N86 034'36"E, along said EDGEWOOD DRIVE right-of-way line, 229.67 feet; thence S66°04'16"E, along said EDGEWOOD DRIVE right-of-way line, 29.62 feet to a point Intersecting the westerly line of the WEST STADIUM BOULEVARD right-of-way as per deed of record in Book 263, page 567, Cole County Recorder's Office; • thence along said WEST STADIUM BOULEVARD right-of-way line, the following courses: Southerly on a curve to the left, having a radius of 1115.31 feet, an arc distance of 451.34 feet, (the chord of said curve being S40 016'20"E, 448.26 feet); thence Southerly, on a curve to the right, having a radius of 1569.08 feet, an arc distance of 289.91 feet, (the chord of said curve being S46°34'20"E, 289.50 feet); thence S41°16'45"E, 207.45 feet; thence Southerly, on a curve to the left, having a radius of 2342.00 feet, an arc distance of 799.64 feet, (the chord of said curve being S51 003'38"E, 795.76 feet) to a point Intersecting the east line of the East Half of the Northwest Quarter of the aforesaid Section 14; thence leaving the westerly line of the aforesaid West Stadium Boulevard right- of-way, S5 018'25"E, along the Quarter Section Line, 1438.25 feet to the southeast corner of the East Half of the Northwest Quarter of said Section 14; thence S86 050'26"W, along the Quarter Section Line, 1393.86 feet to the POINT OF BEGINNING. Containing in all 68.08 acres. WHEREAS, It appearing that said plat has been fully and properly signed and accepted by the owner of said subdivision, known and referred to as the Plat of Schepker's Farm, that all taxes have been paid, and that in all respects the requirements of Chapter 445, RSMo, entitled "Plats" have been fully complied with by the owner of said subdivision, and that in all respects the requirements of the Planning and Zoning Commission of the City of Jefferson, Missouri, relating to plats and subdivisions have been compiled with. • 1 NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, • MISSOURI, AS FOLLOWS: SECTION 1. That the plat of Schepker's Farm, lying, being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat attached hereto and made a part of this ordinance, is hereby approved and accepted by the City Council of the City of Jefferson, Missouri. SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of Jefferson. SECTION 3. This proposed subdivision is located north of West Edgewood Drive and west of Stadium Boulevard. Application filed by L.L. Lewis Investments, LI-C(Central Missouri Professional Services, Consultant). Background On March 9, 2005, the Planning and Zoning Commission approved the preliminary plat of this subdivision, subject to the following conditions: 1. Recommendations of the Pngincering Division. 2. Submit restrictive covenants,architectural guidelines and signage plan/guidelines with final plat. 3. Modify street names to climfnatc apostrophe, continue Schepkcr Farm Blvd. Description of Proposed Final Plat 7.oning: The proposed subdivision comprises 87 lots on 68.08 acres of land as follows: Lot Numbers #of Lots Acreage Zoning Lots 1-57 57 37.30 rots 58-78 21 15.27 Lot 79 1 2.31 Lots 80-87 8 13.20 Streets: Access to the C-O lot and five of the C-2 lots will be from Stadium Boulevard. Access to the three • other C-2 lots will be from Creek Tmil Place,n commercial street off Creek Trail Drive located to the west in unincorporated Cole County. Access to the RD lots will be from Portabello Drive, Schepkers Boulevard,and Schepker Court,all new public residential streets to be maintained by the City.Access to the PUD lots will be from Schepkers Ridge,a new private residential street with a gated entrance.The Declaration of Covenants and Restrictions includes provisions for the establishment of a bomeowners association to maintain this street and entrance gate,A roundabout is proposed at the 4-way intersection ofPorlabello Drive and Schepkers Boulevard. Portabello Drive and Schepker Court will have a right-of--way width of 60 feet and a pavement width of 35 feet, Parking will be allowed on both sides. Schepkers Boulevard and Schepkers Ridge, which are proposed as divided streets with a center median, will have 70 feet of right-of-way and a pavement width of 22.5 feet on cash side of the median. Parking would be allowed on the outside of these median-divided streets.Creek Trail Place will have 50 feet of right-of-way and 28 feet of pavement.No parking will be allowed on this street.All new streets meet or exceed city design standards, Sidewalks: Sidewalks are shown along the west side of Stadium Boulevard,along one side of Porlabello Drive, Schepker Court and Creek Trail Place (undivided streets) and on both sides of Schepkers Boulevard and Schepkers Ridge(divided streets). Sidewalks meet or exceed city standards. Lot Sizes S Widths: The smallest lot is 8,952 sq. fl, and 74 feet wide(00). All lots exceed the ntiniatum dimensional and area requirements for the proposed zoning districts as set forth in the zoning code. Reserve Tracts: Four(4) Reserve Tracts are proposed. It appears that these are for the following purposes: Reserve A--stomlwater detention basin;Reserve B—additional Tight-of-way requirements anticipated at the intersection of Stadium and Edgewood; Reserve C-identification signage at the entrance to the subdivision; • and Reserve D—the private street of Schepkers Ridge.The intended purpose and the entity that will own and maintain these reserve tracts needs to be stated on the plat drawing. Staff Recommendation The proposed Final Plat closelyconfornts to theapproved PrelhninaryMat.Theconditionsofapproval forthe Preliminary Plat which have not been included with this submittal are addressed below. All items required by the Subdivision Code for Final Plats have been addressed. The installation of public improvements will be covered in the Development Agreement.The maintenance of the private street and gated entrance is addressed in the Declaration of Covenants and Restrictions. Staff would recommend approval of the final plat, subject to the following conditions: I. Revise the Final Plat as follows: a) Remove the apostrophe from all street names. b) Add Court at the end of Schepker Ridge. c) Change Lot 88 to 86. d) Add a statement describing the intended purpose,ownership and maintenance responsibility of each Reserve Tract. 2. Compliance with the recommendations and technical corrections of the Engineering Division. • • Jefferson City Planning & Zoning Commission Meeting Engineering Division Staff Report is Thursday, February 9, 2006, 5t15pnt Other New Business- Case No. P06007- Final Plat of Schepker's Farm Development West Edgewood Drive, Stadium Drive. COUP H1 F.NTS: The Engineering Division has done a technical review of the final plat as submitted by Central Missouri Professional Services, Inc. Almost all items concerning Engineering Division review in Section 33-8, of the Subdivision Code pertaining to final plat contents have been addressed on the latest submittal of the final plat. The following comments are regarding this review; Regarding infrastructure; Infrastructure plans have been approved and infrastructure is being constructed to serve the proposed lots, including streets, storm sewer and sanitary sewer service. Storm water detention is being considered at this time for the subdivision. Information regarding minimum lowest floor elevations, and storm water overflow on specific lots relating to either the creek area or the storm water system at low points in the street network will need to be added to the final plat. Other minor technical comments regarding casements, etc. will need to be revised for this submittal. Redline comments will follow shortly. Regarding traffic impact; West Edgewood Drive is classified as a minor arterial from Stadium Blvd. to Fairground Road, (From City of Jefferson List of Functional Roadway Classifications, April 12, 2000) The posted speed limit on West Edgewood Drive is 40 mph. Stadium Blvd. is classified as a minor arterial roadway from Missouri Blvd. (Business Route 50 West) to U.S. Route 54. (From City of Jefferson List of Functional Roadway Classifications, April 12, 2000) Drive entrances regarding the proposed commercial lots along Stadium Blvd, and West Edgewood Drive have previously been shown (on the preliminary plat) and comments • have been given back to the consultant in regard to the locations of these entrances. Ultimate approval of locations of these entrances will come with specific site plan approval for development upon these lots, and previous comments regarding these locations will need to be considered. The ADT for West Edgewood Drive cast of Wildwood Drive is 2514 vehicles per day eastbound and 2990 vehicles per day westbound. The ADT for Stadium Blvd. south of Edgewood Drive is 14454 vehicles per day. (From MoDOT's Jefferson City Traffic Count Summary, August 23, 2002). FD!GINPFRING STAFF POSITION: Support, with technical issues highlighted above to be addressed prior to consideration of the the final plat by the City Council. • •
