Mayor Lindsay addressed the meeting at its opening.
C.%. yrd, Town Attorney was called upon and he explained in quite
detail the actions nd views of the County Commissioners during his
years of Associatio with that Board. He explained what Law or Laws
had been passed to control the construction of Groynes in the County
for the Propection of All Ocean Front Property Owners and also sub-
mitted an album of Aerial Photographs showing the High and Low Water
Lines, erosions and fill back, these pictures taken at various times.
Mr. Byrd expressed his personal opinion, he being an Ocean Front
Property Owner in Delray Beach, that regardless of what action was
taken or voted by the County Commissioners or individual City of Town
or Ocean Front Property Owners, THAT FIRST and foremost a Supply of
Sand should be pumped to the Ocean Beach so that Natures Ocean
Currents will pass it along South to replace that Sand that has been
washed away by Hurricanes and Strong Currents.
Following discussion by C.Y.Byrd, Mayor Lindsay invited anyone
present to express his views.
Talbot T. Speer stated that in order to save his house he was forced
tp put in a Sea Wall and to build up his beach in front of his Sea
Wall; he had to put in groynes. He told of the pounding against his
Wall wherein vibration damaged his house and caused the undermining
of his swimming pool, which was costly damage. He also expressed his
feelings that the Town Commissioners should have more promptly
approved his application for installation of groynese

Earl M. Major stated he was sorry he lost his beach and while in
favor of permanent groynes suggested that semi permanent groynes
called permeable groynes be considered, He also suggested that the
Town subscribe"to a magazine named "Shore and Beach" which is pub-
lished monthly, containing all the lateet data on Beach Erosion
as furnished by U.S.Army Engineers and others.
Pierre L. Bailly told the meeting of the approximate loss of his
property in Gulf Stream due to erosion. He stated that as a
Mining Engineer he felt he had enough knowledge to recommend
groynes and cited his loss of beach on Miami Beach until groynes
were permittedq
Mr. Bailly appreciated the difficult and delicate position the
Commission were in and complimented them on their handling of the
matter.
Arthur H. Carter was in favor of groynes in view of the fact that
the 15 foot groynes installed at the Club had tremendously in-
creased their beach. He said he had daily records to show the Club
Beach had increased.
James N. Wallace stated he was a resident for over 30 years and
was opposed to building of groynes. He called attention to the fact
that his experience as a beach resident showed that beaches come and
go. He remarked that in his opinion too many people build too
close to the Water Line. He stated that when he had his home con-
structed he specified that it be well back from the Ocean, which
he has never regretted.
Neil Mac Millan attorney for John R. Sutton and also attorney for
the City of Delray Beach"said that he would.pass along the views of
themeeting to Mr. Sutton, and that unofficially as Attorney for the
City of Delray Beach, he opposed any groynes constructed that might
ruin the one mile of Public Beach in Delray.
James F. Riley suggested that we proceed as follows:
(1) That we request the Board of County Commissioners to immediately
survey, monument and plat, a uniform bulkhead and seawall line in
the South Palm Beach County Erosion Prevention District, to estab-
lish the maximum distance from said bulkhead lines that groynes,
piling and other construction will be allowed to be constructed
and to limit such groynes, piling and other construction to a
maximum of 30 feet.
(2) That said Board immediately set up"proper procedure for the
issuance of seawall and groyne permits, and reject all such permits
for construction of groynes in excess of 30 feet from bulkhead
line.

(3) That the Board immediately call a meeting of the proper Municipal
Officials of the cities and towns lying within said Beach Erosion
District area, to fix plans, to fix regulations and set up a budget
so that a proper millage can be levied within the district to take
care of the expense of establishing said bulkhead line and enforce-
ment of regulations for issuing permits.
(4) That said Board have its engineers prepare an estimate of amount
of sand available on South Portion of Lake worth which can be pumped
on the Ocean and determine if the South Lake Worth Inlet District
Commissioners will cooperate with the South Palm Beach County Erosion
Prevention District in having said sand pumped from Lake Worth to the
Ocean Beach south of the Inlet and that all pertinent information and
data be gathered in connection with said pumping operation and that
all facts and figures be presented at the suggested meeting referred to
in paragraph 3.
(5) That a copy of this Resolution be sent to the Beard of County
Commissioners of Palm Beach County, and to the Mayors of each
Municipality lying within the South Palm Beach County Erosion Pre -
Vention District.
Mr. Lindsay stated the Commission would promptly hold a special
meeting and give careful consideration to the various suggestions
that had been made.

establishment of Uniform Bulkhead and deawall Line and limit-
ing the Construction of Groynes.
The Town Commission will take this matter up for final
action at their regular meeting to be held at 10 a.m. on March
12th.
