WHEREAS, Braun & Rackers, LLC, Gary W. Braun and Chad M. Rackers, Members, owners of the real estate hereinafter described, having submitted to the City Council a plat of said real estate, being located in Jefferson City, Cole County, Missouri, and more particularly described as follows: All of LOTS 14 AND 15, in Block Number 23, of RENNS ADDITION to the City of Jefferson, County of Cole, Missouri, as recorded in Plat Book 2, page 5, Cole County Recorder's Office. WHEREAS, it appearing that said plat has been fully and properly signed and accepted by the owner of said subdivision, known and referred to as the Subdivision Replat of Lots 14 and 15, Block 23, Renns Addition, that all taxes have been paid, and that In all respects the requirements of Chapter 445, RSMo, entitled "Plats" have been fully compiled with by the owner of said subdivision, and that in all respects the requirements of the Planning and Zoning Commission of the City of Jefferson, Missouri, relating to plats and subdivisions have been complied with. • NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: SECTION 1. That the Subdivision Replat of Lots 14 and 15, Block 23, Renns Addition, lying, being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat attached hereto and made a part of this ordinance, is hereby approved and accepted by the City Council of the City of Jefferson, Missouri. SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of Jefferson. SECTION 3. This ordinance shall be in full force and effect from and after the date of its passage and approval. Application filed by Chad Rockers. (Central Missouri Professional Services, Consultant). Background This undeveloped property contains 22,152 sq. fl, of land area which is presently platted as two lots. Only Lot 14, the eastern most lot, has frontage on the improved portion of Lake Street. Lot 15 has frontage on platted right-of--way but the street has not been extended west due to the presence of a major drainage way. 'file owner wishes to re-subdivide the parcel to create two building lots radiating off a proposed cul-de-sac at the end of Lake Street.The 2-lot replat and surrounding area is zoned RS-4 Single-family Residential. Description of Proposed Pint Lot Size: The proposed 2 lots contain 9,456 and 11,674 sq. fl. of land area respectively. RS-4 zoning requires at least 6,000 sq. fl. so the proposed lots exceed mininuun size requirements. Lot Width: The proposed lots are 51 and 69 feet wide at the front building setback line. RS-4 requires at least 50 feet at ilia building line so the proposed lots exceed minimum width requirements, Street Frontage:The lots have frontage on Lake Street of 53 and 87 feet respectively which exceeds the minimum requirement of 35 feet. Lake Street is a paved asphalt street with concrete curbs and gutters, • Cul-de-Sac Design:The proposed cul-de-sac has a righl-of-way radius of 35 feel and a pavement radius of 25 feet. This is less than the 50 foot standard for a right-of-way radius and for Ilia pavement radius of 40 feet. I lowever, Lake Street has a right-of--way width of only 40 fact instead of the standard 50 feet and dead-ends with no turnaround. Due to the physical restrictions of the location of the existing concrete curb and a drainage flume with an abrupt drop-off towards the drainage way, it is not practical to meet the usual design standards. However,there is adequate room to install two 12' driveways in the bulb of the cul-de- sac and vehicles will be able to turnaround more easily at the end of the street than they can today. Sidewalks: A 5' sidewalk is proposed at ilia curb in front of the proposed lots. The sidewalk needs to be relocated to show a 3' greenway between the sidewalk and curb.The sidewalk could also be reduced to 4' in width.There arc no existing sidewalks on either side of Lake Street or on Grant Street. Drainage: Lot and street drainage is provided by curb and gutter. A flume at the end of Lake Street discharges slornnvater into the drainage way. The area is not within the 100-year floodplain. Utilities: A 10' sanitary sewer casement is located over a potion of Lot 14-A but it does not lie within the building site. Service lines can be extended to the two new dwellings from existing sanitary sewer, water, natural gas, electric and telephone lines located in the vicinity. Other: A fire hydrant is located near the intersection of Grant Street and McCarty Street approx. 400 feet southeast of Ilia site. A street light exists on a power pole at the end of Lake Street on ilia south side. Staff Recommendation Approve the plat,subject to the following conditions: • 1, Revise the plat to show a 3 foot greenway between the sidewalk and curb. 2. Compliance with the recommendations and technical corrections of the Engineering Division. Jefferson City Planning & Zoning Commission Meeting Engineering Division Staff Report • Thursday, February 9, 2006, 5:15pm Other New Business- Case No. P06009 - Replat of Lots 14 and 15, Block 23, Renn's Addition, Lake Street. COMMENTS: The Engineering Division has done a technical review of the final plat as submitted by Central Missouri Professional Services, Inc. Almost all items concerning Engineering Division review in Section 33-8. of the Subdivision Code pertaining to final plat contents have been addressed on the latest submittal of the final plat. The following comments are regarding this review; Regarding infrastructure; Infrastructure plans will be needed to approve the street modification (addition of the turnaround) and the addition of sidewalk to the frontage of the two (2) new proposed lots. The City plans to overlay Lake Street in the next upcoming overlay project. Coordination of the improvements at the end of the street will be needed so that one top lift of asphalt can be placed, after construction of the turnaround occurs. • Sidewalk will need to have a three (3) feet greenspace between the proposed curb and the walkway. This Is not shown on the proposed plat. Street lights and fire hydrants may need to be considered if not in the area to serve the new development. Stonn water detention is not being considered at this time for the subdivision; as it is in an already developed area, being redeveloped. Information regarding minimum lowest floor elevations, and storm water overflow on specific lots relating to either the creek area or the storm water system at low points In the street network will need to be added to the final plat. The area is in the floodplain area, so information will be provided from the latest storm water study by the City, so minimum floor elevations for future homes on these lot can be established. Other minor technical comments regarding casements, etc. will need to be revised for this submittal. Redlffic comments will follow shortly. Regarding traffic impact; With this development, a turnaround will be added to an existing street, which will • minimize traffic turning around in existing private drives already on Lake Street. ENGINEERING STAFF POSITION: Support, with technical issues highlighted above to be addressed prior to consideration of the the final plat by the City Council. •
