The minutes-of the meeting held on February 12th,1955 were read and
upon motion, unanimously ratified and approved.
The minutes of the special meeting held on February 15th,1955 were
read and upon motion, unanimously ratified and approved.
The minutes of the special meeting held on February 26th 1955 were
read and upon motion, unanimously ratified and approved? and the
following resolution was moved and unanimously approved:
WHEREAS, a public meeting of more than a• majority ofthe Ocean Bront
Property owners of the Town of Gulf Stream, Florida was held at the
Town Hall in said Town, on invitation of the Mayor and the Town
Commission; and,
WHEREAS, a full and complete discussion was had regarding the past
and future construction of seawalls, bulkheads and groynes within the
Town, and along the ocean from Boynton Inlet to the south limits of
Palm Beach County; and
WHEREAS, it was found to be expedient that immediate action be taken
at this tune to bring about the establishment of a uniform bulkhead
and seawall line, and to limit the length and type of construction of
groynes within said area.
NOW, THEREFORE, BE IT RESOLVED by the Town Commission of the Town of
Gulf Stream, Florida:
1. That the Board of County Commissioners of Palm Beach County,
Florida, acting as the South Palm Beach County Erosion Prevention
District; as authorized under Chapter 24,777, Special Laws of Florida
for 1947; be and it is hereby requested to immediately cause to be
surveyed, monumented and platted, a uniform bulkhead and seawall line
from the north limits of said Erosion District to the south limits of
said Erosion District, along the Atlantic Oceanshore line; to
establish the maximum distance from said bulkhead lines that groynes,
piling, or other construction, will'be allowed to be constructed
eastward, and to limit such groynes, piling and other construction
to a maximum of 30 feet,
2. That said Board immediately set up proper procedure for the
issuance of seawall and groyne permits, and reject all such permits
which provide for construction of groynes in excess of 30 feet from
bulkhead line; that said Board develop procedures under which uniform
permits can be issued under the supervision and regulations of said
Board.

3. That said Board immediately call a meeting of the proper
municipal officials of the cities and towns lying within said
Beach Erosion District area, to formulate plans to fix regula-
tions and set up a budget so that a proper millage can be levied
within the District, to take care of the expense of the establish-
ment of said uniform bulkhead line, and enforcement of regu-
lations for issuing of permits.
4. That said Board have its engineers prepare an estimate
of the amount of sand available in the south portion of Lake
Worth which sand can be pumped on to the shores of the Atlantic
Ocean south of the Boynton Inlet, an estimate of the cost of
pumping said sand, and determine also whether or not the South
Lake Worth Inlet District Commissioners will cooperate with
the South Palm Beach County Erosion Prevention District, in
having said sand pumped from Lake Worth on the Atlantic Ocean
shore line, south of the Inlet, and that all other pertinent
information and data be gathered in connection with said
pumping operation, and that the facts and figures be presented
at the suggested meeting provided for in paragraph 3.
5. That a copy of this Resolution be sent to the Board
of County Commissioners of Palm Beach County, and to the Mayors
of each of the municipalities lying within the South Palm Beach
County Erosion Prevention District.
The above and foregoing Resolution was unanimously adopted

members of the Town Commission of the Town of Gulf Stream, present at
its meeting held this day, in the Town of Gglf Stream, Florida.

It was reported that fines collected for reckless driving were as
follows: October 1,1954 to February 28th,1955 235.00
The Commissioners unanimously approved the expenditures on the General
Account by checks issued #1833 to #1860 inclusive and checks issued on
the Water Account #25 to 2$ inclusive.
It was unanimously approved that the Town of Gulf Stream pay the cost
of renewing the Notary Public Bond of Wm.J. Bauer for a four year
period eommencing April 10,1955 at a cost of $10.00.
a or L ndsay reported that he had notified Officer Cooper that he was
from duty and that he was to turn in his badge and Uniform
,4nD no longer act as a Police Officer of the Town. He further reported
y,hat he had told Cooper we would continue his Salary until May 31st in
order that he would have an opportunity to find other employment. The
Mayors action was approved by the Commissioners.

Following discussion it was unanimously voted that Police Officer
Roy Cowart contact Delray Chief of Police R. C. Croft with the
thought in mind that he might suggest a Delray Police Officer,
who on off hours, would patrol the Town of Gulf Stream at off hours
for an approximate 4 hour period of time suggested by Roy Cowart
and at a pay rate per hour similar to his City of Delray Beach wage.
The period of engagement to be from the date engaged to April 30th,
1955.
Mayor Lindsay brought to the attention of the Commissioners a
discussion he had with a representative of the State Road Depart-
ment in which the Representative remarked how Property Owners
abutting on State Road AlA had allowed their shrubberies to,
encroch on the right of way particularly at their entrances, thus
setting up potential hazards.
The Commissioners unanimously approved the mailing of a notice to all
property owners on State Highway AlA calling their attention to the
R'YX above referred to paragraph, copy of said mailing notice
to be attached hereto.
It was suggested by Mayor Lindsay that Town Clerk Bauer prepare a
form of Budget for operation for the year 1955 to 1956 and present
same at the next regular meeting scheduled for April 9th,1955.
Such budget to include wage for a second policeman and cost of a
motorcycle with Radio.
Mayor Lindsay called to the attention of the Meeting that he had
discussed with Mr. Jack Cartusceller, Publicity Director for the
Gulf Stream Polo Club, the possibility of furnishing the Polo
Club with water for the North Polo Field. Mr. Cartusceller to be
notified after Mayor Lindsay thoroughly discussed the-matter with
General Arthur H. Carter of the Gulf Stream Golf Club, the Club
being the owner of the water supply.
There being no further business to come before the meeting, it was
voted to adjourn.
