''�-improvement, is hereby ordered to be done, to-:vit: The construction -_- oP curbs, gutters, side�a.lks And driveway aprons in the atreeta and - .�-- �� alleys in the City of Lynwood, County of Los Angelea, State oP Calif- ornia, described as followsi Beginning at the intersection of the center lines of Bullis Road and ft?orton Road, thence southerly alon� the center line oP Bullis Road to a point of inter- section with the northerly boundary of the Pacific Electric right-of-way, thence southeasterly along the north boundary oP the aforementioned ^ight-af..,�ay to a point of intersection of the center line of Ern- estine Avenue, thence northerly along the center line of Ernestine Avenue to a point of intereection with the center line of an alley lying betv✓een Morton Road on the north and Fernwood Avenue on the south, thence southeasterly along� the center 13ne of Gertrude Drive, thence northerly along the said center line to a point of interaection with the center line of Morton Road, thence weaterl,y to the point of beginnin�. That all the work and improver�ent aforesaid ahall be done and performed as contemplated in Reaolutlon No. 1921 of the City Council of the City of Lynwood, California, an@ as ahown on and in accordance with and to the grades shown on the plana, proPiles and specificationa No. 1946A thereYor Piled in the office oP the City Clerk in the City Hall oP said -1_ -- . Said Resolution and plana are hereby referred to � for a full and detailed description �of said proposed work and for the grade to which the work is to be done and are made a part hereof. Section 2. That, purauant to the provisions of the 9treets and highways Code Division cited as "Improvement Act oP 1911," as amended, the City Council of the City of Lynwood propoaes to do the above work, or improvement, by contract; no contribution of either labor or ma.terial will be made by,the City, and the entire coat of said improvement ie to be paid by epecial assess�enta upon benePited property. Section 3. All of the work, or improvement aforesaid, des- cribed in Section 1, hereof, shall be done in accordance with and to the grade shown on Plans and Specification Ne. 1946A for the improve- ment of aforesaid streets, avenues, alleys and intersections by the con- struction of curbe, guttera, aidewalka and driveway aprona as described in Specification 1946A, on file in the office of the City Clerk of the City of Lynwood, California. Said plans and apecificationa are hereby referred to for a full and detailed deacription of eaid propoaed work, or improvement, and for the @eacription of the grade to which the work is to be done and are made a part Czereof . Section 4. The or improvement, for the Purniehing and delivery by the contractor of all labor, materials an@ sugpliea, shall be furniahed and delivered in accordance with Plans and Speci- fications No. 1946A for furnishing and delivering materials in con- nection with the improvement of said streeta, avenues, alleys and inter- sections by the conatruction of curbs, gutters, sidewalks and 3riveway aprons and appurtenant work as apecified by said plan on file in the , office of the City Clerk of the City of Lynwood, California. Said Plana and 3pecifications are hereby referred to for further particulars and are made a part hereof. ' _�_ Section 5. Said contemplated.work, or improvement, in the opinion of the City Council, is oP more than local or ordinary public benefit,.and the City Council hereby determinea and declares that the diatrict to be benefited by said work or improvement, and to be assessed to pay the coats and expenaes of furniahing all the materials and auppliea necessary to do the above work, or improvement, ia bounded and described as follows: The conetruction of curbs, guttera, sidewalks and driveway aprona in.the atreete and alleys oP the City of Lynwood, County oP Los Angelea, State of California, as deacribed as followa: . Beginning at the interaection of the center linea of Bullia Road and.Morton Road, thence southerly alon� the center line of Bullis Road to a point of inter- � section with the nor therly boundary of the Pacific Elec�rib right-of-way, thence southeasterly along , the north boundary oP the aforementioned right-of-way � to a point of intersection of the center line of Ern- estihe Avenue, thence northerly along the center line of Ernestine Avenue to a point oY interaection with the center line of an alley lying between Morton Road on the north and Fernwood Avenue on the south, thence southeasterly along the center line of Gertrude Drive, � thence nor therly along the said center line to a point of intersection with the center line of Morton Road, thence westerly to the point oP beginning. 3ection 6. That it ia hereby determined that no part of - the cost of said improvement is to be paid by the City of Lynwood. The en.tlre cost of labor, materials and suppliea is to be paid by special aesessments upon benePited property. All labor, materials and supplies, the cost of which is to be paid by said special assessment upon benePited property, and which will be Purniehed and delivered by the Contractor in accordance with said Plans and SpeciPicationa No. 1946A on file in the office of the City Clerk of Lynwood. Reference ia hereby made to said Specificatfona for a full and complete deacrlption and said Specificatione shall govern for all detaile. Section 7, The City Council hereby determines and declarea that serial bonds shall be iseued_in the manner and form provided in �3- the Streeta and Highways Code Division 7, cited as "Improvement Act of 1911" ea amended, bearing interest at the rate of six per centum per annum to represent each aesesament of twenty-five Dollara (�25.00), or over,, remaining.unpaid for thirty days after the date of th.e warrant. Said serial bonds ahall extend over a period ending nine yeara from the aecond day of January next succeeding the next October fifteenth following their date. Said bonda and interest thereon ahall be paid at the office of the City Treasurer and the same she.11 be disbureed by him, all as provided in the 3treete and Highways Code, Divieion 7, cited as '�Improvement Act of 1911" as amended. Section 8. The proceedir�s for the aforesaid proposed work, or improvement, shall be taken under an Act of Legislature of ' the State of.CaliPornia designAted as the 3treets and Highways Code, I Diviaion 7 cited as "Improve�ent Act oP 1911,u and amendmenta thereto. Section 9. The City Clerk shall post a notice, conapic- uously, for five days on or near the Council Chamber door of said City Council, inviting sealed proposals, or bids, for doing the work he�Ln ordered to be paid Por by special asaessmenta on benefited pro- perty as aforesaid (consisting of Yurnishing and delivering all labor, materials and suppliea, and in accordance with said Plans and 3peci- fications no. 1946A; ahall cause notices inviting proposals and referring to the said specifications on file, to be published twice in the Lynwood Press, a weekly newspaper published and circulated in eaid City of Lynwood and hereby deaignated for that purpose; shall require in such notices that each proposal, or bid, oifered be accompanied by a check, payable to said City of Lynvfood, certified by a reaponsible bank, for an amount which shall not be leas than ten per centum of the aggregate of such proposal, or bid, or by a bond for said amount and so payable, aigned by auch bidder and two _�_ . ... suretiea, who ahall �ustiPy before any officer competent to � administer an oath, in double said amount, and over and above all ' atatutory exemptions; and ehall fix a time for the opening of such � bids not less than ten days from the time of the firat publication or postin� oP such notices. , APPROVED and ADOPTED this 7th day of Ma.y, 1946. a'�.�,.., . � � l . .r\ � �� . . ,w `"� k t. ; . .
