PUD SITE PLAN NARRATIVE BODENHAMER OFFICE BUILDING Lot 48, Section 3, Julmar Subdivision 03/13/06 The project proposes to build a two (2) story office building. The exterior dimensions of the building will be appmxiinately 58' x 88.5'. The upper level will be 5,406 sq. ft., and the lower level will be 5,266 sq. ft. Parking will be provided in the front and the rear of the building. The parking lot will be served by one drive entrance. The exterior of the building will be brick. Roof finish will be composite architectural shingle. Exterior lighting will be mounted on the building for security purposes only. Signing will be monument type with exterior lighting. Sign size will be 6'H x 8'W x 2'D.. A preliminary and final PUD site plan is included with the submittal and the proposed project is located on a platted lot. There will be no homeowners' association, property owners' association bylaws or restrictive covenants. West Truman is an arterial street, and based on the proposed use, there is no site specific traffic impact study • planned. Nature of Rcauest The applicant requests approval of a Preliminary and Final PUD Site Plan to permit the construction of a two story office building on 0.92 acres of properly. Location The subject property is located on the norllt side of West Truman Boulevard in a PUD district. Adjacent zoning is PUD in ail directions.Dix Nursery is located to the north and office uses are located to the cast and south. Land immediately to the west is undeveloped. Staff Analysis Permitted Uses, A PUD preliminary plan is used to establish the underlying zoning, allowed uses, density, Inyoul,design and phasing ofthe development.The applicant intends to construct an office building.Based on surrounding uses,C-O Office Commercial would be the most appropriate underlying zoning for purposes of establishing uses allowed on the property. Building Sizc.The proposed two story building would contain 10,672 square feet.The lower floor will have 5,406 sq. fl.and be a medical office and the upper floor W III have 5,266 sq. fl.and be general office space,The floor area to parcel area ratio(PAR)would be 0.27 or27%,The standard maximum I-Alt fn a PUD District is 1.0.The proposed project will utilize about 0.64 acres or 69%of the 0.92 acre site for the building and paved driveways and parking areas. Building Design.The lower level of the two story building will be accessible pi grade from tile front parking lot and extend partially below grade towards the rear.The upper level will be accessible at grade from the rear parking lot and will have a 12' 4" cave height at the top floor. The wood frame structure will have a brick exterior and the hip style roof will be covered by composite architectural shingles. Adjacent buildings also have a brick exterior and pitched roof. • Setbacks,The proposed building will be set back 90' from the front property line, 20'and 4 P from the side property lines, and 105' from the rear property line--all well in excess ofmininmm requirements. The parking requirement isI space/200sq, fl. for a medical offices and I space/300 square feet for general offices.The requirement forlhe total building is 45 spaces and the site plan shows 47 spaces,including • 2 handicap spaces.The parking lot layout provides 9' x 20'parking stalls and 25'driving aisles which meets or exceeds requirements. Pcdcsirian Walkways,A 6'wide sidewalk is proposed across the front of the building and in 8'wide sidewalk is proposed across the rear of the building. Landscaping. Parking lot landscaping will consist of 4 White Ash and 4 Red Sunset Maples. Six of the trees will be in the front yard. At maturity these trees will provide a canopy which is estimated to shade 36%of the paved area which exceeds the minimum requirement of 35%. No bufferyards are required. SilM In PUD districts, the location,sire and character of signs shall be established by the Commission and Council during site plan review and approval. The applicant is proposing a 6' high x 8' wide externally lit monument sign in an unidentified location. Forcontparison,in an open commercial district,one post sign up to 32' tall and any number of wal I signs would be allowed with the maximum signage area being 275 square feet based on 150 lineal feet of street frontage. Lighting. The application stales that exterior lighting will be mounted on the building for security purposes only. All liglting will meet file requirements of Scc. 35-57 of the zoning code. Service Facilities. A trash pad is shown at the NE comer ofthe rear parking lot.The dumpster will need to be placed inside n screened enclosure. • Stonnwater. Runoff from the front parking lot and driveway will drain to two area inlets to be installed near the drive entrance. Runoff from the rear yard will drain to an area inlet to be installed behind the trash pad.A 15"underground pipe will convey runoff from the rear inlet to one of the front inlets and (lien to on existing storm sewer inlet and a 24"storm sewer located along the north side of West Truman Boulevard. Utilities. Sanitary sewer and overhead electric lines are located in a utility easement near the rear lot line. Water, telephone and fiber optic lines are located in the right-or-way of west Truman Boulevard. Sidewalks. No public sidewalk is shown on the site plan as being built by the applicant along the street. Although no sidewalks currentlycxist along West Truman Boulevard,a sidewalk will be required pursuant to a recent city ordinance requiring construction of n public sidewalk along arterial and collector streets. Staff Recommendation Staff recommends approval of the Preliminary and Final Site Plan subject to the following conditions: I. The underlying zoning district shall be C-0 for the purpose of establishing allowed uses. 2. Revise the site plan to show the trash dumpster within a screened enclosure,the location of the proposed monument sign,and a public sidewalk along the street frontage of the subject properly. 3. Engineering DIvision Staff Report Thursday, April 13, 2005, 5:15pm Item 6. -New Business -Public Hearings Case No. P06012 - Preliminary and Final Plan, Two (2) Story Office Building,3238 West Truman Blvd. (PUD) COMMENTS, The Engineering Division has done a technical review of the site plan as submitted by Central Missouri Professional Services. The following comments are regarding this review; Regarding infrastructure; Stone Water- Facilities are proposed to accommodate a 25 year drainage design for the enclosed system. The additional runoff from the development does not exceed the capacity of the downstream drainage systems designed for West Truman Blvd. • Grading- Permission from the adjacent property owner to the east will be necessary to rp ade ul2on the northwest portion of their property. This needs to be indicated on the site plan,or with some other written verification. Erosion Control. An land disturbance permit is not required from MDNR for this site. Erosion control measures have been incorporated into the sitelgrading plan, including a temporary granular entrance, silt fence, and inlet protection. Sidewalk- Sidewalk is proposed along West Truman Blvd, Sanitary Sewer- Sanitary sewer exists across this property. Traffic Impact- The ADT(average daily traffic) for West Truman Blvd. is 12000 vehicles per day. (Source is MoDOT, Jefferson City Traffic Count Summary, 2005) West Truman Blvd. is classified as a minor arterial roadway. (Functional classification is • from the List of Functional Roadway Classification for Jefferson City, dated April 12, 2000) The speed limit for West Truman Blvd. is 40 mph. West Truman Blvd. is a three(3) lane roadway with no parking allowed and one(1) continuous turn lane provided. Sight distance for the drive entrance from West Truman Blvd. is adequate. The front narking entrance is designed so that when the lot to the west develops. '.. connection of the parkin 1� ots together could be provided to encourage off-street circulation. Indication of this possible future connection on the plans in some manner, either by note or otherwise, is requested. ENGINEERING STAFF POSITION: Conditionally support,with any specific technical comments and requirements as underlined above, to be addressed with a revised site plan prior to consideration of this case by the City Council.
