Minutes of Meeting of the Town of Gulf Stream, Florida held on Saturday,
May 14th,1955 at 10 a.m. at the Town Hall.

Town Clerk Bauer reported the following Bank Balances as of April 30th
1955.

It was reported that the Net Profit of thw Water Department for 6 months
ended, March 315t,1955 was $1,338.19
It was reported that fines collected for reckless driving by speeding
from October 1,1954 to May 14th;1955 were $355.00 as against $130.00
for the year ended September 30,1954.
The Commissioners unanimously approved payment of checks drawn on the
General Account numbered #1900 to 1927 inclusive and on the Water De-
partment numbered #33 to 35 inclusive.
The Commissioners unanimously approved payment of fee to Mr. C.Y.Byrd
Town Attorney, for Professional Services rendered in his office and in
connection with the passage of two special acts at Tallahassee and
expenses to and from Tallahassee amounting to $500.00
A letter was read written by Mr. C.Y.Byrd stating that Himes and Himes
and he had carefully analyzed the Water Department Account and that
they were both of the opinion that the Town Commission can set aside
and hold in a reserve water account, profits obtained from sale of
water provided said funds are budgeted for the following purposes:
(A) to expand, replace and repair present existing water system.
T (B) pay expenses for operation and future operation of water de-
4 partment.
(C) to raise funds for future purchase of water wells, etc as
owned by the Gulf Stream Golf Club as we have first option to
purchase their water plant, etc.
Town Clerk Bauer reported that Bonds have been purchased for the
above purpose "U.S.Government Series F and Series J" redeemable at
redemption in the amount of $5000.00 for each series.
Following discussion the Commissioners voted to pay the Gulf Stream
Golf Club for an additional 100,000 gallons of water per month over
and above the individual reading total at the rate of 12 cents per
one thousand gallons for use in £lusing water hydrants., subject to
the Gulf Stream Golf Club accepting the conditions laid down in the
Mayors letter of this date.

There was presented and read a STREET RIGHT OF WAY EASEMENT DEED
from W.Seward Webb aak d Gertrude G. Webb his wife, and Harold F.
Johnson and Cecile J151inson, his wife, conveying to the Town of Gulf
Stream, all right, title, interest, claim and demand on land situated
lying and being in the Town of Gulf Stream as descried in the STREET
RIGHT OF WAY EASEMENT DEED, Upon motion by Commissioner S.B. Iglehart,
seconded by Commissioner N.J. Clarke, it was unanimously voted to
accept the above referred to deed.
There was presented and read, a proposed Ordinance Titled:
1955 REVENUE AND TAXATION ORDINANCE
AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM FLORIDA,
PROVIDING FOR OBTAINING REVENUE BY TAXATION OF ALL REAL AND PERSONAL
PROPERTY WITHIN THE TOWN LIMITS OF THE TOWN; AND PROVIDING A COMPLETE
AND ORDERLY PROCEDURE FOR ASSESSING, LEVYING, COLLECTING, ENFORCING
COLLECTION OF DELINQUENT TAXES; ISSUANCE AND SALE OF TAX SALE CERTI*
FICATES; THE RATE OF INTEREST SAID TAX SALE CERTIFICATES SHALL BEAR,
THE METHOD OF REDEMTMON OF TAX SALE CERTIFICATE; THE ENFORCEMENT OF
TAXES THROUGH THE ISSUANCE OF TAX DEEDS; THE METHOD AND FORM OF
ISSUING TAX SALE CERTIFICATES AND TAX DEEDS; AND REPEALING ALL ORDIN*
ANCES IN CONFLICT WITH THIS ORDINANCE,
Upon motion made by Commissioner N.J.Clarke, seconddd by Commissioner
S.B.Iglehart, it was unanimously voted that the above read ordinance
be passed on its first reading.
The Commissioners unanimously approved the purchase of a new modern
combination zxd siren and blinker light for installation on the new
Police Car,
Town Clerk Bauer brought up the fact that the Tentative Budget sub-
mitted at the April 19th meeting, had been revised and after allowing
for the 4% discount on promptly paid taxes, 13 1/2 mills would not
be sufficient. On motion duly made, and seconded the Commission
unanimously voted to accept the final budget requiring 14 mills
instead of 13 1/2.
The Commissioners discussed the adoption of a Building Ordinance.
Town Clerk Bauer stated he had been informed that the majority of
Towns and Cities in Palm Beach County were going to adopt the
Southern Standard Building Code plus certain alterations as would
apply to Palm Beach County. It was voted, seconded and unanimously
approved that the Town of Gulf Stream adopt such corrected Code
which should be agreed upon by all Towns and Cities within the next
six weeks. Mr. C.Y. Byrd to be instructed to draw such ordinance.
The Commissioners unanimously approved the renewal of their Fire
Agreement with the City of Boynton Beach Florida at a yearly fee of
$1,000,00 from April 18th,1955 to April 18th,19560

Concerning the proposed ordinance relating to Federal
OAd Age and Survivors Insurance, William J. Bauer
read the agreement, the questionaire and other mater-
ial sent him by the Industrial Commission of the
State of Florida.
The proposed ordinance was then read in full for
the first time. The title of which reads as
follows: Ordinance of the town of Gulf 'tream Relating
to Federal Old Age and Survivors Insurance.
AN ORDINANCE DECLARING THE POLICY
AND PURPOSE OF THE TOWN OF GULF STREAM,
FLORIDA, TO EXTEND TO THE EMPLOYEES AND
OFFICIALS OF SAID ZIn TOWN OF GULF ST#
REAM, FLORIDA, NOT EXCLUDED BY LAW ,
NOR HEREINAFTER EXCEPTED, THE BENEFITS
OF THE SYSTEM OF DEDERAL OLD AGE AND
SURVIVORS INSURANCE, AS AUTHORIZED BY
THE FEDERAL SOCIAL SECURITY ACT, AND
AMENDMENTS THERETO, UPON THE BASIS OF
APPLICABLE STATE AND FEDERAL LAWS OR
REGULATIONS; AUTHORIZING AND DIRECTING
THE MAYOR (OR OTHER CHIEF EXECUTIVE
OFFICER) TO EXECUTE AGREEMENTS END
AMENDMENTS THERETO WITH THE STATE
AGENCY AUTHORIZED TO ENTER INTO SUCH
AGREEMENTS, FOR COVERAGE OF SEID
EMPLOYEES AND OFFICIALS; PROVIDING FOR
WITHHOLDINGS FROM SALARIES AND WAGES OF

Mayor Lindsay reported that he had attended a County Commission
Meeting to- gether with Commissioner Roig, in reference to Uniform
Bulkhead and Seawall Line and limiting the construction of• groynes,
in the South Palm Begpch County Erosion Prevention District as per
resolution passed by-the Town Commission of the Town of Guif
Stream on March•12thi1955. Mr. Stephen R. Middleton, County Engin-
eer on April 111 1955 enclosed copy of letter written to Mr. Ben
F. Sundy, Chairman, hard of County Commissioners saying in part
tt the officials of Gulf Stream are to be commended for starting
this organized effort to restore the beaches in the Southern part
of the CountyTl.
He further stated the Feder-:1 Government will pay 50% of cost of
Beach Erosion Board Studies, and will participate in the cost of
actual restoration work the Beach Erosion Board recommends. To
locate a bulkhead line would fall within the scope of a Beach
Erosion Board Study.
As to uniform permits centralized in the Board of County
Commissioners, State Law prescribes that the municipality shall
issue a permit, and that the County shall issue a permit.-The
County does issue permits by official action of its Board, but is not
authorized t& issue permits for municipalities.
A letter dated May 14th,1955 signed by Mr. Cecil P. Young addressed
the Commissioners of the Town of Gulf Stream was read and Town
Clerk Bauer was instructed to invite Mr. Young to the Town Hall
and to the best of his ability answer all questions raised. The
Commissioners also suggested that Mr. Young contact Mr. C. Y.
Byrd in person for any technical or legal answers requested.
There being no further business the meeting adjourned.
