REGULAR MEETING MINUTES
FEBRUARY 21, 2017
1. CALL TO ORDER
Mayor Pro Tem Sternquist called the City Council Regular Meeting to order at 7:34
p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL
PRESENT: Councilmember—Chavez, Fish, Man, Sternquist, Yu
ABSENT: Councilmember — None
ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo
3. INVOCATION
' Pastor Darrel Kelty, Community of Christ, provided the invocation.
4. PLEDGE OF ALLEGIANCE
Boy Scout Troop #161 provided a flag ceremony and led those present in the
Pledge of Allegiance.
5. CEREMONIAL MATTERS — PRESENTATIONS
A. TOURNAMENT OF ROSES QUEEN VICTORIA CASTELLANOS
Mayor Yu and City Council congratulated Queen Castellanos for being
selected as queen of the royal court for Pasadena's 128th Tournament of
Roses and presented her with a certificate of recognition.
B. TEMPLE CITY CHINESE AMERICAN ASSOCIATION
Mayor Yu and City Council thanked the Temple City Chinese American
Association for their partnership in hosting the City's Lunar New Year
Celebration and presented the association with a certificate of recognition.
C. TEMPLE SHERIFF STATION VOLUNTEER PATROL PROGRAM
' Sheriff Deputy Harrington provided information about the Temple Station's
Volunteer Patrol Program.

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Liz Powell, Temple City Relay for Life, and members thanked City Council for
their continual support for the Temple City Relay for Life.
Jessica Huang, Temple City Youth Committee, updated City Council on the
Teen Youth Disaster Training in January.
Lucy Liou, Temple City resident/Neighborhood Watch Area Leader, commented
on the Neighborhood Watch program.
Steve Stafford, Temple City resident, commented on the recent rainstorm.
Jerry Jambazian, Temple City business owner, made comments regarding the
slain police office in Whittier, Keith Boyer.

Mayor Pro Tem Sternquist made a motion to approve the Consent Calendar.

TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS —
MEETING OF FEBRUARY 8, 2017
The City Council is requested to receive and file actions of the Regular
Transportation and Public Safety Commission Meeting of February 8, 2017.
Action:
Received and filed.
CO-SPONSORSHIP OF THE 2017 RELAY FOR LIFE OF TEMPLE CITY
The American Cancer Society is a nationwide, community-based, voluntary
health organization dedicated to eliminating cancer as a major health problem
through research, education, advocacy, and service. They are once again

requesting the City to co-sponsor the Relay for Life of Temple City.
Action:
1. Approved a request from the American Cancer Society to co-sponsor the
Relay for Life of Temple City on June 24-25, 2017; and
2. Waived all fees and deposits associated with the installment of a
promotional event street banner, and use of the Temple City
Performance Arts Pavilion and City Hall Community Room.
D. ADOPTION OF RESOLUTION AMENDING THE PERSONNEL RULES FOR
FULL TIME EMPLOYEES
The City Council is requested to amend the Personnel Rules to reflect current
practices. The proposed changes will ensure the City is in compliance with
State and Federal law.
Action: Adopted Resolution No. 17-5235 amending the
Personnel Rules for full time employees.
E. COMPREHENSIVE ANNUAL FINANCIAL REPORT (CAFR) FOR THE YEAR
ENDED JUNE 30, 2016
A CAFR is a set of United States government financial statements comprising
the financial report of a state, municipal or other governmental entity that
complies with the accounting requirements created and circulated by the
Governmental Accounting Standards Board. The CAFR accounting structure
provides for standardization financial reporting.
Action: Received and filed the Comprehensive Annual
Financial Report (CAFR) for the year ended
June 30, 2016.
F. VISA CARD REPORT
The City Council is requested to review, receive and file the Visa Card
Report.
Action: Received and filed report.
G. ADOPTION OF RESOLUTION NO. 17-5237 APPROVING PAYMENT OF
' BILLS
The City Council is requested to adopt Resolution No. 17-5237 authorizing
the payment of bills.

A. APPEAL OF THE PLANNING COMMISSION'S DECISION DENYING A
CONDITIONAL USE PERMIT TO ESTABLISH A 7,891 SQUARE FOOT
KARAOKE TELEVISION (KTV) BUSINESS IN THE CAMELLIA SQUARE
SHOPPING CENTER, LOCATED AT 9055 LAS TUNAS DRIVE, UNIT 125
Property owner of Camellia Square has withdrawn their consent for the KTV
application. City considers the application withdrawn and no action is
required by the City Council.
Councilmember Fish made a motion to receive and file the withdrawal of a
public hearing for a conditional use permit to establish a karaoke television
business in the Camellia Square Shopping Center. Seconded by
Councilmember Man and carried by the following votes:

10. NEW BUSINESS
A. FISCAL YEAR (FY) 2016-17 MID -YEAR BUDGET REVIEW, TREASURER'S
REPORT, REVENUE, EXPENDITURE AND CAPITAL PROJECT SUMMARY
REPORTS
The Mid -Year Budget review process provides the City Council with an
opportunity to review and adjust original revenue projections and budgeted
appropriations based on six months of actual activity.
Administrative Services Director Hause provided a summary of the mid -year
budget review and related reports.
Mayor Yu opened public comment. Hearing no request to speak, Mayor Yu
closed public comment.
Councilmember Chavez made a motion to receive the FY 2016-17 Mid -Year
Budget Review and related reports and authorize staff to revise various ,
budgeted appropriations. Seconded by Councilmember Man and carried by
the following votes:
B. DIRECTION REGARDING CURB ADDRESS MAINTENANCE
Property addresses painted on curbs are commonly used to identify
properties. While the City has historically maintained them, there is a
substantial cost to do so. Allow nonprofit organizations to paint curb
addresses as a public service is an alternative to save City funds while
continuing to maintain the addresses.
Community Development Director Forbes gave a summary of the staff report.
City Council discussed and commented on curb address maintenance for the
City.
Mayor Yu opened public comment.
Jerry Jambazian, Temple City business owner, spoke against having a non-
profit paint the curb addresses.
Steve Stafford, Temple City resident, spoke in favor of having the curb
addresses repainted.
Lucy Liou, Temple City resident/Neighborhood Watch Area Leader,
commented on the importance of proper identification for the non-profit if
allowed by the City to repaint the curb addresses.
Jim Clift, Temple City resident, commented on the importance of using quality
paint for repainting the curb addresses.
Hearing no further request to speak, Mayor Yu closed public comment.
Councilmember Chavez made a motion referring this item back to the
Facilities, Public Works, and Infrastructure Ad Hoc Committee and for staff to
bring back recommendations to City Council. Seconded by Councilmember
Fish and carried by the following votes:

12. UPDATE FROM CITY MANAGER
City Manager Cook talked about the proactive/preventative measures the City took
to prepare for the rainstorm. He also commented on a meeting hosted by San
Gabriel Valley Council of Government relating to earthquake preparedness.

Councilmember Chavez reported on the standing committee's meeting on
February 17, 2017. The standing committee received a verbal update on
revised quarterly and year-end accounting procedures, determined that the
standing committee would meet every quarter, and approved staff to issue a
Request for Proposal for actuarial post -employment benefits.

Invited the public to the Camellia Festival this weekend.
B. COUNCILMEMBER FISH
Thanked staff for being prepared for the rainstorm and commented on the
Lunar New Year Celebration. She also thanked the Sheriffs for the services
they provide and acknowledged the risks they are exposed to everyday. She
invited the public to attend the Camellia Festival.
C. COUNCILMEMBER MAN
Commented about Senate Bill 415 (prohibiting a local government, beginning
January 1, 2018, from holding an election on any date other than a statewide
election date if doing so in the past has resulted in turnout that is at least 25

percent below the average turnout in that jurisdiction in the last four statewide '
general elections) and requested staff to bring more information to City
Council at a future City Council meeting.
D. MAYOR PRO TEM STERNQUIST
Shared the San Gabriel Valley Council of Government has given their support
for Measure H and that Foothill Transit is in the process of restructuring their
fares to be in line with Metro Transit fares. She also commented on the Lunar
New Year Celebration.
E. MAYOR YU
Commented on the proactive/preventative measures the City took to prepare
for the rainstorm. He also invited the public to attend the upcoming State of
the City on March 7 at 6:30 p.m. in the Council Chambers.
