CALL TO ORDER Mayor Sternquist called the City Council Regular Meeting to order at 7:30 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Councilmember— Chavez, Fish, Yu, Man, Sternquist ABSENT: Councilmember — None ALSO PRESENT: City Manager Cook, City Attorney Vail, City Clerk Kuo 3. INVOCATION Jerry Jambazian, business owner of Wonder Cleaners and Draperies in Temple City, provided the invocation. 4. PLEDGE OF ALLEGIANCE Boy Scout Troop 174 led the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATIONS A. PET OF THE MONTH Cindy Rigney, San Gabriel Valley Humane Society Board member, introduced the featured pet of the month "Oso". Those interested in adopting Oso can call the San Gabriel Valley Humane Society at (626) 286-1159. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — None 7. CONSENT CALENDAR Councilmember Chavez pulled Consent Calendar Item 7C and Councilmember Fish pulled Consent Calendar Item 7E. Consent Calendar items 7C and 7E were heard out of agenda order. C. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Parks City Council Minutes December 5, 2017 Page 2 of 9 and Recreation Commission Meeting of November 15, 2017. , Councilmember Chavez pulled this item and appealed the Parks and Recreation Commission's decision regarding two tree removal requests (i.e., 6019 and 6023 Oak Avenue). City Council directed staff to bring these two tree removal requests to City Council for review at a meeting in January. E. REQUEST FROM THE TEMPLE CITY CAMELLIA FESTIVAL FOR SUPPORT AND AUTHORIZATION FOR USE OF STREETS AND FACILITIES FOR THE 2018 CAMELLIA FESTIVAL The City Council is requested to review and approve the requests from the Temple City Camellia Festival for City support of the 2018 Camellia Festival. Councilmember Fish pulled this item for more information regarding the Camellia Festival's request to place banners and yard signs in certain street medians. Dawn Tarin, Camellia Festival Director, answered City Council questions regarding the request to place banners and yard signs on street medians. City Council made comments and asked questions regarding the Camellia I Festival's requests. Mayor Pro Tem Man made a motion to approve the following actions with revision to action #5 limiting placement of banners and yard signs in certain medians to 10 days before the festival: Action: 1. Authorized use of streets and facilities including temporary parking bans and street closures for the festival and parade as identified in the attached letter from the Camellia Festival to the City Manager; 2. Approved consumption of alcohol in Temple City Park, pursuant to Section 4- 4-0 of the Temple City Municipal Code (TCMC); 3. Authorized Bingo in Temple City Park, pursuant to Section 4-1 F of the TCMC and waiver of the $50 license fee; 4. Authorized sponsor banners in Temple City Park, pursuant to Section 3-5D- 10 of the TCMC; 5. Authorized placement of banners and yard signs in certain medians, I pursuant to Section 9-1 L-3; C of the TCMC, for 10 days before the festival; and City Council Minutes December 5, 2017 Page 3 of 9 ' 6. Authorized certain local community organizations, to sell food, patches, etc. along the parade route. Mayor Pro Tem Man made a motion to approve the remainder of the Consent Calendar Items. Seconded by Councilmember Chavez and carried by the following votes: AYES: Councilmember— Chavez, Fish, Yu, Man, Sternquist NOES: Councilmember — None ABSTAIN: Councilmember — None ABSENT: Councilmember — None A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of November 21, 2017; and 2. Minutes of the Regular City Council Meeting of November 21, 2017. Action: Approved. B. PLANNING COMMISSION ACTIONS ' The City Council is requested to receive and file Actions of the Regular Planning Commission Meeting of November 14, 2017. Action: Approved. D. SECOND READING AND ADOPTION OF ORDINANCE NO. 17-1026 AMENDING TITLE 4 AND 9 OF THE TEMPLE CITY MUNICIPAL CODE TO ADOPT REGULATIONS ON UNATTENDED COLLECTION BOXES AND OTHER COLLECTION AND RECYCLING FACILITIES The City Council is requested to adopt Ordinance No. 17-1026 which will set standards regulating unattended collection boxes, collection and recycling facilities, and material recycling plants. Action: The City Council adopted and waived further reading of Ordinance No. 17-1026 amending Title 4 and 9 of the Temple City Municipal Code to adopt regulations on unattended collection boxes and other collection and recycling facilities. IF. ADOPTION OF RESOLUTION NO. 17-5300 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 City Council Minutes December 5, 2017 Page 4 of 9 The City Council is requested to adopt Resolution No. 17-5300 authorizing the ' payment of bills. Action: Adopted Resolution No. 17-5300. 8. PUBLIC HEARING A. ADOPTION OF RESOLUTION NO. 17-5298 CERTIFYING THE ENVIRONMENTAL IMPACT REPORT FOR THE MID- CENTURY GENERAL PLAN UPDATE AND THE CROSSROADS SPECIFIC PLAN; ADOPTION OF RESOLUTION NO. 17-5299 ADOPTING THE MID-CENTURY GENERAL PLAN UPDATE; AND INTRODUCTION AND FIRST READING OF ORDINANCE NO. 17-1029 ADOPTING THE CROSSROADS SPECIFIC PLAN The Draft General Plan provides a vision of how Temple City will be in 2050. The Specific Plan is the main method of accomplishing the General Plan's goal of preserving single-family neighborhoods and directing growth to arterial streets and intersections. The Draft Environmental Impact Report provides an analysis of the environmental impacts of the General Plan and Specific Plan. City Manager Cook gave a brief background of the General Plan Update and the Crossroads Specific Plan. ' Planning Manager Reimer gave a summary of the staff report. City Council asked questions regarding the General Plan update and the Crossroads Specific Plan. Mayor Sternquist opened public comment. Michelle Ritter, John Ritter and Sarah Froid, Temple City residents, spoke against rezoning Bisby Street from single family to mixed-use. Carl Blum, Temple City resident, commended staff and the citizen advisory group for helping move the City forward. Betty Kwan, General Plan Advisory Group, expressed appreciation and thanked everyone involved for the completion of the General Plan and Crossroad Specific Plan. Steve Stafford, Temple City resident, made comments regarding graffiti and homeless near Bisby Street. Hearing no further request to speak, Mayor Sternquist closed public comment. , City Council made comments regarding the General Plan update and the Crossroads Specific Plan. City Council Minutes December 5, 2017 Page 5 of 9 ' Councilmember Chavez left the meeting at 8:48 p.m. and returned to the meeting at 8:50 p.m. City Attorney Vail announced for the record that City Council received an email from Temple City resident Rick Kuo, petition from residents of Bisby Street, and a correspondence from County of Los Angeles Fire Department. Mayor Pro Tem Man made a motion to approve the following actions: 1. Adopt Resolution No. 17-5298 (Attachment "A") certifying the Environmental Impact Report (EIR) (Attachment "B" and "C") for the Mid -Century General Plan Update ("General Plan") and the Crossroads Specific Plan ("Specific Plan") and adopting a Mitigation Monitoring and Reporting Program (Attachment "D"), and Findings of Fact and Statement of Overriding Considerations (Attachment "E"); 2. Adopt Resolution No. 17-5299 (Attachment 'F") adopting the Mid -Century General Plan update (Attachment "G") including the recommended changes (Attachments "H" and "I"); 3. Introduce for first reading by title only and waive further reading of Ordinance ' No. 17-1029 (Attachment "J"), adopting the Crossroads Specific Plan (Attachment "K") including the recommended changes (Attachments "L" and "M") and adding Part 6 to Title 9, Chapter 1, Article N of the Temple City Municipal Code; 4. Waive further reading of Ordinance No. 17-1029; 5. Schedule the second reading of Ordinance No. 17-1029 for December 19, 2017; and 6. Direct staff to file a Notice of Determination with the Los Angeles County Recorder. UNFINISHED BUSINESS ' A. ORDINANCE NO. 17-1030 AUTHORIZING THE CITY OF TEMPLE CITY TO ENTER INTO A JOINT POWERS AGREEMENT FOR LOS ANGELES COMMUNITY CHOICE ENERGY AUTHORIZING THE IMPLEMENTATION OF A COMMUNITY CHOICE AGGREGATION PROGRAM The City Council will consider a joint power agreement with the Los Angeles Community Choice Energy (LACCE) Program. The purpose of LACCE is to purchase power and sell it to customers. LACCE provides customers with an alternative to purchasing power from Southern California Edison. City Manager Cook gave a brief overview of the LACCE Program. Mayor Sternquist opened public comment. Steve Stafford, Temple City resident, spoke in favor of the City joining the LACCE Program. Hearing no further request to speak, Mayor Sternquist closed public comment. City Council made comments regarding the LACCE Program. ' Councilmember Chavez made a motion to introduce for first reading by title only and waive further reading of Ordinance No. 17-1030, authorizing the City of Temple City to enter into a Joint Powers Agreement (JPA) for Los Angeles Community Choice Energy (LACCE) authorizing the implementation of a Community Choice Aggregation Program; schedule the second reading of Ordinance No. 17-1029 for December 19, 2017; and directed staff to undertake the steps necessary to finalize City Council's action. Seconded by Councilmember Fish and carried by the following votes: AYES: Councilmember — Chavez, Fish, Yu, Man, Sternquist NOES: Councilmember — None ABSTAIN: Councilmember — None ABSENT: Councilmember — None 10.
