tNHEhEAB the City of Lynwood is located in an area below
the Whittier Narrows on the banks of the 71os A�eles River and is
subject to dama�e which rsay be caused by flood waters; and
WHEREAS the City o£ Lynwood depends on its water supply
from dee� wells tapping stratas v�hich can be fortified from spreading
basins as proposed under the Uihittier Narrov�s V7ater Conservation
Plan of constructing a retardin� dam; and
t�JHEREAS our records �how that the water levels of our
present wells are falling several feet each year due to the necessity
of pumping more water because of increased population; and
• V��AG further delay in the providing of flood control
and water conservation at the �Yhittier Narrows is increasing the
flood hazard to this corrmiunity and increasing the problem of providing
N�a.ter for our ever growing population; '
NOVd THEI�EFORE E{E IT RESOI.Vr�'D that the City Council of the
Citp o£ Lynwood, California; does hereby recommend to the District
Engineer of the United States Engineering Department, whose offices
are at 751 South Figttroa Street, Los Angeles, California, that Plan 'Af
for the construction of a retarding dam at Whittier Narrows be approved
and constructiori started as quickly as possible; and
HE IT FURTh'ER RESOZ,VED that it is the opinion of the City
Council of the City of I,ynwood, California that the provisions of
Plan 'A*, at an eatimated cost of �38,940,000.00, provides the most .

protection for £lood control and most assistance f or water conservation
at the lowest price of all plans presented, and that the construction
of this project will be of benefit to all the area located below the
ti'7hittier Narrows fxrom the standpoint of flood protection and maintain-
ing water supply resources.
APPROVED AND ADOPTED THIS 9th day of December, 1946 .
