GREENCASTLE COMMON COUNCIL AND BOARD OF WORKS
JOINT SPECIAL SESSION
TUESDAY, JUNE 24, 2003 12:00 NOON CITY HALL
The Greencastle Common Council and Board of Works met in Special Joint Session
Tuesday, June 24, 2003, 12:00 Noon at City Hall. Mayor Michael called the meeting to
Order at 12:15 p.m. On the Roll Call, the following were found to be present: Councilor
Roach, Councilor Sedlack, Councilor Liechty and Councilor Rokicki. Board of Works
member George Murphey was also present arriving at 12:40 p.m. Councilor Hammer
and BOW member Sue Murray were absent. City Attorney Robertson was present.
Department Heads and others present were: Fire Chief Newgent, Police Chief Hendrich,
Assistant Police Chief Sutherlin, Alicia Linton, Police Secretary, Street Commissioner
Miles, Cemetery Superintendent Robinson, Water Superintendent Dale, Wastewater
Superintendent Neese, Engineer Morrow, Park Director Weinschenk, and City Planner
VonTress.
® This meeting was held to discuss the new Personnel Policy. City Attorney Robertson
stated the most significant change is in the disciplinary actions.
Councilor Sedlack questioned the "Notice" and the statement that employees can resign
their employment at any time with or without notice, but on page 24 under Resignation it
states that if two weeks notice isn't given it could jeopardize future reemployment with
the City. Attorney Robertson stated that is correct. Employees don't have to give two
weeks notice, they can quit at any time, but if they quit without notice and decide to
return to the City for a job we can decline.
Councilor Roach suggested putting the Personnel Policy on the Greencastle Website.
Attorney Robertson stated that was an excellent idea.
George Murphey arrives at this time.
Engineer Morrow questioned employees using e -mail and internet during breaks, etc.
Councilor Sedlack stated that managers should use discretion. Councilor Roach stated
everyone needs to use common sense.
Attorney Robertson stated there have been significant changes in the Workplace Violence
section of the Personnel Policy; on page 13 second paragraph from the bottom adds
language restricting firearms in City buildings unless it is a requirement of the job.
