Further, in addition to our community center experience, we have been involved with numerous hospitality/hotel assignments whose program elements directly parallel with this project including meeting rooms, gymnasium and recreation space and restrooms. We are joined in this endeavor by a team of consultants with whom we have worked with in the past. Currie & Associates A 'though it was born m con- troversy. the Palm Beach South County Civic Center has drawn praise and crowds from the day it opened in January 1994. Completed after years of debate and changes in both plan and site, the 14,000 sf multi -use facility has become a real center for the community. Located on 1.2 acres of a somewhat remote 5 -acre site south and west of town, the civic center is assembled toward the heart of the larger site, for which future buildings have been proposed. Visitors encounter the striking glass and stucco facade of salmon. beige and aquamarine. Local groups and organiza- tions are taking advantage of the center's very practical com- ponents, including classrooms, a kitchen, and a 600 -seat audi- torium. A mullizone system with cooled condensing units promotes energry efficiency. Natural sunlight illuminates the glass -enclosed lobby, and at night, a continuum of spot lighting files above the curved separating wall, reinforcing the initial design concept. Lighting in the auditorium is direct and dramatic. Pendant downlights hanging on a level plane from the sloped and exposed struc- ture create an implied ceiling of light across the entire expanse. Three suspended ceiling planes over the stage area provide both acoustical treatment and positions for spotlighting. Since the facility opened it has seen capacity use by civic groups and private users. The center's flexible multiuse plan is proving the perfect accom- modation for a variety of formal and informal user needs, including meetings, classroom programs, social events includ- ing weddings and religious gatherings, and small stage productions. Program elements included administrative offices, meeting rooms, recreation space, restrooms and concession area. One of the renovations primary objectives was to blend the building's architectural character with the architectural vernacular established for neighboring municipal buildings including the city hall, police station and public library. Located in downtown Delray Beach, the project serves as the city center and has played an integral role in the city's urban revitalization effort. The facility meets a variety of meeting space and cultural needs all of which are described within the enclosed article from Historic Preservation magazine. In addition, the project has received a half dozen awards for preservation and architectural excellence. By Vernon Mays Id is a relative term in South Florida, which was largely the - - domain of Seminole Indians and a handful of traders until the first steam locomotive barreled through on its way to Miami in 1896. Thus, in Del- ray Beach, located midway between West Palm Beach and Fort Lauderdale, a schoolhouse dating back to 1913 is among the rarest of architectural trea- sures. And because of its high visibility on the main avenue through town, it was a sight that raised eyebrows in the mid -1980s, when the school had be- come the consummate eyesore: Win- dows were boarded up, grass was New lights mimic the old in the former school. skimpy, and the property was surround- ed by a chain -link fence. "It was really getting seedy and the whole downtown was falling apart," says Pat Casey, the preservation planner for the City of Delray Beach. In the words of one resident: "It was a slum." Fortunately for the old schoolhouse and its sister facility, a 1926 high school and gymnasium on the same block, there was someone in town with a vision and the spunk to back it up. That some- one was local dynamo Frances Bourque, who adopted the orphan complex and --- with the aid of public and private dona- tions —led a communitywide effort to 24 convert the derelict buildings into a cultural -arts center, now known as Old School Square. A handsome complex of historic buildings arranged on a canvas of sweeping lawns, fountains, and royal palms, the National Register site has be- come the location of choice for festivals, fairs, and community events —and an inspiration for downtown revitalization in this city of 49,000. "It was the right time, the right place, the right person, the right project," says Bourque, who claims she wasn't in search of a mission but merely found herself swept up in enthusiasm for a project that consumed ten years of her life. Bourque was vice president of the Delray Beach Historical Society in 1985, when the Palm Beach County School Board an- nounced its plans to discontinue use of the property. On the premise that "vice presidents never do anything" Bourque was asked by the historical society to take on one "miniproject"—track the pro- gress of the old Delray schools. These, of course, were not just any old school buildings. In a locale over- whelmed by development in the late twentieth century they were a rare tie to Delray's past. Even before the plat for the town was officially recorded in 1896, the local citizens had succeeded in winning a $250 appropriation from the county school board for a one -room school on the southern half of Block No. 68. Ever since, the prominent site has been associated with public education in Delray Beach. The school began modestly with thirty-three students, but Delray pros- pered when a second burst of land de- velopment occurred in the early 1910s, and the school -age population quickly outgrew the tiny frame building. A new two-story school with eight classrooms and large parallel hip roofs was built fac- ing Atlantic Avenue, the town's main commercial street. On November 28, 1913, townspeople came out in force for the official opening ceremony. It was among the most important events in the town's short history. In the 1920s the Mediterranean Re- vival style was the prevailing architec- tural fashion in South Florida, and its leading proponent in Delray Beach was local architect Samuel Ogren, who took the lead of Palm Beach architect Addi- son Mizner. Thus, when Ogren was The complex of buildings, below, is completed by the 1913 primary school (left in photo) and the 1926 gymnasium, which now provides a popular space, above, for a variety of social functions. 20 commissioned to design a new high school and gymnasium on the northern half of Block 68, he did what came nat- urally The stucco exterior, terra-cotta tile roof, decorative cornices, bracketed eaves, and elaborate main entrance all spoke of a community with high aspira- tions and a sense of confidence. At the same time a second Mediter- ranean Revival -style building, the gym- nasium, was built behind the high school. Constructed of concrete block and stuc- coed, the building featured a curved gable end, a noble entry arch, Corinthian columns, and a scalloped cornice. Generations of Delray Beach residents attended these schools, some for their entire primary- and secondary -school ca- reers "They were very important build- ings," says Bourque. "Most of the people who grew up in Delray and remained here went to school there, played bas- ketball there, went to the prom there, and had their first dares while attending that school It was like the center of a New England town " Bourque asked Doak Campbell, who was then the mayor, to appoint a task force to study the potential for the site This he did, naming Bourque as chair- person Circumstances were on her side The community -redevelopment author- ity needed to develop a plan for the site. CURRIE PARTNERSHIP RELATED PROJECT EXPERIENCE LAKEVIEW GOLF COURSE CLUBHOUSE Delray Beach, Florida Description and Scope of Services: Client Contact: Project Budget: Completion Date: The Currie Partnership recently completed architectural services for this demolition and new construction of the City of Delray Beach golf course clubhouse. The project encompassed demolition of the existing second floor structure and cart storage facility and the new construction of 2,100 s.f. The building program included a pro shop, restrooms, snack bar, seating for 50, two administrative offices, storage area and outdoor seating. CURRIE PARTNERSHIP RELATED PROJECT EXPERIENCE BOYNTON BEACH HISTORIC ELEMENTARY SCHOOL Boynton Beach, Florida Description and Scope of Services: Client Contact: Project Budget: Completion Date: Located adjacent to the City of Boynton Beach municipal complex, this historic restoration assignment involved the conversion of an abandoned school house to a children's museum with meeting rooms and classroom space. Presently in the final stages of the restoration effort, the Currie Partnership provided complete architectural services including presentation and application for grant money from the State of Florida's Historic Trust. CURRIE PARTNERSHIP RELATED PROJECT EXPERIENCE PALM BEACH JUNIOR COLLEGE HISTORIC BUILDING West Palm Beach, Florida Description and Scope of Services: Client Contact: Project Budget: Completion Date: This historic preservation project involved the restoration of Florida's first junior college building. Originally constructed in 1927, the project encompassed the transformation of a classroom building to exhibit space, lecture hall and additional classrooms. The architectural program included grant development, funding strategy assistance, evaluation of structure re -use, preliminary adaptive use and preservation programs, architectural/engineering design, development of construction documents and construction administration. Located within a 20 acre historic high school complex, this building serves as the crown jewel of the overall site restoration effort. Careful attention has been paid to restoring the Mediterranean Revival style encompassing the building's interior and exterior as well as the design of a new building element which contains the building's mechanical systems. The historic assignment encompassed restoration of wood floors, Dade County Pine columns, a brick vault and extensive stucco work. The facility serves as the fire department's main administration offices and also contains a conference and training center, full -service gymnasium and state-of-the-art communication systems. The firm provided architectural, programming and interior design services. In addition the firm conducted a programming exercise to determine if the renovation effort should also address additional square footage needs. Joseph Falso, Owner/Developer J Falso & Company Fort Lauderdale, Florida (954)561-4900 Estimated Actual 1988 $1,000,000 $ 949,000 WALLACE ROBERTS 0r TODD Sunrise Civic Center and Senior Citizens Center Sunrise, Florida Sunrise Civic Center Civic Center Courtyard Senior Citizens Center Wallace Roberts & Todd was retained, as part of an architectural team, to Master Plan the City of Sunrise Civic Complex. The 37 - acre site included the existing City Hall, Fire Station and a former private office building to be converted to city use. Planned additions included a Broward County Library, the Sunrise Se- nior Citizens Center and the 72,000 square foot Civic Center. The Master Plan required siting of both the Senior Citizens Cen- ter and the Civic Center, design of the vehicular and pedestrian circulation system and the devel- opment of a lake system for storm water management. Wallace Roberts & Todd also served as landscape archi- tects for design of a wetland mitigation planting at the City Hall lake, new main entrance Entrance to Swimming Pool landscaping for the complex, and landscape design for both the Civic Center and Senior Citizens Center. WALLACE ROBERTS CJ' TODD Coral Gables War Memorial Youth Center Coral Gables, Florida WRT was selected to prepare a master plan for the expansion of the Coral Gables War Memorial Youth Center. Working with a recreational needs program pre- pared by Dade County Recreation Department, WRT has combined its landscape architectural exper- tise to provide an integrated so- lution to the Youth Center's fu- ture needs. New expanded out- door facilities including three baseball fields and two soccer/ football fields, as well as a gym facility has been planned on the limited site available. The archi- tectural solution adds 40,000 S.F. of new space. WRT has recog- nized the buildings "Civic" re- sponsibility by providing a new entrance to the facility located on University Drive. During the design phase, WRT served as landscape archi- tect for both the Phase I and Phase II preparing construction documents and administering construction for over $600,000 in site improvements including ath- letic fields, game courts, play- grounds, landscaping and irriga- tion. VVALLACE ROBERTS & TODD Sarasota Downtown Civic Center Sarasota, Florida Civic Center Master Plan WRT prepared the master plan for a major waterfront civic center in downtown Sarasota. The plan accommodates vir- tually all of the City's cultural activities including a library, ex- hibition hall, visual and performing arts facilities and rec- reational activities. In addition the WRT plan incorporates some $5 million in access and parking improvements, landscaping and gathering spaces. WRT was subsequently re- tained as architect for the first phase $1.0 million investment in park and boating access improve- ments. IIIslooN4 Il l 1,1 As part of a series of im- provements defined by the Historic Convention Village Re- development Plan, WRT was asked to explore opportunities for the Garden Center. The objective for the Garden was to become a self sustaining attraction, provide support for Convention Center functions and continue to serve the community. WRT and their consultant, Economics Research Associates completed an analysis of existing facilities, lead a worshop to solicit community involvement and pro - 1 vided an economical and func- tional assessment of the project. The concept plan illustrates the major refurbishment and con- struction required to develop a botanical garden attraction. A new entrance/giftshop lo- cated across from the Convention Center and refurbishment of ex- isting meeting facilities will establich a visual and functional link to the Convention Center. Additional support facilities will include development of a Cafe with a dual entrance (for general public and garden visitors) and refurbishment of the existing con- servatory. The garden is designed as a series of spaces for a variety of functions. Because of limited area the botanical collection will be developed of smaller scale tropical plant types such as or- chids, ferns etc. An area for outdoor displays to serve as an in- troduction to related local tourist attractions will be provided. Funds are currently being raised by provate and public sources for the development and implementation of this plan. WALLACE ROBERTS gt" TODD Fort Lauderdale Esplanade Fort Lauderdale, FL WRT's multi -disciplined nature allows for a remarkable synthesis between urban plan- ning, architectural, and landscape architectural professions. Repre- sentative of this is Fort Lauderdale's Esplanade, a new civic space and waterfront park that is the centerpiece of the new Fort Lauderdale Arts and Sci- ences district. Located just west of Downtown along the New River, the Esplanade integrates the new Broward Center for the Performing Arts and the new Dis- covery Center Museum of Science and Technology with the existing Downtown His- toric District. Numerous interactive science exhibits including a weather station, navigational and optical instruments and a sundial are organized around a central open space called the Science Circle. An open- air pavilion, which features a unique glass and louver roof, provides a stage for outdoor performances and often acts as an outdoor science class- room for children visiting the Discovery Center. Examples of native plants are used throughout and tell of endangered species, plants with cultural or wildlife value, and of unique species distri- bution of subtropics South Florida. The pavilion and sur- rounding elements provide a dynamic setting that has be- come a new home for annual Downtown events and such as the Street Dance and the Shakespeare Festival. WALLACE ROBERTS it TODD Estero Streetscape Ft. Myers, Florida Wallace Roberts & Todd was retained by the Lee County Community Redevelopment Agency to prepare a Master Plan for Estero Island. The Re- development Plan identified five early action streetscape im- provement projects and presented three design theme options for community review. Estero Island residents se- lected a very casual beachfront theme for the streetscape and pedestrian plaza in the island core retail area, Times Square. The design solution eliminates vehicular circulation, with the exception of delivery and emergency vehicles, which al- lows cafes and retailers to expand food and beverage service within the right of way. The curvilinear colored pave- ment symbolizes water, beach and land and features drifts of coconut palms, new lighting and street furniture. Dedicated in May 1997 Times Square has been de- clared a resounding success by the Island's community and merchants organizations. WALLACE ROBERTS , - TODD Biscayne National Park Master Plan Convoy Point, Dade County, FL Aerial view of new park facilities from Biscayne Bay The architecture of the new visitor's center interplays with the surrounding quality of the landscape by allowing prominent views from its elevated porches and overlook pavilion. Convoy Point, the National Park Service Headquarters for Biscayne National Park, is located on the coast about 35 miles south of Miami. Biscayne National Park's 9,000 acres of keys and mainland shoreline belies the fact that the park contains a total of 181,500 acres and is 95% water. The comprehensive design for new park facilities includes a new marina, headquarters and maintenance buildings, housing for park rangers, and a 12,000 sf visitor's center. The new visitor's center, like its corn- panion structures, expresses a de- sign vocabulary characteristic of South Florida, Caribbean, and Conch architecture. Common elements include elevated porches, shuttered window and door openings and high ceilings. Combined hip and gable roofs form deep overhangs and are fin- ished in terne-metal. The visitor's center is orga- nized on two levels, with the first hosting interpretive displays de- picting the park's four ecological zones, along with concessionaire scuba/filling equipment and sales, limited food services and toi- let facilities. The upper floor incorporates the main visitor cen- ter spaces including the lobby and information desk, audiovisual presentation spaces, exhibit rooms and staff offices. A large observation deck on the upper level affords views east over Biscayne Bay, and of a large ce- ramic mosaic tile map of the park inlaid in the plaza below. Robert Currie and the members of his team have, in addition to accomplishing their professional responsibilities with the utmost in creativity and technical expertise, have donated countless volunteer hours to the rebirth of Downtown Boynton Beach. Robert Currie, even though his firm is located in the neighboring community of Delray Beach, was part of the original Community Charrette held by the City of Boynton Beach to try to develop a plan for a declining Downtown area. Two members of this firm, as well as himself, worked all weekend (three days) with 200 members of the community to develop the outline of what was to become the long-range master plan for the area. As most people realize, volunteering to moderate and present creative conceptual drawings to a diverse group of citizens takes tact, charm, talent and a great sense of humor. As a result of that weekend three major projects emerged as the backbone of the plan. The first project was the replacement of a 1910 bridge that the two communities of Boynton Beach and Ocean Ridge had been feuding over for 20 years. As a result of the attractive concepts designed by Robert Currie, Partnership, Florida Department of Transportation committed to a bridge restoration project of 16 million dollars which included brick pavers, a waterfront plaza and palm lined entrances. A Task Force of residents of Ocean Ridge, Boynton Beach and DOT met monthly to go over ideas and differences. Several public hearings were held in both cities as well, and Robert Currie or a member of his firm attended each and every one. The second project was a private development project adjacent to the bridge, consisting of restaurants, retail office and residential spaces, as well as public access to the waterfront and bridge area. Robert Currie, Partnership was the architect for this Marina Project - a project that many people in the community had very strong feelings about, both positively and negatively. Again, over the course of a year, due to the public presentations, community workshops, the design creativity, and compromise and patience demonstrated by Robert Currie, this project received City Commission approval and everyone is eagerly anticipating the ground breaking. Currie, Partnership Page Two April 17, 1998 The final project of this Downtown trilogy was the desire of the City of Boynton Beach to restore a 1913 Historic Schoolhouse into a Children's Museum and serve as the western anchor of the City's Downtown redevelopment plan. Although Robert Currie's firm was not selected to do the original master plan for the building, Mr. Currie still continued to donate his time and expertise to this project. When the time came to select the architect for the project, the choice was unanimous — the firm of Robert G. Currie, Partnership. This project also has a public — private component, in 1996 a private not -for-profit community group was formed to assist in raising funds and community awareness for the 1913 Schoolhouse. Robert Currie traveled to Tallahassee to assist in requesting grant funds from various State Agencies, and the City has been successful in obtaining over $500,000 in grant funds for this project, thanks to his help. In so many areas, over a time span of the past five years, Robert Currie personally has demonstrated a commitment to this community, through countless hours of donated community service, leadership in presenting architectural solutions to diverse, and sometimes divisive community problems, as well as being able to consistently articulate a sense of community vision that truly has contributed to the long term betterment of the City of Boynton Beach. Currie Partnership. I am familiar with the principal, Robert Currie, for more than twenty years. The firm's design and development of residential and commercial properties has set a high standard in Delray Beach. Mr. Currie's original designs, such as his old office buildings, the 355 building, 25 Seabreeze, and the shopping mall at Waterway East were creative and exciting. His renovation of the historic Sundy House, the oldest standing house in Delray Beach, brought back an affection for our past. The Currie firm has also been a favorite for many of our city projects. We now have two beautiful fire stations and Fire Department Headquarters. Reconstructed Veterans Park has become a favorite meeting place for citizens of all ages. Our City Hall was in danger of complete destruction from a minor hurricane. The Currie firm designed an envelope that strengthened the building, added many cost saving improvements, and a new, beautiful facade that is much more efficient and cost effective than our original proposal to simply reinforce the existing structure. Ten years ago an old elementary school right in the heart of downtown was abandoned and left to deteriorate. A group of concerned citizens convinced the School Board to give the city the property and then raised the funds to renovate the site. Robert Currie was selected as the architect. While maintaining the historic integrity of the structures, he renovated the three buildings. One building serves the city as a museum for traveling exhibits, local exhibits, art exhibits, and historic displays, as well as a collection of the historical society, and a community meeting room. Another building has a renovated theatre which hosts community meetings, a lecture series and entertainment from around the world. The old gymnasium is used for art shows, dances, banquets, and is often booked more than a year in advance. The use and beauty of these old school buildings has created a centerpiece for downtown Delray Beach. We call this gem in the heart of our city " Old School Square". Most people attribute our resurgence and love for historic renovation to Old School Square. Obviously we feel that the Robert G. Currie Partnership can take credit for a major contribution in the Renaissance of " The All America City" Delray Beach. Currie Partnership employs a collaborative process in its successful delivery of professional services. By retaining a team of engineers, landscape architects and sometimes associate architects who specialize in one specific area of design i.e. mechanical ,electrical structural, etc.., we assure that our clients and their projects will receive the most well -designed, energy efficient and functional building possible. The success of this collaboration also involves an interactive process between the Client (Village of Key Biscayne) and the Architect. The actual project delivery process is as follows: Upon receipt of an executed contract from the Village of Key Biscayne, the architectural team shall get started with a face to face kick-off meeting with key members of the Village staff. This meeting will assist us in establishing the project's goals and objectives and open communication lines. The following is a detailed description of our proposed scope of services: Programming, Schematic Design and Design Development Prior to beginning design, the Architect shall meet with the Village's key staff to establish specific project and space requirements. Based upon this meeting the Architect shall provide a schematic floor plan and elevations. Upon completion of this phase the Architect shall review these plans with the Village's key staff and planning and zoning department for any adjustments prior to moving to design development. Based upon the conclusions drawn from the schematic design review, the team will begin final design development documents. During this phase the Architect shall present the concept to the review boards which govern development in the Village of Key Biscayne and will coordinate with a cost estimating consultant to develop a preliminary cost estimate and value engineer the project. Construction Documents Upon receipt of final approval of the project's design, we will move into the construction document and specification phase. The Village of Key Biscayne will have the opportunity to review construction documents at the 50% and 95% stages. Another cost estimate will be prepared at the 95% stage to confirm that the budget is on line. Permitting and Bidding The Architect shall submit all drawings for review and permitting and shall remain available for questions or required meetings throughout this phase. It is assumed that the Village of Key Biscayne will make every effort to expedite the permitting process. The team shall revise the documents in accordance with permit review comments during this phase. The team shall assist the Village of Key Biscayne throughout the bidding process including attendance at a pre -bid meeting, responding to contractor questions and attendance and assistance at the bid opening. The Architect shall prepare all required written addendums. The Village shall direct and conduct all meetings and review all bidders for compliance with its requirements. Construction Administration Upon award of the bid to a General Contractor and the start of the construction, the Architect shall conduct site visits on a weekly schedule to evaluate the general compliance of construction with the construction documents. Shop drawing review shall also occur during the construction administration phase. It is understood that the aArchitectural team will field the contractor's basic construction questions or those which are relevant to design or life safety.
