BY: Josef Kekuta, Civil Engineering Associate SUBJECT: PUBLIC HEARING RELATIVE TO THE REMOVAL OF THE SOUTH LEG CROSS WALK LOCATED AT THE INTERSECTION OF STATE STREET AND FERNWOOD AVENUE RECOMMENDATION: It is recommended that the Traffic, Parking and Public Safety Commission conduct the public hear relative to the subjected matter and support staff's recommendation to remove the south leg crosswalk located at the intersection of State Street and Fernwood Avenue. BACKGROUND: Staff received a request to consider the removal of the south leg crosswalk located at the intersection of State Street and Fernwood Avenue. ANALYSIS: State Street is one of the City's main north-south collectors and Fernwood Avenue is minor east-west collector. Fernwood Avenue intersects State Street to form a T- intersection, while east of State Street; Fernwood Avenue is vacated and now is one of several the points of ingress and egress for Plaza Mexico shopping Center parking lot. The intersection is controlled by a traffic signal and all intersection legs have crosswalks. The area around the around the intersecting streets is zoned commercial on the east side of State Street and residential/commercial on the west side. Staff reviewed this request and determined the following: i 1. Both streets are asphalt pavement; State Street has curb, gutter and sidewalk on both sides of the street; Fernwood Avenue has sidewalk, curb and gutter only on the north side of the street. The geometric design of Plaza Mexico's ingress/egress at this location appears to be designed to discourage pedestrians from entering at this point. In addition there are no clearly defined pedestrian pathways in this area of the parking lot. 2. The I-105 Freeway overpass is located immediately south of this intersection, this creates a tunnel effect near the intersection. 3. The crosswalks were installed at the intersection during the construction of the I- 105 Freeway and in addition an existing median was extended north about 250 feet. Due to this the south leg crosswalk cannot properly accommodate a wheel chair ramp or a disabled person. 4. The destination point for pedestrians wishing to travel from the west side of the street to the east side of the street is the northwest corner of the intersection. As such, the removal of the south leg crosswalk would not impact pedestrian movement nor will travel time or distance be increased. Based on the above, engineering staff is of the opinion that the south leg crosswalk should be removed to improve accessibility for pedestrians and to improve pedestrian visibility. BOULEVARD �� BETWEEN ALAMEDA STREET AND SANTA FE AVENUE RECOMMENDATION: It is recommended that the Traffic, Parking and Public Safety Commission conduct the public hear relative to the subjected matter and support staff's recommendation to remove the mid-block crosswalk located on Martin Luther King Jr. Boulevard between Alameda Street and Santa Fe Avenue. BACKGROUND: Staff received a request to consider the removal of the mid-block crosswalk located on Martin Luther King Jr. Boulevard between Alameda Street and Santa Fe Avenue ANALYSIS: Martin Luther King Jr. Boulevard (MLK) is one of the City's main arterials. The street pavement is portland concrete cement and the street width is about 70 feet; both the north and the south sides of the street have curb and sidewalk; street lights are located on both sides of the roadway; both intersections at MLK and Alameda Street and MLK and Santa Fe Avenue are controlled by traffic signals; both intersections have marked crosswalks. The Alameda Corridor (ACTA) is located along Alameda Street with a north-south alignment and an at-grade crossing at Alameda Street and MLK. As local freight service is provided to one facility in Lynwood, located about .75 miles south of this location, train traffic is sporadic and light. � This section of MLK is zoned industrial on both sides of the street and has very little to no pedestrian traffic observed. Staff reviewed this request and determined the following: 1. At one time Jorgensen Steel owned two facilities, the Administration and Engineering Offices and a parking lot were as located on south side of MLK and the manufacturing facilities were located on the north side of MLK. The manufacturing facility occupied the entire block between Alameda Street and Santa Fe Avenue, while the offices to the south occupied about 90% of the block. It is evident that the main purpose of this mid-block crosswalk was to provide Jorgensen Steel staff a closer pedestrian crossing between both facilities and served Jorgensen Steel pretty much exclusively. 2. About 10 years ago Jorgensen steel sold its facilities south of MLK and as such there is no connection between these two facilities any more. Based on the above, engineering staff is of the opinion that this mid-block crosswalk no longer serves its original intended purpose and should be removed safety reasons. Staff has complied with the State requirements for the removal of crosswalks and all public notices have been posted accordingly. 2 STAFF REPORT TRAFFIC, PARKING AND PUBLIC SAFETY COMMISSION DATE: March 28, 2011 TO: Chairperson and Members of the Traffic, Parking & Public Safety Commission FROM: G. Daniel Ojeda, P.E., Director of Public Works/City Engineer gy; Josef Kekula, Civil Engineering Associate Albert Espinoza, Administrative Analyst III SUBJECT: Disabled Parking Renewal Applications and Compliance RECOMMENDATION: Staff recommends that the Traffic, Parking, and Public Safety Commission approve the removal of on-street disabled parking spaces for renewal applicants that do not comply with the City's on-street disabled parking policy. BACKGROUND: The annual on-street disabled parking fee is $25. Currently there are 16 disabled parking locations citywide. The renewal application provides the necessary information needed to determine whether an applicant is in compliance with all of the requirements. ANALYSIS: The renewal applications were mailed in early January and were due on February 24, 2011. In order for the renewal applicants to maintain their disabled parking space, the applicant must complete the renewal form and pay the renewal fee. After verification of all of the 2011 renewal applications, it was determined that three applicants have not submitted their renewal application and fee. Staff made several attempts to contact these applicants with no response.
