HomeMy Public PortalAbout1990-09-17 Budget Hearing32 COUNCIL MINUTES SEPTEMBER 17, 1990 - BUDGET HEARING A Budget Hearing was held by the Bal Harbour Village Council on Monday, September 17, 1990 in the Village Hall. The meeting was called to order at 5:18 p.m. by Mayor Estelle Stern and the roll was called. Those present were: Mayor Estelle Stern Councilman James E. Boggess Councilman Andrew R. Hirschl Also present: Village Manager Carole S. Morris Administrative Assistant Teresa M. Smith Absent: Councilman Matthew B. Blank Councilman Sol Taplin Village Attorney Richard J. Weiss As a quorum was found to be present, the meeting commenced. II. Discussion of Millage Rate: Mayor Stern announced that there would be no increase over the rolled -back millage rate and opened a Public Hearing for discussion. There being no discussion, the Public Hearing was closed. III. Discussion of Proposed Millage Rate: Mayor Stern noted that our proposed millage rate is 3.45% and opened a Public Hearing. There being no discussion, the Public Hearing was closed. Councilman Boggess noted for the record that other than the Council members present, four Village employees were in attendance at this meeting and no other members of the public» V. Adoption of Millage Rate: A resolution adopting the millage rate was read, by title. A motion to adopt this resolution was offered by Councilman Boggess and seconded by Councilman Hirschl. There being no further discussion, the motion carried unanimously (3-0) thus becoming RESOLUTION NO. 416 RESOLUTION OF BAL HARBOUR VILLAGE ADOPTING A FINAL MILLAGE RATE FOR FISCAL YEAR 1990/91; PROVIDING FOR AN EFFECTIVE DATE. 1Cindy Ycaza, Miami Herald Neighbors reporter arrived just prior to adjournment. Adoption of Proposed Budgets/Ordinances: An ordinance was presented for first reading and read by title, which would provide for adoption of the General Fund budget for 1990/91. A motion to enact this ordinance was offered by Councilman Hirschl and seconded by Councilman Boggess. There being no further discussion, the motion carried unanimously (3-0), thus becoming ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE PERIOD OF OCTOBER 1, 1990 TO SEPTEMBER 30, 1991 IN THE AMOUNT OF $3,668,032; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. An ordinance was then presented for first reading and read by title which would provide for adoption of the Tourism budget for 1990/91. A motion to enact the ordinance was offered by Councilman Boggess and seconded by Councilman Hirschl. There being no further discussion, the motion carried unanimously (3- 0), thus becoming ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE DEPARTMENT OF TOURISM FOR THE PERIOD OF OCTOBER 1, 1990 TO SEPTEMBER 30, 1991 IN THE AMOUNT OF $1,280,200; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. An ordinance was presented for first reading and read by title which would provide for adoption of the Water Fund budget for 1990/91. A motion to enact the ordinance was offered by Councilman Hirschl and seconded by Councilman Boggess. Councilman Boggess noted that funds were provided in this budget to refurbish and paint the water tower and questioned if we were obligated to expend these funds for this purpose, in the event we decided not to do so. Village Manager Morris noted that pursuant to the Budget Committee meeting, she has requested of the Village Engineers an outline of an Addendum for a feasibility study as to removal of the water tank. This should be ready for Council's review at the October monthly meeting. Although funds are reserved, they do not have to be expended. There being no further discussion, the motion carried unanimously (3-0), thus becoming ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE WATER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 1990 TO SEPTEMBER 30, 1991 IN THE AMOUNT OF $744,960; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. An ordinance was then presented for first reading and read by title which would provide for adoption of the Sanitary Sewer fund for 1990/91. A motion to enact the ordinance was offered by Councilman Boggess and seconded by Councilman Hirschl. There September 17, 1990 - Budget Hearing 2 34 being no further discussion, the motion carried unanimously (3- 0), thus becoming ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE SANITARY SEWER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 1990 TO SEPTEMBER 30, 1991 IN THE AMOUNT OF $517,500; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. VII. OTHER BUSINESS: Councilman Boggess proposed an increase of 5% for the Village Manager, in line with that provided for all other employees. Mayor Stern noted that same has already been provided for in the budget document. VIII. ADJOURN: There being no further discussion, a motion to adjourn the meeting was offered by Councilman Boggess and seconded by Councilman Hirschl.
