ORLEANS PLANNING BOARD
APRIL 25,2017-Minutes
A meeting of the Orleans Planning Board was called to order at 7:00 p.m. in the Nauset Meeting Room
at the Orleans Town Hall. Present: Chairman: Charles Bechtold;Vice-Chairman: Andrea Reed;
Clerk: Thomas Johnson. Regular Members: Chet Crabtree and Steve Bomemeier. Associates: William
Mone and Richard Hartmann. Planning Department Staff: George Meservey; and Secretary: Karen
Sharpless. Also Present: Board of Selectmen Liaison: Jon Fuller(Board of Selectmen).
There were three people in the audience.
7:00 PM-PUBLIC HEARING-TEMPORARY MORATORIUM ON RECREATIONAL MARIJUANA
ESTABLISHMENTS AND MARIJUANA RETAILERS
Planning Board Clerk Johnson read the legal ad into the record. Meservey stated that the bylaw was initiated
by the Board of Selectmen, and referred to the Planning Board for a public hearing. Meservey noted that the
Planning Board is expected to make a recommendation to voters at the Annual Town Meeting.
MOTION TO CLOSE:
MOTION: On a motion by Andrea Reed, seconded by Chet Crabtree,the Board voted to close the
evidentiary portion of the public hearing for a Temporary Moratorium on Recreational Marijuana
Establishments and Marijuana Retailers.
VOTE: 5-0-0 The motion,passed unanimously.
MOTION TO ACCEPT:
MOTION: On a motion by Andrea Reed,seconded by Chet Crabtree,the Board voted to accept
and recommend approval of the article at the Annual Town Meeting with a change to the end date of
the moratorium from June 30 2019 to June 30,2018.
VOTE: 5-0-0 The motion passed unanimously.

APPROVAL NOT REQUIRED—THOMAS J. RUSSELL, TRUSTEE OF THE THOMAS J. RUSSELL
REVOCABLE LIVING TRUST AND THOMAS J. RUSSELL, TRUSTEE OF THE JEAN M. RUSSELL
REVOCABLE LIVING TRUST—74& 75 VIKING ROAD
Philip Scholomiti(Ryder&Wilcox)described an Approval Not Required plan prepared for Thomas J.
Russell,Trustee of The Thomas J. Russell Revocable Living Trust and Thomas J.Russell, Trustee of The
Jean M.Russell Revocable Living Trust,for property located at 74&75 Viking Road. Scholomiti stated
that the Approval Not Required plan will create four lots in a residential zone.
MOTION: On a motion by Steve Bornemeier,seconded by Andrea Reed,the Board voted to
authorize the Chairman to endorse the Approval Not Required plan prepared for Thomas J.Russell
dated April 4,2017,scale 1"=30',prepared by Ryder&Wilcox.
VOTE: 5-0-0 The motion passed unanimously.
COMMITTEE REPORTS
BOARD OF WATER&SEWER COMMISSIONERS(Chet Crabtree)
Crabtree praised the water quality in town and described the Capital Improvement Plan line item
intended to replace water system components based on the ones at highest risk for failure. Crabtree
stated that an article for$2M to be discussed at the Annual Town Meeting is intended to replace the
8"water main from approximately the Barley Neck Inn to Nauset Heights Road with funds from the
water reserves account. Crabtree commented on the option of a future rate increase of
approximately 4%.
COMMUNITY PRESERVATION COMMITTEE(William Monet
Mone described projects that are in the budget to be presented at the Annual Town Meeting.
P3 WASTEWATER WORKING GROUP(Richard Hartmann)
Hartmann gave an update on a business forum held at the Jailhouse Restaurant.

TOWN PLANNER UPDATE
CANCEL MAY 9,2017 PLANNING BOARD MEETING
MOTION: On a motion by Chet Crabtree, seconded by Andrea Reed,the Board voted to cancel the
May 9,2017 Planning Board meeting due to a possible conflict with the Annual Town Meeting.
VOTE: 5-0-0 The motion passed unanimously.
> BAMBI WAY DEFINITIVE SUBDIVISION
Meservey informed Planning Board members that the Definitive Subdivision Plan for a 2-lot
subdivision on Bambi Way is anticipated to be resubmitted by the applicant.
> TOWN MEETING PREPARATION
Planning Board members discussed the following Annual Town Meeting preparations:
• Meet with Cape Cod Young Professionals on downtown zoning
• Present Comprehensive Plan Report
• Prepare motions and reports for zoning articles
APPROVAL OF MINUTES
MOTION: On a motion by Andrea Reed, seconded by Steve Bornemeier,the Board voted to
approve the Planning Board minutes for March 21,2017,as amended.
VOTE: 3-0-2 The motion passed by a majority. (Charles Bechtold&Chet Crabtree abstained).
ADJOURNMENT
MOTION: On a motion by Andrea Reed,seconded by Thomas Johnson,the Board voted to adjourn
the Planning Board meeting at 8:00 p.m.
VOTE: 5-0-0 The motion passed unanimously.
