In the'opir.ion of the City Council of,the City . o�' Lynwood �he public interest a.nd convenience reqi.iire and said, City Counci.l having acquired jurisdtction so to d.o, the following �' - work, or improvement, ie hereby ordered to be done, to vait: the construction of curbs, gutters and sidev�alks in the following de- ' scribed streets and alleys, including all intsrsectiona of said streets and a.11eys, in the City of Lynwood, County of.Los Angelea, State of California, �to wit; � That property in Tract 11862, Blocks '�A�� and °B", records of Los Angeles County, partici.ilarly tounded on Bu].lis Road on the �Nest, Ernestine � Avenue on the East, Walnut Avenue on the South, and the property line 149.23 f�et north of Platt Avenue on the Sdorth, by constructing curbs, gutters and sidevaalks comne�ely around+said Block ��B° and from the aforesaid North property _1_ line around Block "A��, along one side of Bu17_is Road, 4Valnut Avenue a.nd Ernestine Avenue and on both sides of Platt Avenue �vithin the a.bove described boundary, , That all the work and improvement aforesaid shall be done and performed as contem�lated in Resolution No. 1770 of the City Council of the City of Lynurood, California, and a.s sho�vn on and in accordance �ti�ith and to the grades sho;vn on the plana, profiles a.nd suecifications therefor flled in the oYfice of the City Clerk in the City Hall cf said City of Lynwood, Said R.esolution and plans are hereb,y referred to for a full and detailed description of said � proposed utork and for the grade to �vhich the work is to be done and are made a part hereof. Section 2. That, pursuant to the provisiona of Sections 3a and b of the '�Improveraent Act of 1911", as amended, the City Council of the City of Lynwood proposes to,do the above work, or improvement, by contract; no contribiztion of either labor or materia.l tivill be made b,y the City, and the entire cost of said iMnrovement is to be paid by special assessmente tzpon benefited property, Section 3: All of the work, or improvement aforesaid, described in Section 1 hereof shall be d.one in accordance with and to the grade shown on plans and Specification No. 694 for the imprcvement of the aforesaid streets, avenues, alleys and inter- ' sections by the construction of curbs, gtatters and sideivalks, on file in the office of the City Clerk of the City of Lynu� od, Ca2i.fornia. � Said Plans and Specifications are hereby referred to for • a fu11 and detailed de�scription of said proposed work , or improve- ment, and for the description of the grade to which the work is to be done and are made a part thereof. Section 4, The work, or imnrovement, for the furnishing and delivery by the Bontractor of all labor, materials and eupplies, -2- ' . ahall be zurnished and delivered in accordance with Plans and Specifications No. 694 for furnishing and delivering materials in connection with the improvement of said streets, avenues, alleys, and intersections by the conatruction curbs, gutters ann sidewalks on file in the office of the City Clerk o° the City of Lynwood, Cali�'ornia. Said Plans and Specifications are hereby referred to for further particulars and are made a part hereof. Section 5. 5aid contemplated work, or improvement, in the opinion of the City Council, is of more than local or ordinary � public benefit, and the City Council hereby determines and declares that the district to be benefited b,y said work, or improvement, and to be aesesseci. to nay the coste and expen4es of furnishing all the materials and sun�lies necessary to do the above rvork, or improvement is bounded and described as follows: That property in Tract 11862, Biocks "A° and '�B° records of Los Angeles County, particularly bounded on Bu.11is Road on the �"lest, Ernestine P.venue on the East, V��alnut Avenue on Yre South, and the pro- perty line 149.?3 feet north of Platt P.venue on the North, by constructing curbs, gutters an3 side�^ralks completelv around said Block "B" and Prom the aforesaid IQorth property line around Block "A", along one side of Bullis Road, Walnut Avenue and Ernestine Aveniae and on both sides of Ylatt Avenue within the above described boundary. Section 6. That it is hereby d.eterrr,ined that no pa_rt of the cost of said improvement is to be paid by the City of Lynviood. The entire cost of 7abor, materials 2nd_ sup��liea is to be pa.id by apecial asaessments upon benefited property. . _�_ i • _ _ Al1 the labor, materiala and supplies, the cost of which is to be paid by sa.id special assessments upon benefited pronerty, and which wi11 be furnished and delivered by the Contractor in accordance �vith said Plans and Specifications No. 694 on file in the office of the City Cler.k of Lynwood. Reference is hereby made to said Specificatione for a full a.nd coMplete description and said. Specifications �hall govern for all details. Section 7. The City Council hereby determines and d.eclaxea that serial bonds shall be issued in the manner and fox;nprovided ' in the °Improvement r?ct of 1911", as amended, bearing interest at the rate oP six per centum per annum to represent each assessment of teaenty-five dollars (�25.00); or over, remaining unpaid.for thirty days after the date of the wanrant. Said serial bonds sha11 extend over a period ending nine years frem the second da.y of January next succeeding the nekt October fifteenth follorving their date. Said bonds.and interest tl;ereon shall be paid at the office of the City Tr�easurer and the same shall be disbux•sed by him, all as provided. in the ".T.mprovement Act of 1911", as amended. Section 8.� The proceedings for the aforesaid proposed work, or improveient, shall be ta.ken ur.der an Act of Legislature of the State of California deeignated a.s the °Improvement Act of 1911", approved April 7, 1911, and amendements th-ereto. Section 9. lhe City Clerk shall post a notice, conspicuous- ly, for five d.ays on or near the couneil cYamber door of said City Council, inviting sealed. proposals, or bids, for doing the work herein ordered to be oaid for b,y special assessments on benfited property as aforesaid (consisting of furnishing and delivering all labor, materials and supplies, and in a.ccordance with said Plans and Specifications No. 694; shall cause notice inviting proposa.ls, and referring to the sa.id specifications on file, to be published twice in the Lynwood Press, a weekly newspaper . -4- published and cir•culated in said City of Lynwood and hereby designated for that purpose; shall reauire in such notices that ea.ch proposal, or bid, oPfered be accompa.nied by a check, pa.yable to said City oY I,ynwood, eertified by a responsible bank, £or an amount which shall not be less than ten per centum of the aggregate '' of such proposal, or bid, ar by a bond for' Said amount and so payable, eigned by euch bidder and two sureti_es, who shal.l ,justify before any officer competent to administer an oa.th, in double said amount, a nd over and above all statutory� exemptions; and shall fix a tine for the opening of stich bids not less than ten days from the time of the first publication or postin� of such notices.
