The Commission planned a special meeting to specifically discuss the Trail plan. Attached is a map displaying only the existing trails. The Commission had requested this information in order to help prioritize future trail construction. The Commission also requested financial information to better inform decisions. Financial Information The City currently has a balance of approximately $1.6 million following construction of the Arrowhead Drive trail. Based on the City’s current Park Dedication fee and the projected growth of 950 households, staff estimates that the City would collect approximately $7.47 million. This would result in approximately $9 million of expected park revenues, unless the City adjusts its fees. The Park Commission discussed three future parks to support future development areas. Staff estimates that the cost to develop these parks would be between $4.6 - $6.9 million. The attached table summarizes the costs. Although the City usually obtains land through the park dedication process, doing so reduces the park fees paid by the development. As such, staff assumed full park fees and full land cost in order to equate the two. The current trail plan is very substantial, including over 40 miles of trails. A mile of paved trail costs approximately $330,000 to construct. If the City desires to construct these trails outside of the right-of-way, trail easements would also need to be obtained. A 20-foot wide easement for a mile would equate to approximately $250,000, resulting in a total cost of approximately $580,000 per mile of paved, off-road trail in the developing area. The construction costs of a turf trail are substantially less (approximately $37,000 per mile). The primary cost would be in easement acquisition. Attachments 1. Existing Trail Map 2.
