WI?EREAS, the Cit;; Council of the City of Lyn�vood, �our_ty
of Los Angeles, State of Cal?fornia, pursunr..t to the "Special �lssess-
ment Investiga.tion, Limitation and ;Vajoritv Protest Act of 1931",
and aiter hearing thereon has made its findings s::d determination,
covering the proposed construction of curbs and gutters in the
above described propert}� and said Citg Co�mcil has deter:nined
that the project isf eas_ble arid the public interest, convenience
and necessitJ requ.ire the improvement substantiall3* as sot forth
in said report and,
WNEREA�, the Cit�* Council has found that the lands to be
assessed will be able to st��d. the burden of tne proposed assess-
ment and th�t the limitations o:: the amounts o£ assessrnents ma�*
not be e�ceeded both withre�pect to t he limitations as to the
district as a �vhole and as to individual soecific assessments.
, idO�;J THBREFORE be it resolved b� the City Council o£ the
City of L�lnwood, califor•nia, as follows:
Section l. In the opinicn of the City Council o£ the City
of Lynmrood the public interest and corr� et�ience re�cire and it is
the intention of said Ci.ty Coimcil to order the follovring vaork,
or i�iprovement, to be done, to wit: the construction of curbs,
and gutters in the following described streets and alleys,
including a7.1 intersections of said streets and alleys, in the
City of L,ynwood, Gount;; of' Los Pn�eles, State of California, to wit:
.. That propertJ in Tract 10503 in the Cit�r of L;�nvlcod,
lying South of Fernwood Avenue and between Bu].lis RoAd
on the 4dest and l?uriel Drive on the East, excepting
Lots l and 109 to 116 inclusive, '.-, -.
• That the cost of such svork, or improvement, it is esti-
mated will not oxceed the sum of Fourteen Thousand Seven Hun3red
Ter. and 50/100 Dollars (�14,710.50). '
That all the work and improvement aforesaid shall be done
and z� rformed as shown on and in accor3ance with and to the grades
shovan on the plans, profiles and specifications therefor filed
in the office of' the City Clerk in the City'Hall of said Cit,y of
Lynwood. Said plens are hereb;� referred to for a f1z11 and detailed
description of said proposed work and for t he g rade .to v�nich the
work is to be done and ane made a part hereof,
Section 2. That, purauant to the provi�ions of Sections
3A and b of the "Improvement :4ct of 1911'!, as amended, the City
Council of' tize City of Lynwood pr000ses b� do the ebove work
. or improvement, b;� coritract; no contribution of either labor
or material eJill be made b,y the City, and the e�tire cost of
s�xid improvemeit� is t.o b e oaid by special assessments upon
benefited property.
Section 3. Al1 of the vaork, or imnrovement afore�aid,
described in Section 1 hereof shall be done in accordance with and
to the grade shown on Plans and Specification No. 1�45A for the
improvement of the aforesaid streets, avenues, alleys and intar-
sections bg.the coristruction of curbs and gutters, on f'ile in the
office of the Citg Clerk of' the City of L3mwood, California.
Said Flans and Specif'ications are h�reb�T referred to for
a full ard 3et2ile3 description of s�id propoyed work, or improve-
ment, and £or the description of the grAde to which the work is
to be done an3 are made a part t:�ereof.
Section 4. The work, or improvement, for the furnishing
and delivery by the Contractor of all laborm, materials and supplies,
shall be furnished and delivered in accordance wi.th nlans and
Specificati.ons No. 1�45A for £urnisning an1 3eliverin,; materials
in connection with the i;:iprovement of said streets, avenues, alle,ys,
and intersections by the construction of curbs and �;utters, on
file in the office of the City Clerk of the Citf of Lynwood,
California. Said Plans anc: Specifications are hereby referred to
for £urther partic�.zlars and are made a;'part hereof.
Section 5. Said..conternplated wer4r, or impr•oveinent, in
the opinion of the :.ity Council, is of more than local o'r ordinary
public benefit, and the City Council hereby determines and declares
that the district to be benefited by said work, or improvement,
a.nd to be assessed to pa�� the costs and expenses of furnishing
all of the materials and supolies necessar�, to do the above work,
or improveffient, is bounded and descrihed as fo 110W9:
That property in Tract 1U503 in the City
of L�nwcod, lying South of Pern�vood Avenue
° and betV�eea Bullls :Road on the West and
biuriel Drive on the East, excepting Lots
1 and 109 to 116 inclusive.
Section 6. That it is herebv determi.ned th � no part of
the cost of said improvement is to be paid by the City of Lynwood.
The entire cost of labor, materials and supplies is to be paid
by special assessments upon benefited property.
All the labor, materials and supplies, the cost of wnich
is to be paid b;;r said special assessments upon benefited property,
and wnich will be furnished and delivered by the Contractor in

accordance with said Plans and Speci.fications No. 1945 A on fi.le in

the office of the Cit<r Clerk of Lynwood. Reference is hereby
made to said S�:ecifications for a full and con�olete description
and said Specifications sha11 govern for all details.
.' ,Section 7. The City Council herebg determir� s and declares
that"serial bonds shall be issued in the mannsr and form provided
in the "lrnprovement Act of 1911", as amended, bearing interest
at the rate of six per centum per annura to renresent each assessment
. of twenty-five dollars (�25:00), or over, remainino. unpaid for
tbirty d ays a.fter the date of the warrant. �s.id serial bond.s sHall.
extend over a period ending nine years from the second day of
Janua next succeeding the ndxt October fifteenth followirg their
date. Sai3 bonds and interest thereon shall be paid. at the oi'fice
of the Cit;�r"Treasurer and tne same sha11 be disbursed b� him, all
as provided i.n the "Improvement Act of 1911", as amended. '
8ection 8. Notioe is hereby �iven tnat tne provisions
� of that certa:in Act of the Leoislature of' the State of Califbrnia
designated as the "Special Assessment Investigation Lim9.tation and
Majority Protest Act of 1931", approved June t�,, 1931 as amended,
have neretofore been flzl'ly complied with and all the reports
required under the provisions of said Act are en file in the
office of the City Clerk of the said City of L�nwood, �pen to
public inspection, and ma� there be examined b�'all intarested

, persons.
Section 9., The proceedings for the aforesaid proposed
' work, or improvement, shall be taken under an Act of Le�ielature
of the State of Califbrnia desi�nated as the "Improvemeat .Act
of 1911", approved April 7, 1911, and amendments thereto.
Section 10. The Cit�� En�is�er is hereby directed to make
a dia�ram of the property affected or bene£ited bn said proposed
, � work, or improvemeiat, as desc.ribed in+his 3esoliztion of Intention
and to be assessed to pay the,expenses of said work, or improvement,
showing each separate lot, piece or parcal of land and tne dimen-
sions of' eaen such lot, piece or parcel of land and the relative
location of' the same to the work, or improvement, propo�ed to be
done, all witnin tha li:nits of said a.ssessment district.
Sectian 11. The Ci�y Engi:r.er, who is the Snnerintendent
ol Streets, is herebg directed. to post notices of the passage of
this resolution and of said i:�provement in the manner provided
by said "Improvement 9ct o�' 1911", as amended.
Section 12. Notice is hzreb;r given that on Tuesds,y, the
16th dAq of October, 1945, at the hour of 8:00 o'clock P. I�4. at the
Council Cr.amber in the City Hal"l, in the City of Lynwood, County
of Los Angeles, State of Califorria, an;� and all persons havir�,g
any objections to said proi work, or,improversent, or to
the extent of the district to be assessed, or to the grades to
wnich.the work is proposed tr� be done, may appear before said
City Co�zncil and show cause why said proposed work, or improvemen�
should not be carried out in accordanca w.iththis resol�ztion. -
Section 13. The Cit�r Clerk shall certif�� to the passage
of this resolution by the Cit; Council of the City of Lymvood and
cause the same to be published twice in the Lymrvood Press, a weekly
nevaspaper published an3 circulated in said city ar:d hereb,y designated
b� said Cit;� Council for the �nrpose aforesaid. Said Clerk is
also directed to mail notices of tne actnption oi this Re,olution
of Intention in the time, forr.i and manner, and to the persens,
ail as provided b;; said "Improve:nent Act of 1911", as amended.
