That all the protasts made or filed at or before said hearing on.said Inveatigation Report'be, and the same are hereby overruled. 3. `Phat the public intarest, connenisnce and necessitg re- quire the doing and making of the public improvement set forth and . described in said report above raferred to and substantially in the manner therein set forth. 4.
