Recording or Taping Notification : `As required by the Open Meeting Law we are infor ening you that the Town will be videotaping andlor audio taping this public meeting, In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cellphones be turned off or to vibrate. 1 . Review of Outcome of CPC Town Meeting Articles Faythe explained that following the last CPC meeting on November 14 , she along with Paul and Sharon presented the CPC articles to the Finance Committee , She stated that it was a very good meeting and the Finance Committee unanimously approved all of the CPC ' s articles for recommendation at Town Meeting . She further explained that all the articles went on to pass at Town Meeting . There was a discussion and a proposed amendment to the funding request for the Cape Cod Museum of Natural History which was to remove the private property sign by the parking lot . The amendment did not pass . 12 . Grant Agreement Preparation for Approved Town Meeting Articles The grants that need to be prepared are for the Cape Rep Theatre which Faythe is preparing, the Museum of Natural History which Elizabeth is preparing, Habitat for Humanity which Paul is preparing, and Brewster Affordable Housing Trust which Diane is preparing. Faythe stated that they would Iike to have the drafts completed by mid - January at the latest. Diane questioned if she was supposed to be doing both the Brewster Community Preservation Committee Minutes : December 12, 2018 Affordable Housing Trust and Habitat for Humanity. Faythe responded that she would need to go back and check . She stated that whoever the liaison to the project is would be responsible for the grant agreement preparation . 13 , Community Housing Forum Representative Jill Scalise , the Housing Coordinator in Brewster explained that as the Brewster Affordable Housing Trust is currently working on setting goals , they felt they should have a community housing forum which would be an opportunity to talk about the different housing programs that are going on in town and also to make sure the goals that the housing trust is looking to propose are matching with what the town is looking at and doing . The housing trust wants to reach out to other entities in the town that are working on housing as part of a planning group to do that forum . They are reaching out to the Brewster Housing Authority, the Brewster Housing Partnership, the Council on Aging, and the CPC . She asked if there was a member of the CPC who would be willing to work as part of a planning team for this community housing forum . Jill explained that she expected this time commitment to be about two meetings . The first would be an initial meeting in January to start that planning process and then maybe one more meeting to finish the planning. The goal would be to have a forum before the Spring Town Meeting but that will be figured out with the planning team . Barbara volunteered to be the representative from CPC . 4 . Discussion and Possible Vote on Completeness of the Three Applications Received by the Application Deadline and on Securing Legal Opinions on those Applications ' CPA Eligibility . Faythe explained to the committee that Paul reached out to Town Counsel for opinions on applications that have been reviewed on previous occasions . Specifically, we should not need fresh legal opinions on the Housing Coordinator and the Housing Institute applications . MOTION to table this discussion until the next meeting to allow more time for members to review the applications . MOVED by Rollie Bassett. Seconded by Sharon Marotti , VOTE : 7-0-0 5 . Discussion and Possible Vote on $ 30, 000 Buy-down Request Jill Scalise stated that there is another buy-down request for the Affordable Homebuyers Buy- Down Program . She provided the committee with a recommendation letter. She explained that there is a homebuyer who is looking to purchase a market rate unit (a condominium in Brewster at 114 Eaton Ln . ) The homebuyer has requested $30, 000 towards purchasing that home . The applicant meets the criteria as far as the affordability at 80 % or below of the area median income . The request would close the gap between the purchase price and what the mortgage would be to make it affordable for this individual . The recommendation is contingent upon 2 Community Preservation Committee Minutes ; December 12, 2018 three pieces that still need to be finished which include a home appraisal, the final mortgage approval, and confirmation that the deed restriction is not in conflict with the homeowners ' association ' s oversight. There is a potential closing scheduled for December 28 , 2018 . Faythe asked if when closing occurs , this home would become part of the subsidized housing inventory. Jill responded that it would not because it is not an approved local initiative program by the Department of Housing and Community Development . She further explained that this is a conversation that she has been having with different people to see if there is a way they could make that happen that is approved by DHCD . The funds are available and designated for this program . MOTION to approve the $30 ,000 Buy-Down request as presented with confirmation that the deed restriction is acceptable with the condo association . MOVED by Rollie Bassett. Seconded by Bill Klein . VOTE : 6-04 6 . Discussion and Possible Vote to Approve Open Space Professional Services Request Elizabeth explained that the first request is for $ 1 , 500 to do an initial appraisal which is actually an estimation of value for negotiation purposes on a piece of property. MOTION to approve the $ 1 ,500 Open Space Professional Services Request as presented . MOVED by Rollie Bassett. Seconded by Barbara Burgo. VOTE : 7-0-0 Elizabeth then explained the second request which is for $ 5 ,000 which is to serve as a retainer for Mark Robinson who does all of the negotiations and works on land purchases . She further explained that they are going to be looking at different purchases/preservation measures based on their summit meeting. They will be looking at parcels north of Route 6A that might be used for increased beach area/parking. They are also working with the DPW on possible parcels along Route 6A that could be protected and used as a rain garden or for drainage to eliminate or minimize frequent flooding of the road . They also are frequently looking to un-develop pond parcels that come up . This retainer has been done for the past ten years . MOTION to approve the $5000 Open Space Professional Services retainer as presented . MOVED by Rollie Bassett. Seconded by Diane Pansire, VOTE : 7-0-0 7 . Review CPC Annual Report Draft A general discussion was held regarding the rough draft of the CPC annual report . Faythe stated that the report is not due at Town Hall until mid-January . This will be further reviewed at the next CPC meeting on January 9 , 2019 . 8 . Vote to Approve Minutes of November 14 , 2018 Meeting. 3 Community Preservation Committee Minutes : December 12 , 2018 MOTION to approve the minutes of the November 14 , 2018 meeting with the discussed revisions . MOVED by Rollie Bassett. Seconded by Diane Pansire, VOTE : 6-04 9 . Items the Chair Could Not Reasonably Anticipate None , 10 . Announcements None . 11 .
