Minutes of the November 21 , 2018 Meeting
Members Present : Lisa Forhan, Diane Pansire, Sarah Robinson, Vanessa Greene, Ralph Marotti
Guests Present: Jill Scalise,Housing Coordinator; Donna Kalimck, Assistant Town Administrator
1 . Call to Order: Meeting called to order at 6 ; 02 PM.
2 . Approval of Minutes : Minutes of the previous meeting were approved as drafted.
3 . HAC Reports : Lisa notified the Committee that it had received reports from HAC by
mail . Jill Scalise gave a brief overview of "Housing on Cape Cod . The High Cost of
Doing Nothing" noting similarities between the needs identified in the study and the
strategies outlined in the Housing Production Plan. Donna suggested having someone
from Housing Assistance Corporation (HAC) in to discuss the study and how information
could be used at the Town level . Jill offered to reach out to HAC to see if a representative
could attend a future BHP meeting.
4 . Accessory Dwelling Unit Bylaw : Jill Scalise provided the Committee with a fact sheet
on the ADU by-law and encouraged the Committee to distribute and share . Feedback to
date has been overall primarily positive and supportive.
S . Updates from Housing Coordinator: Jill Scalise noted that there had been a lot of
community outreach and support over the following month. Donna and Jill have been
attending the Cape Housing Institute and encouraged members to attend the next peer
group meeting during which the Cape Cod Commission would be sharing information on
its regional plan. Donna relayed that previous Cape Housing Institute attendees would be
able to attend a Brewster specific town session on January 8 . Jill noted that the Brewster
Affordable Housing Trust is currently working on goals including having a community
forum on housing. $ 100, 000 funding from CPC to the Housing Trust is on the town
meeting warrant. Lisa suggested adding updates on the Affordable Housing Trust to
future agendas . The Housing Production Plan has been certified by the state and the
Town met the State ' s goal of permitting 24 affordable housing units in one year. As a
result, the Town is in "safe harbor". The Committee discussed the upcoming 2020 census
and potential effects on housing strategies . Other potential data sources for seasonal vs .
year-round units were discussed . Buy-down program activity was reviewed . Maintaining
properties currently on the SHI was discussed including 3 units for which the Town is not
the monitoring agency and is currently addressing. The Committee decided that Diane
Pansire and Vanessa Greene would begin researching the buy-down program as a task
group to report back to the Committee . The Town received a grant for technical
assistance from MHP for the Millstone Rd parcel . Donna reported that she is planning an
application for funding of the Housing Coordinator position and Lisa will provide a letter
of support from the BHP .
6 . Housing Production Plan : The Committee discussed next steps for tackling additional
items on the Housing Production Plan. Jill will be emailing the Committee the list of
implementation strategies .
7 . Meeting Days/Time Discussion : Due to space and filming constraints, it may be
necessary to move the meeting time . It was decided to explore moving the standing
meeting time to the 2nd Thursday of each month starting in January. Vanessa will reach
out to Ned to determine if this time will work for him and the change will be discussed at
the next meeting . Committee membership was discussed to determine if there is a spot
for an alternate member . Donna will check on Committee membership .
