WHEREAS, Steven and Kathy Young, owners of the real estate hereinafter described, having submitted to the City Council a plat of said real estate, being located in Jefferson City, Cole County, Missouri, and more particularly described as follows: Part of the West Half of the Southwest Quarter of Section 13, Township 44 North, Range 12 West, Cole County, Missouri more particularly described as follows: BEGINNING at the southwest corner of the Northwest Quarter of the Southwest Quarter of said Section 13; thence N0027'35"E, along the Section Line, 99.37 feet to the northwesterly corner of the tract described in Book 521, page 161, Cole County Recorder's Office; thence N89040'28"E, along the northerly line of said tract described in Book 521, page 161, 999.48 feet to the northeasterly corner thereof, also being a point on the westerly right-of-way line of SOUTHWEST BOULEVARD;thence S4045'00"W,along the westerly right-of- way line of SOUTHWEST BOULEVARD, 99.91 feet to the southeasterly corner of the tract described in Book 521, page 290, Cole County Recorder's Office, • also being the northeasterly corner of STANFORD SUBDIVISION, as recorded In Plat Book 5, page 63, Cole County Recorder's Office; thence S89'41'00"W, along the southerly line of said tract described in Book 521, page 290 and the northerly line of said STANFORD SUBDIVISION, 466.70 feet to the northwesterly corner of said STANFORD SUBDIVISION, also being the northeasterly corner of the tract described in Book 522, page 642, Cole County Recorder's Office; thence S1'21'09"E, along the westerly line of said STANFORD SUBDIVISION, also being the easterly line of said tract described In Book 522, page 642, 80.59 feet to the northerly right-of-way line of CEDAR HILL ROAD; thence along the northerly right-of-way line of said CEDAR HILL ROAD the following courses: northwesterly, on a curve to the right, having a radius of 249.68 feet, an arc distance of 4.38 feet(Ch=N66'51'43"W,4.38 feel); thence N66'20'58"W, 120.17 feet; thence westerly,on a curve to the left, having a radius of 247.70 feet, an arc distance of 133.23 feet (Ch=N81'45'28"W, 131.63 feet); thence S82'50'02"W, 285.37 feet to the Section Line; thence leaving the northerly right-of-way line of said CEDAR HILL ROAD, N0027'35 11E, along the Section Line, 44.45 feet to the POINT OF BEGINNING. WHEREAS, it appearing that said plat has been fully and properly signed and accepted by the owner of said subdivision, known and referred to as the Plat of Cedar Hill Subdivision, that all taxes have been paid, and that in all respects the requirements of Chapter 445, RSMo, entitled "Plats" have been fully complied with by the owner of said subdivision, and that in all respects the requirements of the Planning and Zoning Commission of the City of Jefferson, Missouri, relating to plats and subdivisions have been complied with. • 1 NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: SECTION 1. That the plat of Cedar Hill Subdivision, lying, being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat attached hereto and made a part of this ordinance, is hereby approved and accepted by the City Council of the City of Jefferson, Missouri. SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of Jefferson. SECTION 3. This ordinance shall be In full force and effect from and after the date of Its passage and approval. Application filed by Steve and Kathy)'cuog. Rackm•aond The 2.64 acres is proposed to be subdivided into 5 new duple lots located along Cedar I fill Road and 2 existing single family lots on Southwest Boulevard, The Preliminary Plat was approved pproved on September 3, 2005 subject to. Description of Proposal • Lot Width and Area: All RD zoned lots exceed minimum width and area requirements, Both RS-2 lots nice( minimum area requirements but are 50 fact wide which is less than the required 80 feet. I lowever, these two lots are parts of pre-existing parcels and already developed with single-family homes. The only property line changed by this plat is ilia rear lot line and this complies with zoning requirements. • Streets: All undeveloped RD lots front on Cedar Bill Road, which has run existing right-of--way,of 60 feet with 22 feet of asphalt pavement and no curb and gutter. Ili order to reduce the number of driveways, a note on [he plat says[)lot each lot will be served by a single shared driveway. • Sidewalks: A 5 foot sidewalk will be built along ilia front of the new duplex lots in the existing right of way of Cedar Ifill Road, The sidewalk will most likely be located between the front lot • line and the open drainage ditch and not adjacent to the roadway. • Drainage: An existing drainage way goes through the southwest comer of the property. A drainage easement is shown on the plat for this drainage way. Lot and street drainage is provided in open ditches along the roadway with culverts under driveways. No underground storm servers exist or are proposed. • Utilities: An S"sewer line is proposed to be connected to an existing city sewer line and extended in a 25' casement along the rear of ilia lots to serve the new dwellings. Water and gas service lines will be extended to each lot from existing lines located on the south side of Cedar Ifill Road. Electric and telephone lines will be installed in a I S' casement along the front of[lie lots. Fire hydrants and street lights are in place, All new utility lines will be underground. I • Jefferson City Planning & Zoning Commission Meeting • Engineering Division Staff Report Thursday, October 13, 2005, 5:15pm Item 7. - Other New Business-Subdivisions Not Requiring Zoning Changes Case No. P05052 - Final Plat of Cedar (sill Subdivision, 1800 Block,Cedar Hill Road (RS-2, RD) COMMENTS.- The Engineering Division has done a technical review of the latest submittal of the final plat as submitted by Central Missouri Professional Services, inc. items concerning Engineering Division review in Section 33-8. of the Subdivision Code pertaining to final plat contents have been addressed on the latest copy of the final plat, The following comments are regarding this review; Regarding infrastructure; Infrastructure is cxisting•in the vicinity to serve the subdivision. New infrastructure is proposed including, sidewalk, storm sewer culverts for driveways and sanitary sewer main extension for the subdivision to serve the proposed lots. • General comments are as follows; 1. Storer drainage- Enclosed systems to route street and yard drainage under driveways will be needed for the lots. Grade control /erosion control measures have been proposed for the road ditch along Cedar Hill Road, including rock ditch checks and a rip-rap channel. An erosion control plan has been submitted as part of improvement plans, 2. Access- Access to all proposed lots will be from Cedar Hill Road. A typical driveway with a typical culvert design has been incorporated into infrastructure plans. Flared end sections on culvert pipes would help entrance and exit conditions to the culverts into and out of the road channel. if tine City is to maintain these culverts, flared end sections will be required. 3. Sanitary sewer- A sanitary sewer main extension will be necessary to serve the proposed lots, and has been designed as a part of the infrastructure improvement plans. 4. Sidewalk- A sidewalk is being proposed along the frontage of the proposed lots. Due to Cedar Hill Road not having curb and gutter, consideration of the location . of the sidewalk in relation to the drainage ditch and the pavement has been accounted for on the improvement plans. • Regarding traffic impact; Cedar Hill Road is classified as a local roadway. Veilh Drive is classified as a collector roadway from MO Route C to Cedarbrooke Drive. (From City of Jefferson List of Functional Roadwny Clnssificalions, April 12, 2000) The posted speed limit on Cedar Hill Road is 30 mph. The ADT for Southwest Blvd. south of Stadium Drive is 13611 vehicles per day. The ADT for Veith Drive north of Southridge Drive is 5267 vehicles per day. (From MoDOT's Jefferson City Traffic Count Summary, August 23, 2002). Additional traffic information for the development may be indicated in the Planning Staff Reports.
