HomeMy Public PortalAboutNPDES (2010-11)Town of Gulf Stream NPDES Annual Report Update Third Term, First Year (2010-2011) Date: November 21, 2011 PROFESSIONAL CONSULTING SERVICES: Engineering services for assistance in preparing the Third Term, First Year Annual NDPES Report update for the Town of Gulf Stream. On November 18, 2002 the Florida Department of Environmental Protection (FDEP) issued a National Pollutant Discharge Elimination System Permit No. FLS 000018 to the Town of Gulf Stream (Town) and 38 other co -permittees for all of their existing and new stormwater discharges into Waters of the State. The FDEP issued the Third Term permit March 2, 2011 which includes a number of additional reporting and procedural requirements from those included in the Second Term permit. The permit requires implementation of a comprehensive Stormwater Management Program to control the quality of stormwater discharged from the municipal stormwater system. The permit requires annual reporting of activities conducted for the Stormwater Management Program. The consulting services provided under this authorization will provide services associated with preparing the Third Term, First Year report for the period October 1, 2010 through September 30, 2011. This authorization is intended to set forth the scope of services, as well as other terms of the engagement such as compensation and billing, hourly billing rates, and other standard contractual terms. SCOPE OF SERVICES Mathews Consulting (MC) proposes to provide the following services: NPDES ANNUAL REPORT TASKS: 1. The Town's GIS contractor shall prepare a tabular inventory of the outfalls in the Town's MS4. The Town's GIS contractor shall provide the mapping information (parcel boundaries, road rights-of- way, stormwater system, etc.) in Autocad file format. The inventory and Autocad files shall be provided to MC and MC shall utilize this information to prepare a map of the Town's MS4 Contributing Areas. The inventory will be provided by the Town's GIS contractor in Excel spreadsheet and hard copy. The map will be in Autocad format and hard copy. 2. The Town's GIS contractor shall provide to MC a tabular inventory for any of the existing Town MS4 structural controls listed below and as currently inventoried in the GIS system database. The database information shall be provided to MC in an Excel spreadsheet format. MC shall review the inventory information provided and shall organize the database to indicate the number of each type of structural control, culvert size, etc. If the information is not currently available in the GIS database, the Town will conduct a field inventory and provide the information to MC. Each structural control item will be numbered and identified on the map and in the inventory table: Stormwater pump stations Major stormwater outfalls Page 1 of 5 " Weirs or other control structures " MS4 pipes/culverts " Inlets/catch basins The scope of work for the inventory and mapping work effort assumes that there are none of the following structural controls within the Town's MS4: Dry Detention Systems, Exfiltration Trench, Swales, Lakes, Pollution Control Boxes, or Ditches/conveyance swales. 3. MC shall meet with staff to discuss and develop written Standard Operating Procedures (SOPS) for implementation of the following programs. The templates available on the NDPES website shall be modified in order to make the SOPS specific to the Town of Gulf Stream's operation. " Inspections and maintenance of all Structural Controls " Litter Control Program " Street Sweeping (includes identification of alternate BMPs if curbed streets are not being swept) " Training of all personnel applicators and contracted applicator regarding proper application of pesticide, herbicide and fertilizers. " Training of personnel and contractors regarding identification of illicit discharges and connections. " Proactive inspection program plan for identifying and eliminating sources of illicit discharges, illicit connection or dumping. " Training of personnel and contractors regarding spill prevention and response, " Develop SOPs to reduce/eliminate contamination by Sanitary Sewer Overflows. " Implementation of stormwater, erosion and sedimentation inspection program for construction sites. " Stormwater training of site plan reviewers, site inspectors and site operators for construction sites. " Develop project site and drainage plans review and permitting procedures. Establish requirements verification that ERP and Clearing/Grubbing Permits have been obtained prior to issuance of Building Permits. Procedure for site controls confirmation, reporting and enforcement. 4. MC shall meet with staff to discuss and identify areas of new development or significant redevelopment that have been active within the reporting period. 5. MC shall meet with staff to discuss and list Flood control projects that were constructed by the Town during the reporting year that did NOT include stormwater treatment. 6. MC shall meet with staff to discuss and list completed or planned stormwater retrofit activities. 7. MC shall coordinate and respond to questions regarding the adoption by Town Council, the Florida -friendly Ordinance for fertilizer application. 8. MC shall discuss with Town to identify and report public outreach performed by the Town for reduction in use of pesticides, herbicides and fertilizers. Page 2 of 5 9. MC shall meet with staff to discuss Slormwater Management Program resources and impacts on the program. 10. MC shall report on amendments/changes to the legal authority (enforcement capabilities) to control illicit discharges, connections, dumping, and spills. 11. MC shall evaluate the effectiveness of the SWMP in reducing pollutant loads. MC shall prepare responses to the questions listed in the Town's NPDES permit Part VI.B.2 as applicable to the Town's current program. In this first year, the responses shall be generalized to BMPs since much of the SOPs are yet to be established. 12. MC shall prepare the Annual Report utilizing the FDEP form and provide the appropriate attachments, maps and inventories. Provide two (2) copies to the Town for review and comment. Provide an electronic copy to the Lead Permittee for review and comment. Address the comments, prepare the final draft of the Annual Report and provide two (2) hard copies and an electronic copy to the Town. Provide one (1) hard copy and an electronic copy to the Lead Permittee for submittal to the FDEP. 1. The Bacterial Pollution Control Plan (BPCP) to address fecal coliform in water bodies with a TMDL, is due September 2, 2013 and therefore not included in this scope of work. 2. Public education for illicit discharges is assumed to be by the group of co -permittees and will be included in the joint report. No additional work is included herein. 3. The Town will provide MC with a copy of all stormwater system inspection reports, monitoring, complaints, records of SSOs, listing of site plan/building permit applications, etc., for the reporting year. The Town will provide available/applicable maps and files as requested by MC. Any conversions of .pdf maps to AutoCad maps or of Autocad maps to GIS Arcview format will be performed by Town staff or Town contractor. 5. The Town shall provide to MC all applicable GIS database and shape file information in Excel spreadsheet. 6. One meeting with staff is anticipated to discuss the current and proposed Standard Operating Procedures required for the permit. 7. Development of an SOP for conducting inspections of high risk facilities and an inventory of industrial areas and commercial businesses (aka High Risk Facilities) that discharge to the Town's MS4 will not be included in this scope. This assumes that there are no industrial or commercial zoning districts within the Town limits. 8. The scope of work does not include water quality testing or monitoring. Page 3 of 5 9. The scope of work assumes that any field inventory work shall be conducted by the Town and provided to MC. No field work by MC is included herein. 10. The Town does not currently have a street sweeping program and therefore there is no opportunity to identify the Total Nitrogen and Total Phosphorus load reduction due to street sweeping activities. CONTRACTPERFORMANCE Proposed fees and schedule for completion of tasks listed above are summarized below: COMPLETION DATES The work shall be completed by December 16, 2011.
