HomeMy Public PortalAboutNPDES (2011-12)I0149LI go] 0111>A;&*]111:7A_liri Town of Gulf Stream NPDES Annual Report Update Third Term, Second Year (2011-2012) Date: October 1, 2012 FOR PROFESSIONAL CONSULTING SERVICES: Engineering services for assistance in preparing the Third Term, Second Year Annual NDPES Report update. PROJECT DESCRIPTION On November 18, 2002 the Florida Department of Environmental Protection (FDEP) issued a National Pollutant Discharge Elimination System Permit No. FLS 000018 to the Town of Gulf Stream (Town) and 38 other co -permittees for all of their existing and new stormwater discharges into Waters of the State. The FDEP issued the Third Term permit March 2, 2011 which includes a number of additional reporting and procedural requirements from those included in the Second Term permit. The permit requires implementation of a comprehensive Stormwater Management Program to control the quality of stormwater discharged from the municipal stormwater system. The permit requires annual reporting of activities conducted for the Stormwater Management Program. The consulting services provided under this authorization will provide services associated with preparing the Third Term, Second Year report for the period October 1, 2011 through September 30, 2012, This authorization is intended to set forth the scope of services, as well as other terms of the engagement such as compensation and billing, hourly billing rates, and other standard contractual terms. SCOPE OF SERVICES Mathews Consulting (MC) proposes to provide the following services: NPDES ANNUAL REPORT TASKS: 1. MC shall review the Town's Ordinances, Codes and Regulations in order to identify opportunities to reduce stormwater pollutant impacts from new and significant redevelopment. Suggested modification to the language shall be provided to the Town for consideration of incorporation. 2. Prepare a comprehensive Stormwater Plan for the Town incorporating all SOPs, forms, checklists, inventories, maps, ordinances, etc. Provide three (3) draft copies for review and comment. Revise Stormwater Plan based upon comments received from the Town and prepare and submit three (3) final copies of the Stormwater Plan. 3. MC shall meet with staff to discuss and identify areas of new development or significant redevelopment that have been active within the reporting period. 4. MC shall meet with staff to discuss and list flood control projects that were constructed by the Town during the reporting year that did NOT include stormwater treatment. 5. MC shall meet with staff to discuss and list completed or planned stormwater retrofit activities. Page 1 of 5 6. MC shall discuss with Town to identify and report public outreach performed by the Town for reduction in use of pesticides, herbicides and fertilizers. 7. MC shall review the FDEP MSGP Database, the EPA Hazardous Waste TSDR Facilities Database and RCRA Database for High Risk Facilities holding licenses or EPCRA Title III, Section '313 facilities located within the Town. A statement of findings and listing (as appropriate) will be prepared for inclusion in the Annual Report. 8. Meet with staff to discuss Stormwater Management Program resources and impacts on the program, 9. Report on amendments/changes to the legal authority (enforcement capabilities) to control illicit discharges, connections, dumping, and spills. 10, Evaluate the effectiveness of the SWMP in reducing pollutant loads, MC shall prepare responses to the questions listed in the Town's NPDES permit Checklist A citing Part VI.B.2, as applicable to the Town's current program. 11. Meet with Town staff to discuss the current litter control program and activities. 12. Prepare the Annual Report utilizing the FDEP form and provide the appropriate attachments and maps. Provide two (2) draft copies to the Town for review and comment. Provide an electronic copy to the Lead Permittee for review and comment. Address the comments, prepare the Final Annual Report and provide two (2) hard copies and an electronic copy to the Town. Provide one (1) hard copy and an electronic copy to the Lead Permittee for submittal to the FDEP. ASSUMPTIONS 1. The Town has completed the inventory of stormwater system facilities and reflected that information on a map and in a comprehensive listing. The latest updated listing and map will be provided to MC. 2. Public education for illicit discharges is assumed to be by the group of co -permittees and will be included in the joint report. No additional work is included herein. 3. The Town will provide MC with a copy of all stormwater system inspection reports, monitoring, complaints, records of stormwater system repairs, records of volume of litter collected etc., for the reporting year. 4. A minimum of two meeting(s) with staff are anticipated to discuss the required data and the stormwater program conducted over the prior year. Required discussions and meeting with staff shall be combined to the extent possible. 5. The scope of work does not include water quality testing or monitoring. Page 2 of 5 CONTRACT PERFORMANCE Proposed fees and schedule for completion of tasks listed above are summarized below: COMPLETION DATES The work shall be completed by December 14, 2012. SUMMARY OF PROPOSED FEES Proposed Lump Sum labor costs and associated expense for engineering services are $8,359.00. A breakdown is provided in Attachment A. Work requested by the Town outside this scope of work, shall be completed if specifically directed by the Town, on an hourly basis in accordance with the rates listed in Attachment A.
