Garrison, AICP Town Manager TOWN OF GULF STREAM 100 Sea Road Gulf Stream, Florida 33483 Dear Ms. Garrison: Town of Gulf Stream Stormwater Pump Station — Task 11-A Mathews Consulting, Inc. (MC) is pleased to submit herewith the scope of services, project schedule, and fee budget for Engineering Services for the referenced project. Scope of Services Subtask I — Survey MC shall furnish the services of a professional surveyor to perform a topographic survey of the project area. The topographical survey data will be prepared in AutoCAD (Version 14). Subtask 2 — Design MC shall design new stormwater pump station, detention area(s), piping, and new outfall for the design project area as shown in Attachment 1. Design elements shall include: • Delineating basin area that will convey stormwater to the new pump station. • Stormwater pump station consisting of two (2) 20 CFS axial flow pumps, back-up generator, including all appurtenances for a complete working system. ■ Pipes (e.g. size, length, type) and catch basins. • Determine location and pipe size of new outfall. ■ Detention area consisting of enlarging Elsies Pond located at the Little Club Golf Course from 0.25 acres to a minimum size of 0.5 acres. In order to meet SFWMD water quality requirements, design will also consider using Pond `B" at Little Club Golf Course. It is assumed that provision of water quality beyond the detention ponds (e.g. road swales, etc.) is not required. MC shall prepare technical specifications and construction drawings, which shall include: cover sheet, general notes, plan/profile sheets, and detail sheets. MC shall meet with Little Club Golf Course to coordinate project as needed. MC shall meet with Town to review design documents, and incorporate comments into final documents. Prior to bidding, MC shall prepare a detailed opinion of probable construction cost based upon the completed final design drawings and specifications, approved by the Town. Subtask 3 — Permitting MC shall prepare permit application and drawings to the South Florida Water Management District (SFWMD). Associated permit application fees shall be determined by MC and paid by Town. MC shall assist Town in consultations with the SFWMD. Consultation services shall include the following: • Attend up to two (2) meetings with SFWMD during review of the permit application. • Respond to request(s) for additional information from SFWMD. Note: Permitting services include modeling pre project analysis vs. post analysis to determine allowable discharge rate. Comprehensive stormwater basin modeling is not included in this scope of services. Subtask 3 — Soil Testing MC shall famish the services of a geotechnical engineer to perform soil borings at designated locations within the project area. Subtask 4 — Bidding MC shall assist Town in advertising for and obtaining bids for construction. It is anticipated that work shall be awarded under a single construction contract. MC shall provide 10 sets of bidding documents. MC shall receive and process deposits for bidding documents and shall maintain a record of prospective bidders. MC shall attend pre-bid conference. MC shall issue addenda and provide supplemental information or clarification, as appropriate, to all prospective bidders during the bid period. MC shall review bids and provide recommendation for award of the construction contract. Subtask S — Construction Administration MC shall review and process shop drawings, samples, construction schedules, and certifications. MC shall provide periodic inspection services for an expected construction period of 120 calendar days. MC shall attend construction progress (4) meetings and provide a written summary of the issues discussed. MC shall review and certify contractor payment requests. Q mc. MC shall certify to the South Florida Water Management District, based on the visible project features and inspections that the project was constructed in accordance with the plans and specifications submitted in the permit application. Project Schedule The completion dates for this work will be as follows (start date December 13, 1999). The compensation for services provided shall be billed on an hourly basis plus reimbursable expenses for each subtask of work, up to the following not -to -exceed cost. If conditions differ from those assumed in a manner that will affect the Scope of Work and schedule, MC shall advise Town in writing of the magnitude of the required adjustments. Change in completion schedule or compensation to MC shall be negotiated with the Town. 1. Town shall furnish MC available record drawings of existing facilities in the project area. 2. Town personnel shall assist in field verification of affected Town facilities. 3. Town will be responsible for acquisition of easements required for the project. 4. Contractor shall provide Town with final Record Drawings. 5. Design of Water Quality per SFWMD will consist of enlarging "Elsie Pond". Any design of additional water quality treatment facilities required by SFWMD will be considered additional' services and will be billed at our hourly rate.
