Mathews Consulting proposes a three phased approach: Phase I consists of a "desktop" analysis of alternatives and costs associated with implementing a new water treatment facility within the Town of Gulf Stream. If the Town approves the results of the Phase I study, the subsequent Phase II would consist of developing a preliminary Utility Business Plan for the Town detailing the fiscal, administrative, managerial and technical requirements for starting up and running a water utility. If the Town approves the results of the Phase II study, the subsequent Phase II would consist of constructing test wells and pilot facilities to confirm the water quality and treatment requirements presented in the Phase I report. Our proposed scope of services for Phase I consists of the following tasks: Task]: Existing Conditions and Future Needs Assessment Mathews Consulting will summarize the Town's existing conditions regarding water supply. Historical water use and water quality will be presented, as well as a description of current interconnects with neighboring municipalities. Population and water flow projections will be presented, and regulatory water quality requirements will be summarized. Task 1: Raw Water Alternatives Mathews Consulting will describe raw water source alternatives, focusing on the Floridan Aquifer as the supply source. Raw water quality will be projected using historical data from neighboring utilities which are currently using the Floridan Aquifer as a raw water source. Regulatory requirements for raw water supply will also be summarized. Task 3: Water Treatment Alternatives Using the information presented in Tasks 1 and 2, Mathews Consulting will conduct a desk -top analysis of water treatment alternatives for the Town. Task 4: Siting Evaluation and Distribution System Requirements Mathews Consulting will conduct a siting evaluation based on the preliminary site plan layout developed in Task 3. Up to three (3) potential sites within the Town will be evaluated for appropriate sizing, regulatory setbacks, site plan approvals, available FPL power supply and connection to existing water distribution system. A hydraulic model of the Town's distribution system will be developed to confirm siting feasibility and high service pumping requirements to meet maximum day, peak hour and fire flow requirements. Task 5: Cost Evaluation Mathews Consulting will provide a cost evaluation for engineering costs, capital construction costs, and operation and maintenance costs associated with the recommended raw water supply and treatment alternatives. A Net Present Value of capital and O&M costs will be presented for direct comparison of alternatives. Task 6. Feasibility Report Mathews Consulting will prepare and submit three (3) copies of a Draft Water Treatment Plant Feasibility Report for the Town's review and comment. Upon receipt of continents, Mathews Consulting will prepare and submit eight (8) copies of the Final Water Treatment Plant Feasibility Report. Dec 06 05 09:04a Mathews Consulting, Inc.
