Dear Custodian of Records,
Attached to this email is a record from the Town of Gulf Stream online record archive. This
record is labeled PRR 14-0619. This record is a copy of a record request I made to your agency
on Feb 11, 2014.
Also attached is your response made to me on Feb 18, 2014. The response claims that one 2
page, one sided document is available for pick up at Town Hall.
Located at the online page identified as hhtt ://www2.eulf-
stream.org/weblink/0/doc/67211/Pagel.aspxx of the Town's web site is a Public Request Number
Log that indicates this document was picked up by Mr. Roeder on Feb 25, 2014. This page is
also attached for your reference.
Neither Mr. Roeder nor I can find this document that your agency's Public Request Number Loe
claims Mr. Roeder apparently picked up on Feb 25, 2014. 1 therefore request again that you
produce this record for my inspection. If this record is in electronic format please produce an
electronic version for my inspection.
I make this request under the same notices, admonitions and terms found in my previous record
requests.

Re: Request for Input on Design Manual Changes
Dear Bill:
In response to your request for input on the Design Manual, I read over the Code
and, frankly, believe it to be a well written and comprehensive document that has served
the Town well for many years. It gives specific guidance to architects, contractors and
residents on acceptable design. I would hope a decision is made to keep the existing
Manual and modify it only as needed. In particular, I believe that changing the Design
Manual to eliminate the specific, itemized Requirements/Prohibitions and instead adding
broad, discretion based rules would be a mistake; such rules do not give sufficient
guidance and they also open up the Town to allegations of abuse of discretion.
That much being said, I suggest consideration be given to modifying the
following sections:
Article VII. Division 2. Soanish Mediterranean Revival Style
Sec. 70-218 Roofs
-(d) Prohibited
Add the word "metal'
Delete the phrase "on the streetside" that follows solar panels
Article VII. Division 3. Gulf Stream Bermuda Style
Sec. 70-238 Roofs
-(a) Required
After the phrase: slate -like tile, Add "or other dark color tile."
-(d) Prohibited
Add the word "metal"
Add "solarpanels"
