AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A PRELIMINARY
AND FINAL PUD PLAN FOR A 0.60 ACRE_TRACT ADDRESSED AS 210 PRODO DRIVE, PART
OF LOT 6,EL MERCADO DEVELOPMENT,SECTION ONE,JEFFERSON CITY,COLE COUNTY,
MISSOURI.
WHEREAS, OK Partners, owners of the real estate hereinafter described, having submitted to
the City Council a Preliminary and Final PUD Plan of said real estate, being located
in Jefferson City,Cole County,Missouri,and more particularly described as follows:
Part of Lot 6, El Mercado Development, Section One, Jefferson
City,Cole County, Missouri. Containing approximately 0.60 acres.
WHEREAS, it appears that the procedures set forth in the zoning code relating to zoning have
In all matters been compiled with,as said property owner submitted to the Planning
and Zoning Commission and City Council a Preliminary and Final PUD Plan for the
above referenced property.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
• SECTION 1. The Preliminary and Final PUD Plan submitted by Larry F. Kolb, Columbia,
Missouri, on file as Case No. P05055 in the Jefferson City Planning Division is hereby approved
for the above land referenced herein.
SECTION 2. Approval is made subject to the following conditions:
1. Approval of an unlighted wall sign not more than 24 sq. ft. in area on the
west side of the building;
2. Issuance of the required fence permit and the electrical permit for the
emergency generator.
SECTION 3. The following principal land uses are approved for the site:a communications
maintenance and support facility, plus all uses allowed in the C-1 commercial district.
SECTION 4. Common Areas and Public Land. No common areas are proposed and no
lands are dedicated to public use with this PUD Plan.
SECTION 5. Access: Vehicular access is obtained from Prodo Drive.

• The City Council of the City of Jefferson, Missouri,will hold a public hearing on Monday, December
19, 2005 at 6:00 p.m. in the Council Chamber of the John G. Christy Municipal Building, 320 East
McCarty Street, to consider a Preliminary and Final PUD Plan for the property described herein:
Section 1. The subject property, containing approximately 0.60 acres, Is addressed as 210
Prodo Drive and is described as follows: Part of Lot 6, El Mercado Development, Section One,
Jefferson City, Cole County, Missouri.
Section 2. The purpose of the public hearing Is to hear an application fora Preliminary and
Final PUD Plan to allow the property to be used as a communications maintenance and support
facility. The application was filed by Larry Kolb on behalf of OK Partners, property owner, and is
zoned PUD Planned Unit Development.The complete application is on file as Case No.P05055 and
is available for Inspection during regular business hours at the Department of Community
Development, Planning Division, Room 120,John G. Christy Municipal Building,320 East McCarty
Street, Jefferson City, Missouri.

Alamosa Communications is interested in leasing and/or purchasing 210 Prodo Dr.,
Jefferson City, Mo. from OK Partners—Dick Otke& Larry Kolb.
Alamosa Communications is a support company for Sprint Communications. They need
to fence the rear parking lot where they will set a generator.
Attached is the style of fence they would put up around the perimeter of the back parking
lot, It would be an 8 ft. redwood fence above finish grade of the parking lot.

Localion/Zoning
The subject property is located on the cast side of Prodo Drivc.The front portion of the site is zoned C-1 mid
the rear portion is zoned PUD. Adjacent zoning is C-1 to the north, south and west and PUD to ilia cast,
Medical and office uses arc located to the north,cast and south and Exchange Bank Is located to ilia west.
Nature of Request
The applicant requests approval ofa Preliminary and Final PUD Plan in order to sell or lease Ilia property to
Alamosa Communications for use as a nnaintcnance and support facility for One lclecommuoical ions industry.
Alamosa is a support company for Sprint COUlmnniealiOn5 and is currenlly located at 1309 Edgewood Drivc.
The existing 4,300 square foot one story masonry building would be used as office and support space for6-10
employees. No expansion of ilia building is needed but other alterations to the site are proposed.
• Alamosa is proposing to install an emergency gencralor(I S' long x 5'wide x 10' high)behind the building in
the northwest corner oflhe rear parking lot. in ilia event of power outage,the diesel generator would provide
emergency electricity for commuudcations equipment.Otherwise,it would be started once per week to check
operational status. Equipped with a muffler, it is reported to sound like an idling diesel truck engine.
Alamosa is also proposing to erect an 8' high redwood fence around ilia rear parking lot and a portion of the
driveway Willi a 15' gate at the southwest corner of the building(see enclosed drawing).The purpose of the
fence is to secure maintenance vehicles(F250 pickups with shell and roof rack for ladder)and communications
equipment (air conditioning units for equipment spellers, ariennas,and coaxial cable).
Access. The site obtains access from Prodo Drive,which is a two lane local commercial street with 60 real of
right-of-way and 38 feel ofpaveme t with curb and gutter.There is a 24' wide entrance/exit driveway on the
south side of the property which leads to front and rear parking lots.
Pmmittgd Uses.No specific zoning district was requested for the impose of specifying allowed uses.Based on
surrounding land uses and zoning, C-i Office Commercial would be appropriale for allowed uses other Iran
the specific use proposed in this application.
Building.lding. The existing building would provide a floor area to land area ratio(FAR)of 0.16 or 16%. Overall,
about 95`%0 of the site is covered by the building and concrete pavement for driveways and parking.
Parking.Office uses are required to have I space/300 square feet of floor area.This results in a requirement of
14 spaces. Existing parking lots provide a total of 29 parking spaces. Employees would primarily park in ilia
• front parking lot which contains 9 spaces.

• Landsca)inn. When this property was developed, landscaping requirements consisted of I Irce per 10 parking
Spaces. 'Three Irces were planted in the front yard. No bufferyards are required as adjoining uses are
corm ercial.
Sig*ns. In PUD districts, the location, size and type of signs shall be established by the Commission and
Council in the site plan review and approval pmcess.'I'he applicant has not indicaled whether ally signs arc
desired. Approval of wall sign up to 24 sq. 11.in size would be appropriate. In a standard commercial district,
maximum sign area allowed for the property would be 250 square feel based on 105 feet of street frontage.
Lig�. The applicant has not indicated whether additional lighting will be needed. Outdoor lighting in a
PUD must comply with Sce.35-57 of the zoning ordinance which specifics the maximum illumination alui
beighl of luminaires depending upon whether they have cutoffs or shields.
Staff Recommendation
Staff recommends approval of the Prelimina y and Final PUD Plan subject to the following conditions:
I. Pen»ined uses shall be limited to all C-1 uses plus a communications maintenance and support facility.
2. Approval of an unlighted wall sign not snore than 24 sq. fl. in area on the west side of the building.
