A RESOL�UTION OF THE CITY COUNCIL OF THE
CITY OF LYNVl00D, CALIFORNIA, VIHICH I5 THE
GOVERNING EOARD OF LOCAL DEFENSE AGENCY.
OF' SAID CITY, IN REL9TION TO S'PATE AID
FOR MATCHING E%PENSES OF DEFENSE ORCANI�

� BE IT RESOLVED BY THE 2�4AYOR AND CITY COUNCIL OF THE CITY OF
LYNWOOD, CALIFORNIA, AS FOLLOWS: _

nia, is the governing board,of local defense organization,
known as, "Lynvrood War Council,"

That the City Council does hereby appoint, authorize
and empower T, G, Dummett, who is City Treasurer of the City
of Lynwood, California, as the dul,y authorized agent and repre�
sent�tive of the said City of Lyn�.rood, and Lynwood War Council
to make, sign and present proper applications and negotiate
agreements with the State Director of Finance, covering the terma
and conditions, =under which-the Sta.te Aid from- the Stat'e of' Cali- -� -
fornia may be granted to said loca.l defense agency of the CSty
of Lynwood, and who is hereby given authority, sub�ect.to the
approval of said City Council to disburse such funde for the
poses for which such a.id may be granted.

That the said City of Lynwood has heretofore expended
considerable money to properly execute the activities, necessary
to protect the lives and properties and citizens of said City
from enemy attack,

That the said T, G, Dummett shall make applications to
the State Director of Finance of the State of California for aid
to be made through proper channele, as prescribed under the pro�
visions of Chzpter �05, Statutes of i943 of the State of California,

for aid to be made through proper channels, as prescribed under
the provisions of Chapter 805, Statutes of 19�j of the State of
California,
It is further resolved, and hereby certified that
matching funda are available from funds other than the State
Treasurer or funds of any agency, which is a part of the execu�
tive department of the state government, f or expenditures for
the purpose for which aid is reauested, or may be requested, as
set forth in an amount eaual to or in excess of the amount of the
allocztion herein directed to be requested from the State Direc-
tor of Finance, "
Be it £urther resolved, that the said agent or repre-
sentative shall request from the State Director of Finance, of
the State of California, the full amount or amounts, provided by
said statute that can be allocated by said State Director of
Finance to the said City of LynV�ood and its 1oca1 defense agency,
for purposes heretofore set forth.

Be it further resolved, that the purpose for which
State Aid is sought, by the City of Lynwood and said local de-
fense agency, has been and is eseential and necessary for adequate
civilian defense; for the building and "maintenance of a local
control center and its alternate and sa.lary of loca.l war service
Coordinator, who is a full time man and handles the activities
of the civilian defense corps and civilian services. That the
said agent and repreeentative shall, in such application above
authorized, specifically set out, in detail, such amounts.

to its location in the coastal area, and in the industrial de�
fense area, has been designated by the War Department as being
in a strategic area, and that civilian defense activities have
been ma.intained and are proposed to be maintained in the future

at maximum strength and efficiency,
That the main control center, with its alternate, re– , •
quires the use of many telephones, maps, charts, forms, cupplies;
the purchase and maintaining of auxilia.ry fire eauipment and am–
bulance; the mainten�nce of a volunteer office with a full time
paid coordinator, who coordinates the activities of the local
civilian defense corps and civilian sernices, has involved and
is involving the City of Lynwood in an ex�ense which has become
_.- __ very materially exaessive-and a burden upon said_City. �In view-
of these facts and heavy burden, the City Council of said City of
Lynwood, deems it necessary and expedient that State A13 be sought
for relieY of the great expenditures necessarily incurred and that
must neceasarily be incurred, for said purpose, and that such aid
is essential in the future, to enable and to assist said City of
Lynwood and Lynerood War Council to carry on activities necessary
foi a.dequate civilian defenee for the protection of the lives and
properties of the citizens of said. City of Lynwood, and those ac–
tivities necessary to hasten the end of the war,
Be it further resolved, that the sa.id agent a.nd repre–
eentative shall prepare and make and sign and preaent the ap�
plica.tion or applications neceesary for aid above specified,.and
that he negotiate all available aid from said, Sta.te zgency ae soon
as time will permit,
