HomeMy Public PortalAbout2013.03.11 Stan E McNutt Effective, Responsive Government Seminar and ConsultingMarch 11-2013 Mr. Gene Drabinski, City Manager City of McCall 216 East Park Street McCall, ID 83638 RE: "Effective, Responsive Government" Seminar Honorable members of the City Council and City Manager; Thank you for your confidence in having me conduct an "Effective, Responsive Government" seminar in the City of McCall. The following represents my proposed scope of work for this project and associated professional fees and expenses: Proposed Scope of Work 1. Project Planning Conduct telephone conferences with the Mayor and City Manager to review the proposed project outline and modify as needed. Outcomes: Define project goals, develop a project timeline, define expected deliverables. 2. Schedule private 45 minute interviews with each member of the City Council and Manager on a single weekend trip. Outcomes — to explore each member of the Council team's attributes, experience, interests, goals, concerns and perceptions of city government and management. NOTE: The personal pre -work can be compared to diagnostics. It is an important step to maximize the value of this process to the city. 3. Prepare a Facilitators Outline with seminar text and study materials customized for McCall. Outcomes — to customize and provide an outline booklet of the seminar elements which will be presented on power point. The printed outline 3 ring booklet leaves the attendees with a summary for later reference or follow up questions when an issue touches the concepts covered in the seminar. 4. Conduct the "Effective, Responsive Government" 1 Day Seminar. This usually works best on a Saturday when most Councilmembers are not working. It is essential that all of the Council attend. Outcomes - Conduct the "Effective, Responsive Government" Seminar for the City Council, City Manager, Boards and Commissions, the public and the press. Council attendees will have a bound outline packet which is coordinated with the power point presentation. Production of the booklets for attendees will be by the City from a master transmitted to and coordinated with, an assigned staff person at City of McCall. Page 1 of 2 Consultant Contract April 11, 2013 Professional Fees The project is estimated to take approximately 28 hours to complete. The hourly professional fee is $100 plus expenses Estimated Hours Project planning with Mayor and City Manager Project scope development and interview per planning Interviews on -site with Council & Manager Prepare customized seminar and power point Seminar Day 2 4 7 5 10 TOTAL 28 $2800.00 Expense items include: 1. 2 Round trip travel mileages (at the current IRS rate) Map Quest mileage 242 miles X4 one way trips @ $0.565 $546.92 2. 2 Round trip travel times billed at $20.00 per hour. Map quest one way time - 4.42 Hrs @ $20 x4 one way trips $353.60 3. Consultant lodging and meals in McCall arranged by city or billable by consultant. (unknown costs) estimate $200 to $300.00 Total Estimated cost $ 4,000.52 Professional fees are billed in two equal installments; the first at the beginning of the project, the second upon completion of the project. Expenses are to be billed at the completion of the project. Due upon approval to proceed '/2 Professional fees $ 2,000.26 Due upon project completion — remainder of professional fees, Expenses as above plus any variables (as in 3 above) Cancellation You have the right to cancel the assessment at any time.
