CITY COUNCIL
MINUTES
JANUARY 19, 1988
INITIATION:
1. CALL TO ORDER:
Pursuant to the Agenda posted on January 15, 1988 Mayor
Gillanders called the meeting of the City Council to order
at 7:30 p.m. on Tuesday, January 19, 1988.
2. The invocation was given by Reverend Robert Ver Burg, Sun-
rise Community Church, 9642 East Live Oak Avenue.
3. The Pledge of Allegiance to the Flag was led by Mayor Gil -
landers.

Councilman Atkins moved to excuse Councilman Dennis and
Councilman Swain with cause, seconded by Councilman Froehle
and unanimously carried.
PRESENTATION:
Mayor Gillanders presented to Mr. Raul Rodriguez, on behalf
of the City Council and the City of Temple City, a plaque
commending the outstanding achievements as pioneer and
premier designer of floats for the Tournament of Roses
Parade and the recognition which has been brought to the
City of Temple City by his many successes.
Mr. Rodriguez wished to thank the Mayor, the Council and the
residents of Temple City. He indicated that he does not
take awards of this nature lightly and will place the plaque
in his studio.
5. CONSENT CALENDAR
Councilman Froehle moved to approve the Consent Calender as
recommended, seconded by Councilman Atkins and unanimously
carried.
A. APPROVAL OF MINUTES - Regular meeting of January 5,
1988.
Approved as written.
B. ORDINANCE NO. 88 -625 (2nd Reading) ORDINANCE APPROVING A
CHANGE OF ZONE FROM R -1 TO R -2 AT 5766 -68 N. LOMA AVENUE
Council waived further reading and adopted Ordinance No.
88 -625, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY APPROVING A CHANGE OF ZONE FROM R -1 TO R -2
IN CASE 87 -892.

C. PLANNING COMMISSION ACTION - MEETING OF JANUARY 12, 1988
City Council received and filed the memo outlining
action taken by the Planning Commission at their regular
January 12 meeting.
D. RESOLUTION NO. 88 -2759: EMPLOYMENT OF BUDGETED PERSON-
NEL
City Council adopted Resolution 88 -2759 approving the
appointment of budgeted personnel.
E. RESOLUTION NO. 88 -2760: APPROVAL OF PAYMENT OF BILLS
City Council adopted Resolution No. 88 -2760 approving
claims and demands in the amount of $86,465.50.
6. UNFINISHED BUSINESS:
A. ORDINANCE NO 88 -624 (1st Reading) AMENDING VARIOUS
SECTIONS OF THE-TEMPLE CITY -- MUNICIPAL CODE PERTAINING TO
BOARDS AND COMMISSIONS
City Manager Koski provided background information
stating that at the request of City Council, City Attor-
ney Martin reviewed the City Charter and
Municipal /Zoning Codes as they pertain to City Commis-
sions and Appointment of Commission members. This
ordinance would bring about a conformance between the
City Charter and City Codes.
City Attorney Martin introduced Ordinance No. 88 -624, AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
AMENDING VARIOUS SECTIONS OF THE TEMPLE CITY MUNICIPAL
CODE PERTAINING TO BOARDS AND COMMISSIONS by title only.
Councilman Atkins moved to waive further reading, sec-
onded by Councilman Froehle and unanimously carried.
7. NEW BUSINESS:

A. PUBLIC HEARING: STREET LIGHTING IMPROVEMENTS 5300 BLOCK
OF LOMA AVENUE SOUTH OF OLIVE STREET (Pursuant to Chap-
ter 27, Improvement Act of 1911, Streets and Highways
Code)
City Manager Koski provided background information
stating that at their regular meeting on January 5,
1988, City Council set the public hearing for the
installation of four 5800 lumen HPSV street lights. All
property owners were contacted regarding the petitions,
and the petitions were returned with the signatures of
15 of the 20 property owners which represents 73.8% in
favor of the installation. This total exceeds the 60%
approval requirement of Chapter 27, Improvement Act of
1911. The lights are spaced at approximately 150 -200
foot intervals, pursuant to the Street Light Installa-
tion Guidelines approved by City Council. A Negative
Declaration of Environmental Impact was prepared, in
accordance with requirements of the California Environ-
mental Quality Act of 1970. The cost of installation is
estimated at $150.00 per property.
Mayor Gillanders declared the public hearing open and
invited anyone wishing to address the City Council on
the matter to come forward at this time.
Cyril Silva, 5312 N. Loma Avenue, wished to present to
Council a petition requesting the placement of the
southernmost street light to be placed on the property
lines of 5304 and 5312 N. Loma Avenue in order to better
--;light the residential area rather than the County yard.

As no one else wished to address the City Council on
this matter, Councilman Atkins moved to close the public
hearing, seconded by Councilman Froehle and unanimously
carried.
Councilman Froehle stated he had no objection to the
change of location for the one street light since it
would give the residents better lighting.
Councilman Atkins concurred with Councilman Froehle.
Councilman Atkins moved to approve the Street Lighting
Improvements with the change of location for the
southernmost light, as requested by the residents,
approve the Notice of Exemption, instruct Superintendent
of Streets to cause work to be done and approve annexa-
tion of area to Assessment District Zone A, seconded by
Councilman Froehle and unanimously carried.
B': - REGIONAL OCCUPATIONAL-PROGRAM (ROP) TEMPLE CITY UNI-
FIED SCHOOL DISTRICT AND LOS ANGELES COUNTY SUPERINTEN-
DENT OF SCHOOLS
City Manager Koski provided background information
stating that this year the Temple City Unified School
District intends to offer a class of training and
instruction for Recreation Occupations. The program was
approved by the Board of Education at their meeting on
January 12, 1988. The class will be open to students
entering the eleventh grade and students will be
screened to determine their eligibility for the class.
The Parks and Recreation Department has been invited to
participate by permitting some of the students to be
assigned to help at recreation sites at least five hours
a week. These students would be under the direction of
the Recreation Leader and in addition, would be super-
vised and evaluated by the ROP instructor. The program
is offered at no cost to the City and the City would be
covered by insurance. The Recreation Department is
receptive to the program and feels it has the potential
of providing better trained applicants for future Rec-
reation Leader positions.
Councilman Atkins moved to approve participation in the
ROP and authorized Mayor to sign agreement, seconded by
Councilman Froehle and unanimously carried.

RECESS TO CRA:
At this time the City Council recessed to meet as the Temple
City Community Redevelopment Agency; approved the Minutes of
the January 5, 1988 meeting, set public hearing for the
amended Design For Development Plan, Block "A ", approved
request for temporary signs for H & R Block, approved Con-
tract Amendment for Financial Consultants and adopted Reso-
lution No. CRA 321, authorizing payment of bills. The
Minutes of the Agency are set forth in full in the Agency's
records.

10. ACTION ON REQUEST BY CRA:

11. MATTERS FROM CITY OFFICIALS:
A. BUILDING CLERK - CHANGE OF EMPLOYMENT STATUS
Councilman Froehle moved to approve the change in em-
ployment status for Building Clerk from part time to
full time, seconded by Councilman Atkins and unanimously
carried.
B. LEAGUE OF CALIFORNIA CITIES - CITY MANAGERS DEPARTMENT
ANNUAL MEETING, FEBRUARY 10 -12, 1988, SAN DIEGO
Councilman Atkins moved to authorize the City Manager to
attend the League of California Cities City Managers
Department Annual Meeting and approve necessary expendi-
tures, seconded by Councilman Froehle and unanimously
carried.
12. ADJOURNMENT
On motion by Councilman Atkins seconded by Councilman
Froehle the meeting of the City Council adjourned at 7:56
p.m. The next regular meeting will be held on Tuesday,
February 2, 1988, at 7:30 p.m. in the Council Chamber, 5938
North Kauffman Avenue, Temple City
